Introduction of the Euro at the Bratislava Stock Exchange: The Most Frequently Asked Questions Starting from the day of the euro introduction, asset values denominated in the Slovak currency are regarded as asset values denominated in the euro currency. How is this stipulation reflected in the conversion of nominal value of shares that form registered capital as well as other securities? Similar to asset values in general, the nominal values of shares that form registered capital and other securities denominated in the Slovak currency are, starting from 1 January 2009, regarded as the nominal values and securities denominated in the euro, based on a conversion and rounding of their nominal values according to a conversion rate and other rules applying to the euro changeover. This condition, however, does not affect the obligation of legal entities to ensure and perform a change, conversion and rounding of the nominal value of shares that form registered capital as well as other securities from the Slovak currency to the euro, in a manner according to the Act on the Euro Currency Introduction in the Slovak Republic and separate legislation. What method is used to convert the nominal value of securities from the Slovak currency to the euro currency? Every issuer of securities denominated in the Slovak currency is obligated to perform the change, conversion and rounding of the nominal value of securities from the Slovak koruna to the euro currency. In the case of equity securities, the conversion of their asset value must be performed simultaneously with the conversion of registered capital. The statutory body of a relevant legal entity is entitled to adopt and carry out the decision on such conversion.

All of those Member States are expected to join the euro area in the coming years. iP.P* r>« •ini u U U ;/ '00 TREASURY REPORTING RATES OF EXCHANGE AS OF MARCH 31, 1994 DEPARTMENT OF THE TREASURY Financial Management Service FORWARD This report promulgates exchange rate information pursuant to Section 613 of P.L. 87-195 dated September 4, 1961 (22 USC 2363 (b)) which grants the Secretary of the Treasury "sole authority to establish for all foreign currencies or credits the exchange rates at which such currencies are to be reported by all agencies of the Government". The primary purpose of this report is to insure that foreign currency reports prepared by agencies shall be consistent with regularly published Treasury foreign currency reports as to amounts stated in foreign currency units and U.S. dollar equivalents. This covers all foreign currencies in which the U.S. Government has an interest, including receipts and disbursements, accrued revenues and expenditures, authorizations, obligations, receivables and payables, refunds, and similar reverse transaction items. Exceptions to using the reporting rates as shown in the report are collections and refunds to be valued at specified rates set by international agreements, conversions of one foreign currency into another, foreign currencies sold for dollars, and other types of transactions affecting dollar appropriations. (See Volume I Treasury Financial Manual 2-3200 for further details). This quarterly report reflects exchange rates at which the U.S. Government can acquire foreign currencies for official expenditures as reported by disbursing officers for each post on the last business day of the month prior to the date of the published report. Example: The quarterly report as of December 31, will reflect exchange rates reported by disbursing offices as of November 30.

This currency separation was higly appreciated and its scenario and legislative background were reccommended by the IMF for use in other countries. The paper aims also to draw conclusions on performance of selected macroeconomic variables of the two successor countries with impact on monetary policy and exchange rates of successor currencies. Ford School of Public Policy University of Michigan IPC Working Paper Series Number 7 Exchange Rate Volatility and Regime Change: Visegrad Comparison Evzen Kocenda and Juraj Valachy February 2006 Exchange Rate Volatility and Regime Change: Visegrad Comparison Evžen Kočendaa and Juraj Valachyb Abstract: We analyze exchange rate volatility in the Visegrad Four countries in the course of their abandoning tight regimes for more flexible ones. We account for path dependence, asymmetric shocks, movements in interest rates, and allow for generalized error distribution. The overall findings are that volatility path dependence has a limited effect on exchange rate developments and introduction of floating regimes tends to increase exchange rate volatility. During the period of flexible regimes volatility was to a large extent driven by surprises. Degree of persistence in exchange rate volatility is high, differs with respect to currency, but stays at a similar level under the floating regime. Asymmetric news effect tends to decrease volatility under the float. Interest differential contemporaneously impacts exchange rate volatility under either regime, while the interest differential intertemporal effect is not found. Accordingly we draw policy implications. CURRENT TOPIC STRATEGY OF THE SLOVAK REPUBLIC FOR ADOPTION OF THE EURO 1 STRATEGY OF THE SLOVAK REPUBLIC FOR ADOPTION OF THE EURO On 16th July, 2003 the Government of the SR discussed the joint proposal of the Ministry of Finance of the SR and the National Bank of Slovakia: the Strategy of the Slovak Republic for Adoption of the Euro. The document which has been the subject of public discussion, professional conferences and seminars is the draft programme approach of the Government of the SR and the NBS in the issue of entering the eurozone. Following its approval by the Government it is to be the starting point for specifying and setting out further steps in the acces- sion process. It is a strategy that does not set a precise deadline, but rather speaks of a timetable of 2008 to 2009. We publish the main part of this draft, the complete text in Slovak including appendices can be viewed on the website of the Office of the Government of the SR: www.government.gov.sk and on the National Bank of Slovakia website: www.nbs.sk. Upon EU accession, Slovakia will become a mem- 1. From the Koruna to the Euro Elena Kohútiková1 Slovakia is one of the few countries to have successfully introduced two currencies and two monetary policies in its economy in a relatively short period of time. This fact offers us an opportunity to compare (1) the period following the establish- ment of both an independent state and an independent currency with (2) the period when the national currency was changed and Slovakia joined the euro area. 1 The Slovak Koruna The second half of 1992 was extremely dynamic and brought the decision to split Czechoslovakia into two independent states on January 1, 1993. One of the issues discussed at that time was the establishment of a new central bank in Slovakia that would assume all the responsibilities that a central bank must fulfill. However, it was also decided that – in the first few months following the setup of both the new states and the new central banks – the Czech Republic and Slovakia would each conduct their own economic policies while maintaining a common monetary policy. In other words, the decision was made to create a monetary union between the two new states and to use the Czechoslovak koruna as the common currency. Initially, the monetary union was meant to exist for at least six months to allow both countries to prepare the launch of their own currencies and monetary policies. For the monetary union to work, the bank boards of both central banks transferred the responsibilities associated with monetary policy management to a Monetary Committee, in which both countries were each represented by three central bank delegates.

The Adoption of the Euro by Slovakia
Box 4 THE ADOPTION OF THE EURO BY SLOVAKIA On 1 January 2009 Slovakia adopted the euro, resulting in an increase in the number of euro area countries from 15 to 16. The euro is now the currency of 329 million people in the euro area. The conversion rate between the Slovak koruna and the euro was irrevocably fi xed at SKK 30.1260. During its participation in ERM II, from 28 November 2005, the central parity of the Slovak koruna was revalued twice against the euro (by 8.5% in March 2007 and by 17.6472% in May 2008). Slovakia is a relatively small economy in comparison with the rest of the euro area. Consequently, the statistical and macroeconomic features of the euro area would be only marginally affected following this latest enlargement (see the table).
