INDIGENOUS PEOPLES’ RIGHTS IN INTERNATIONAL LAW: INDIGENOUS PEOPLES’ RIGHTS EMERGENCE AND APPLICATION This diverse collection of essays and articles emerged from a workshop IN INTERNATIONAL LAW held in Oslo in March 2012, hosted by the Norwegian Center for Human Rights and the University of Oslo. The purpose of the workshop was to gather memories of how the international community had decided to exa- mine the situation of Indigenous peoples, to explore, explain and celebrate their pioneering work within the United Nations and the International La- bour Organization. The participants also examined the impact of that work and were further asked to identify desirable future developments. EMERGENCE AND APPLICATION The workshop and now this volume have brought together unique hi- storical and political perspectives of the same events from a variety of dif- ferent viewpoints. Participants were drawn from Indigenous communities, from the United Nations and the ILO, from national governments and from NGOs, all of whom had been involved in these discussions over the years – some since the very beginning. Among the participants in the workshop was Asbjørn Eide, the fou- nding Chairperson of the UN Working Group on Indigenous Populations (WGIP), and this book is dedicated to him on the occasion of his 80th birthday. LITTLE BIGHORN NATIONAL MONUMENT TEACHER’S GUIDE TEACHER’S GUIDE LITTLE BIGHORN NATIONAL MONUMENT INTRODUCTION The purpose of this Teacher’s Guide is to provide teachers grades K-12 information and activities concerning Plains Indian Life-ways, the events surrounding the Battle of the Little Bighorn, the Personalities involved and the Impact of the Battle. The information provided can be modified to fit most ages. Unit One: PERSONALITIES Unit Two: PLAINS INDIAN LIFE-WAYS Unit Three: CLASH OF CULTURES Unit Four: THE CAMPAIGN OF 1876 Unit Five: BATTLE OF THE LITTLE BIGHORN Unit Six: IMPACT OF THE BATTLE In 1879 the land where The Battle of the Little Bighorn occurred was designated Custer Battlefield National Cemetery in order to protect the bodies of the men buried on the field of battle. With this designation, the land fell under the control of the United States War Department. It would remain under their control until 1940, when the land was turned over to the National Park Service. Custer Battlefield National Monument was established by Congress in 1946. The name was changed to Little Bighorn National Monument in 1991. This area was once the homeland of the Crow Indians who by the 1870s had been displaced by the Lakota and Cheyenne. The park consists of 765 acres on the east boundary of the Little Bighorn River: the larger north- ern section is known as Custer Battlefield, the smaller Reno-Benteen Battlefield is located on the bluffs over-looking the river five miles to the south. The park lies within the Crow Indian Reservation in southeastern Montana, one mile east of I-90. -

Fiction I Historical History I Native Ameri("an Wind Through the Buffalo Grass: A Lakota Story Cycle is a narrative history of the Pine Ridge Lakota tribe of South Dakota, following its history from 1850 to the present day through actual historical events and through the stories of four fictional Lakota children, each related by descent and separated from one another by two generations. The ecology of the Pine Ridge region, especially its mammalian and avian wildlife, is woven into the stories of the children. 111ustrated by the author, the book includes drawings of Pine Ridge wildlife, regional maps, and Native American pictorial art. Appendices include a listing of important Lakota words, and checklists of mammals and breeding birds of the region. Dr. Paul A. Johnsgard is foundation professor of biological sciences emeritus of the University of Nebraska-lincoln. -

Signature 2 To the five Albanian families for opening their homes and sharing their stories with me. 3 Abstract My research explores the dialectical relationship between identity and the conceptualisation/creation of history and heritage in migration by studying a socially excluded group in Greece, that of Albanian families. Even though the Albanian community has more than twenty years of presence in the country, its stories, often invested with otherness, remain hidden in the Greek ‘mono-cultural’ landscape. In opposition to these stigmatising discourses, my study draws on movements democratising the past and calling for engagements from below by endorsing the socially constructed nature of identity and the denationalisation of memory. A nine-month fieldwork with five Albanian families took place in their domestic and neighbourhood settings in the areas of Athens and Piraeus. Based on critical ethnography, data collection was derived from participant observation, conversational interviews and participatory techniques. From an individual and family group point of view the notion of habitus led to diverse conceptions of ethnic identity, taking transnational dimensions in families’ literal and metaphorical back- and-forth movements between Greece and Albania. -

Caleb Rollins 1 Mount Rushmore: A Tomb for Dead Ideas of American Greatness In June of 1927, Albert Burnley Bibb, professor of architecture at George Washington University remarked in a plan for The National Church and Shrine of America, “[T]hrough all the long story of man’s mediaeval endeavor, the people have labored at times in bonds of more or less common faith and purpose building great temples of worship to the Lords of their Destiny, great tombs for their noble dead.”1 Bibb and his colleague Charles Mason Remey were advocating for the construction of a national place for American civil religion in Washington, D.C. that would include a place for worship and tombs to bury the great dead of the nation. Perhaps these two gentleman knew that over 1,500 miles away in the Black Hills of South Dakota, a group of intrepid Americans had just begun to make progress on their own construction of a shrine of America, Mount Rushmore. These Americans had gathered together behind a common purpose of building a symbol to the greatness of America, and were essentially participating in the human tradition of construction that Bibb presented. However, it is doubtful that the planners of this memorial knew that their sculpture would become not just a shrine for America, but also like the proposed National Church and Shrine a tomb – a tomb for the specific definitions of American greatness espoused by the crafters of Mt. Rushmore. In 1924 a small group of men initiated the development of the memorial of Mount Rushmore and would not finish this project until October of 1941. -

The American Indian Movement in the 1960s and 1970s The Red Power movement1 that arose in the 1960s and continued to the late 1970s may be perceived as the second wave of modern pan-Indianism 2. It differed in character from the previous phase of the modern pan-Indian crusade3 in terms of massive support, since the movement, in addition to mobilizing numerous groups of urban Native Americans hailing from different tribal backgrounds, brought about the resurgence of Indian ethnic identity and Indian cultural renewal as well .4 Under its umbrella, there emerged many native organizations devoted to address- ing the still unsolved “Indian question ”.
