Safety Fire & Industrial Hazards PREFACE In the curricular structure introduced by this University for students of Diploma Programme, the opportunity to pursue Diploma course in any Subject introduced by this University is equally available to all learners. Instead of being guided by any presumption about ability level, it would perhaps stand to reason if receptivity of a learner is judged in the course of the learning process. That would be entirely in keeping with the objectives of open education which does not believe in artificial differentiation. Keeping this in view, study materials on the Graduate level in different subjects are being prepared on the basis of well laid-out syllabus. The course structure combines the best elements in the approved syllabi of Central and State Universities in respective subjects. It has been so designed as to be upgradable with the addition of new information as well as results of fresh thinking and analysis. The accepted methodology of distance education has been followed in the preparation of these study materials. Co-operation in every form of experienced scholars is indispensable for a work of this kind. We, therefore, owe an enormous debt of gratitude to everyone whose tireless efforts went into the writing, editing and devising of a proper lay-out of the materials. Practically speaking, their role amount to an involvement in ‘invisible teaching’. For, whoever makes use of these study materials would virtually derive the benefit of learning under their collective care without each being seen by the other. The more a learner will seriously pursue these study materials the easier it will be for him or her to reach out to larger horizons of a subject. Project leader: Dr. Eric K Stern Case researchers: Fredrik Fors Lindy M Newlove Edward Deverell 1 This research has been made possible by the support of the Swedish National Defence College, the Swedish Emergency Management Agency and the Critical Incident Analysis Group. 1 Executive summary - The bombings of July 2005 On July 7 th , the morning rush hours in London formed the backdrop for the first suicide bombings in Western Europe in modern times. Three different parts of the London subway system were attacked around 08.50: Aldgate, Edgware Road, and Russell Square. 2 The three Tube trains were all hit within 50 seconds time. A bomb on the upper floor of a double-decker bus at Tavistock Square was detonated at 09.47. In the terrorist attacks, four suicide bombers detonated one charge each, killing 52 people. Seven people were killed by the blasts at Aldgate, six at Edgware Road, 13 at Tavistock Square, and 26 at Russel Square – in addition to the suicide bombers themselves. More than 700 people were injured. Hundreds of rescue workers were engaged in coping with the aftermath. Over 200 staff from the London Fire Brigade, 450 staff and 186 vehicles from the London Ambulance Service, several hundred police officers from the Metropolitan Police and from the City of London Police, as well as over 130 staff from the British Transport Police were involved. Lt-Commander Earl said he disclosed the radioactive dumping because of the U.S. Government's apparent lack of concern over the possibility of the cannisters leaking. ("The West Australian" - 3rd January 1981) 2. 1950, 13th February - U.S.A., PACIFIC OCEAN A B-36 which developed serious mechanical difficulties on a simulated combat mission, dropped a nuclear weapon from 8,000 ft. over the Pacific Ocean before crashing. Luckily only the weapon's explosive material detonated. Nothing is known of attempts to recover the nuclear weapon and presumably it is still in the ocean. (The Defence Monitor Vol.X No.5 1981 Washington D.C. "The National Times" 15th March 1981) 3. 1950, 11th April - NEW MEXICO, U.S.A. A B-29 crashed into a mountain on Manzano Base approximately three minutes after take-off. The bomb case was demolished and some high explosive material burned. The nuclear components of the weapon were recovered and returned to the Atomic Energy Commission. (The Defence Monitor - Vol.X No.5 19981 Washington D.C. "The National Times" 15th March 1981) 4. 1950, 13th Jul. - OHIO, U.S.A. A B-50 on training mission crashed killing 16 crewmen. The high explosive portion of the weapon aboard detonated on impact. No nuclear capsule aboard the aircraft.
