Created in 1965, the Delaware Val/ey Regional Planning Commission (DVRPC) is an interstate, intercounty and intercity agency which provides continuing, comprehensive and coordinated planning for the orderly growth and development of the Delaware Valley region. The region includes Bucks, Chester, Delaware, and Montgomery counties as weii as the City of in Pennsylvania and Bur/ington, Camden, Gloucester, and Mercer counties in . The Commission is an advisory agency which divides its planning and service functions among the Office of the Executive Director, the Office of Public Affairs, and four line Divisions: Transportation Planning, Regional Information Services Center, Strategic Planning, and Finance and Administration. ABSTRACT

This report summarizes the characteristics of other highways in the 1-95 Corridor. The Corridor extends from the of 1-95 and 1-295 in Delaware to the present tenninus of 1-95 at 1-295 in Lawrence Township, New Jersey or to the future interchange of 1-95 with 1-195 at the New Jersey Tumpike near Allentown, New Jersey. The width of the Corridor extends from US 1 in Delaware County to the west and to the New Jersey Tumpike in the east.

The highway facilities are aggregated into 11 "complexes," which are further divided into sections and segments. For each segment, the following attributes are described: driving lanes, edge condition, speed limit, adjacent land use, physical constraints, and traffic control. A "comments" column is also included, which among other things, shows links to the public transit system.

Transportation improvements planned for highways in the complexes are listed in a separate table and include TIP and PMS reference numbers, a description of the improvement, its limits, the municipality and county, the estimated cost and the let date and completion date.

INTRODUCTION

Corridor Highway Facilities is a companion to the Resources and Constraints report. Whereas the latter documents opportunities and limitations within and surrounding the right­ of-way of 1-95, this report provides similar information on other highway facilities which parallel 1-95. Corridor Highway Facilities succinctly presents much of the information the designers will need to plan off-route improvements to ease congestion on 1-95 during reconstruction. Because one of the goals of the design competition is to encourage proposals which stress innovative solutions, all areas of transportation system management are included. Resources and constraints related to the physical configuration of the highway and structures are listed, including:

Subject route and the bounds of the segment described

Number of driving lanes by direction The existence of medians is also cited.

Edge conditions, such as curbs, shoulders and permitted parking

Posted speed limit

Generalized adjacent land use

Physical constraints, particularly bridges and close structures Other constraints included railroad crossings, important (usually) historic structures, and cemeteries. Close structures were cited where they would need to be acquired if the road were to be widened by one lane.

Traffic control, usually signals, but including stop signs as well

Comments, particularly having to do with fixed transit facilities Comments on transit facilities are marked with a "T" and are shown in bold type. Other comments address variations in the information in other columns, observations of traffic congestion, the presence of a school and horizontal and vertical curve problems.

Following the presentation of this information in tabular form is a list of programmed transportation improvements. Projects are described which will impact the selected routes.

Methods and Procedures

The network of highways included in this report was determined by DVRPC and PennDOT staff, and included all of the obvious parallel highways within five miles of 1-95. In order to organize the information, the roads were grouped into 11 "complexes". Each complex includes one or two primary roads and a series of connecting roads which link the primary road to 1-95. The complexes are:

Data for the tables was gathered during a windshield survey of each of the complexes. Where information was not obvious from the field view, it was found in the straight-line diagrams maintained by the state departments of transportation. Information for the tables on programmed improvements was drawn from the Transportation Improvement Program, maintained by the Delaware Valley Regional Planning Commission, or from the 12-Year Program of the Pennsylvania Department of Transportation.

Each complex is introduced with a description of the primary and connecting roads in general terms. It also points out opportunities for intermodal integration and makes some summary assessments of current and future traffic levels on the roads.

A map follows the introduction to each complex. The map shows the primary and connecting roads and indicates the section of the following table in which they are described. COMPLEX A: ROUTE 1 NORTH

Primary roads

The primary road in this 40-mile long complex is US 1, from its interchange with 1-295 in Quaker Bridge, Mercer County, to 1-76 () at the Twin Bridges. It continues on 1-76 to its interchange with 1-95 just west of the Walt Whitman toll plaza. US 1 is an expressway with the exception of Roosevelt Boulevard, an eleven mile long arterial between 9th Street and Southampton Road in Philadelphia and a mile-long section of Brunswick Pike in Mercer County, just south of 1-295. Roosevelt Boulevard, in the heart of the complex, lies an average of three miles west of 1-95. The Boulevard is composed of four roadways, two in each direction, separated by grass medians, two in each direction, of three lanes each. Surrounding land use is primarily residential and commercial and Brunswick Pike is entirely commercial. Some major trip generators lie along the primary routes, including the Route 1 Corridor in Mercer County, downtown Trenton, Conrail's Morrisville Yard, , Airport, Center City Philadelphia, and the Philadelphia Sports Complex.DVRPC's 1987 Arterial Highway Deficiency Analysis indicates Brunswick Pike as currently heavily congested and remaining so in the year 2000. It is the most deficient of Mercer county highways.

Connections with 1-95

Four connecting facilities link 1-95 with US 1. The first is Broad Street in Philadelphia, PA Route 611, from US 1 (Roosevelt Boulevard) to its interchange with 1-95 near Veterans Stadium. This connection, which is two driving lanes in each direction, crosses the primary road 1-76 in South Philadelphia. Commercial land uses predominate throughout the length of Broad Street. Signal timing on Broad Street permits relatively good travel times inbound in the morning and outbound in the afternoon. The other connectors are PA 63 (Woodhaven Road Expressway), 1-276 (Pennsylvania Turnpike) and NJ 29. The southern half of NJ 29 is an expressway (John Fitch Parkway) and the northern half is an arterial (Daniel Bray Highway).

Primary Intermodal Opportunities

Route 1 at 1-295, at the northern end of the complex, lies near the proposed new station on the Trenton-New York commuter rail line of New Jersey Transit (NJT). Route 1 Expressway also passes the Trenton station which serves both NJT trains and SEPTA's R7 line to Philadelphia. Route 1 crosses 1-95 at Oxford Valley, the site of a proposed park-and-ride station on SEPTA's R3 West Trenton-Philadelphia line. The area is currently served by the . Another opportunity for exchange with the R3 occurs at Neshaminy Falls. The Northeast Philadelphia Airport lies just off of Roosevelt Boulevard.

Roosevelt Boulevard/Expressway passes within a mile of the Frankford Terminal of SEPTA Blue Line and within a quarter mile of the Hunting Park Station of the Orange Line. There are also exchange opportunities in northwest Philadelphia with the R2, R3, R5, R7 and R8 at Wayne Junction, the R8 at Queen Lane and the R6 at East Falls. All regional rail lines, the Green lines (subway-surface) and the Blue Line can be accessed at , directly served by 1-76, the Schuylkill Expressway. Finally, 1-76 passes close to the Pattison Terminal of the Orange Line.

Summary

Complex A provides a high-volume, relatively high-speed parallel facility to 1-95, with no major obstacles. Its major component, US Route 1, is associated with 1-95. The two roads lie in close proximity from to . 0 1-95 Intermodal Mobility Project Corridor Highway Facilities Page 4

Primary Roads

Complex B is an 18 mile group of roads, the focus of which is US 13. The complex begins at US 1 in the Mayfair section of Philadelphia, continues along US 13 (Levick Street southbound or Robbins Street northbound) to Frankford Avenue then follows Frankford Avenue into Bucks County, where it is known as Bristol Pike and Fallsington-Tullytown Road. The northernmost section of US 13 follows Fallsington-Tullytown Road from Bristol Pike to US 1 in Morrisville, Bucks County. Between US 1 in Mayfair and Rhawn Street in the Holmesburg section of the city, US 13 operates as an arterial with 2 lanes by direction. The speed limit is not posted in this section, but traffic moves between 35 and 45 mph. The parking regulations change from section to section. Between Rhawn Street and New Rodgers Road in Bristol Township, Bucks County, US 13 narrows to one lane by direction with a speed limit of 35 mph and parking prohibited on both sides. North of New Rodgers Road, US 13 widens to 4 lanes and maintains that width to US 1 in Morrisville. This section of US 13 also operates as an arterial with a 40 mph speed limit, wide shoulders, and no parking. Residential and commercial land uses dominate in all sections of US 13. Major intersections are signalized and the most limiting physical constraints are structures close to the right-of-way. Congestion levels vary on US 13 with the sections in Philadelphia being more congested than those in Bucks County. Future congestion levels in Bucks County are expected to be moderate.

Connections with 1-95

US 13 is connected to 1-95 via Harbison Avenue in Wissinoming, Academy Road and Linden Avenue in Torresdale, and PA 413 in Bristol Township. Harbison Avenue runs into Aramingo Avenue at Torresdale Avenue. At this point, 1-95 is accessible from the Aramingo Avenue ramps. Harbison Avenue has 3 lanes by direction and a 35 mph speed limit. All major intersections are signalized. Academy Road has 2 lanes by direction, an unposted speed limit, and functions as an arterial highway in an urban setting. East of Frankford Avenue, Academy Road operates only as an access ramp to 1-95. PA 413 is a 2-lane suburban road that serves shopping centers and residential developments. It has no curbs, parking is prohibited, and shoulders are wide. PA 413 has access ramps to 1-95 near the Keystone Industrial Park.

Primary Intermodal Opportunities

US 13 is served by a number of surface transit routes which include bus and trolley lines. To the west of US 13 lies SEPTA's R7 regional rail line; however, the distance between the complex and the rail line makes pedestrian access infeasible.

Summary

COMPLEX C: RIVERFRONT NORTH

Primary Roads

Corridor Complex C consists of a series of local and state highways in Philadelphia and Bucks County which operate parallel and in close proximity to the Delaware River. The route begins with Aramingo Avenue at 1-95 in the Kensington section of Philadelphia, then follows Harbison Avenue, Torresdale Avenue, Linden Avenue, State Road and PA 413 to the intersection of PA 413 and US 13 in Bristol Township, Bucks County. All of the highways in this complex are bi-directional and undivided with urban characteristics. Most intersections are at­ grade, with the major intersections being signalized. The number of travel lanes for each direction varies. Torresdale Avenue, Linden Avenue, Street Road, State Road and PA 413 are all one lane by direction, with parking on one or both sides, structures close to the roadway, with speed limits of 40 mph or less. The total length of the complex is 20 miles.

Aramingo Avenue and Harbison Avenue are the largest facilities in this complex. Aramingo Avenue, In most sections, has 2 lanes by direction, a 35 mph speed limit and restricted parking. Between Allegheny Avenue and Somerset Avenue, Aramingo Avenue has 1 lane by direction. Between Castor Avenue and Allegheny Avenue, there are 2 lanes by direction plus a center left turn lane. Harbison Avenue has three lanes by direction and a 35 mph speed limit. The land uses found along all of the facilities in complex C include residential, commercial, and some industrial. The adjacent land uses are commercial, industrial, and residential.

Connections with 1-95

Complex C has numerous interchanges with 1-95 located at Aramingo Avenue in Kensington, Allegheny and Castor Avenues in Richmond, Princeton and Cottman Avenues in Tacony, Academy Road and Linden Avenue in Torresdale, and Street Road in Eddington. Princeton and Cottman Avenues both operate one-way; Princeton is eastbound and Cottman is westbound. Princeton Avenue provides a connection to the on-ramps and Cottman Avenue provides a connection to the exit ramps.

Primary Intermodal Opportunities

Surface transit routes are available on Richmond Street, Aramingo Avenue, Torresdale Avenue, and Linden Avenue. In addition, this complex is served by the SEPTA R7 regional rail line. Stations located within the complex are Frankford, Bridesburg, Wissinoming, Tacony, Holmesburg Jct., Torresdale, Andalusia, Cornwells Heights, Eddington, Croydon, Bristol, and Levittown-Tullytown. This rail line is also used by Amtrak's service; however, Amtrak trains stop only at the 30th Street and North Philadelphia Stations in Philadelphia.

Summary

Complex C provides a low-volume, low-speed facility that operates generally parallel, and close to 1-95, yet provides numerous access points. COMPLEX D: BUCKS COUNTY DETOUR

Primary Roads

Complex D represents the nearest detour routes between 1-95 interchanges in the Langhorne-Yardley area of Bucks County. No single road dominates Complex D. The roads which are included in it are predominantly 2-lane, rural roads. The largest facility in the group is PA 332, but it is not significantly larger than any other road. Also included in the complex are Taylorsville Road, Woodside Road, Dolington Road, Quarry Road, Creamery Road, Stony Hill Road, Oxford Valley Road, PA 213, and PA 413. The total length of the complex is 12 miles. The speed limits on these roads range from 25 mph on Woodside Road to 45 mph on PA 332 and PA 413. Most of the roads have no curbing and allow no parking. Shoulders exist only in areas where new residential or commercial developments have been built. The land use in this area is mainly residential and agricultural with a concentration of commercial land uses on PA 213 in Oxford Valley.

Connections with 1-95

This complex is connected with 1-95 via interchanges on PA 332, Taylorsville Road, and Lincoln Highway East. All of these connections are diamond or modified diamond interchanges to provide access to 1-95 and the local roads in both directions. Access to 1-95 is also available via Oxford Valley Road to the US 1 Expressway interchange.

Primary Intermodal Opportunities

Very few transit opportunities exist in Complex D. The area is served by SEPTA's R3 West Trenton regional rail line. Stations are accessible from Main Street(Taylorsville Road) in Yardley and Lincoln Highway East and Station Avenue in Langhorne. In addition to transit, carpooling and vanpooling are available in this complex through the use of a park and ride lot located at the intersection of 1-95 and Taylorsville Road. A new park and ride lot to serve the area is planned for a location near 1-95 at Township Line Road in Middletown Township.

Summary

Primary Roads

The primary components of 21 mile long Complex E are PA 291 (also known as Penrose Avenue and Industrial Highway in Philadelphia and Essington Avenue, Governor Printz Boulevard, 4th Street, Crosby Street, and 2nd Street in Delaware County) and Delaware Avenue. PA 291 varies from a two-lane, 25 mph urban street in Chester and Trainer to a four-lane 35 mph divided highway in Tinicum, Ridley, Eddystone, and Philadelphia. It operates parallel to 1-95, between 1-95 and the Delaware River. In Chester and Trainer, adjacent land uses include residential, commercial, and industrial. PA 291 provides direct access to manufacturing and petroleum plants located on the waterfront. Between Chester and Philadelphia, the land uses are predominantly commercial, industrial, transportation, and lodging. This section of PA 291 provides access to Philadelphia International Airport and local industries and hotels. North of the airport, PA 291 crosses the Schuylkill River via the George C. Platt Memorial Bridge, following Penrose Avenue to 1-76, the Schuylkill Expressway.

The main route of Complex E leaves PA 291 at Pattison Avenue, then follows Pattison Avenue to Delaware Avenue. The route continues along Delaware Avenue to the point at which it crosses 1-95 in Kensington. Delaware Avenue, for the majority of this route, is a six-lane divided highway with a posted speed of 35 mph. The last link, between Columbia Avenue and 1-95, has four lanes, undivided, and a speed limit of 25 mph. The adjacent land uses are predominantly commercial. In addition, Delaware Avenue provides direct access to Philadelphia's ports.

Connections with 1-95

Connections between Complex E and 1-95 can be made via Stewart Avenue in Ridley Township, PA 420 in Essington, and Front Street and Oregon Avenue in Philadelphia. These connecting roads are all mUlti-lane facilities with speeds of 35 mph. Most of these connectors are short with few traffic signals and few physical restrictions.

Primary Intermodal Opportunities

Complex E is served by few surface transit lines. The Orange Line Subway terminates at Pattison Avenue. A park and ride lot located at the Sports Complex provides access to this subway line. Park and ride opportunities also exist at Penn's Landing, on Delaware Avenue, which is served by the Route 21 bus and the Market­ Frankford Line station at 2nd and Market Streets. The Route 21 provides access to Center City while the Market­ Frankford Elevated Line provides access to West Philadelphia and North Philadelphia. SEPTA's R1 regional rail line provides connections to Center City at 30th Street station and . To the west of Complex E, SEPTA also operates the R2 regional rail line between Center City and Wilmington, Delaware.

Summary

Complex E provides a moderate speed and capacity facility which operates parallel and in close proximity to 1-95. As the highway which is currently used for access to the waterfront and manufacturing concerns, it is capable of handling all types of traffic. Primary Roads

Complex F is a 13 mile link between Complex E and the state of Delaware. The major highway in it is US 13. The complex begins at the US 13/1-495 interchange in Claymont, Delaware, follows US 13 through Marcus Hook, Trainer, and Chester, Delaware County, and ends at the intersection of US 13 and Stewart Avenue in Ridley Township, Delaware County. Also included in this complex is Ridge Road, which operates parallel to US 13 between Delaware (DE) Route 92 and Highland Avenue in Chester. Both of these roads lie parallel to 1-95 and are situated between 1-95 and the Delaware River.

US 13 has many of the characteristics of an urban street. It varies in size from 4 lanes in Delaware to 2 lanes in Marcus Hook, Trainer, and Chester. The speed limit is 35 mph, except in Marcus Hook where it is 25 mph. There are no shoulders, and parking is permitted on at least one side of the street in most sections.

Ridge Road is very similar to US 13. It has 4 lanes, a 35 mph speed limit and no shoulders, but parking is not permitted. For both highways, the most dominant physical constraints are bridges, the industrial nature of the adjacent land uses, and structures in close proximity to the right-of-way.

Connections with 1-95

Complex F is connected to 1-95 via DE 92, PA 452, Highland Avenue, Stewart Avenue and Edgemont Avenue. Most of these connecting roads operate as urban streets, but some differences do exist. DE 92, PA 452, and Highland Avenue are 2-lane roads. Highland Avenue has a 25 mph speed limit while DE 92 and PA 452 have a 35 mph speed limit and operate in a more suburban environment. Edgemont Avenue and Stewart Avenue each have 4 lanes and a 35 mph speed limit. Edgemont Avenue operates in an urban environment with structures in close proximity to the right-of-way while Stewart Avenue is more suburban. On all of the connecting roads adjacent land uses are commercial and residential.

Primary Intermodal Opportunities

Surface transit routes operate along US 13 and Ridge Road. The complex is also served by the SEPTA's R2 regional rail line with stations located in Ridley Park, Eddystone, Chester (3 stations), Marcus Hook, and Claymont, Delaware. The Chester Transportation Center located at 5th and Welsh Streets can also be reached from this complex. All transit routes entering Chester pass through the Transportation Center.

Summary

COMPLEX G: DELAWARE COUNTY APPROACHES

Primary Roads

Complex G comprises a 24 mile link between Complex F and Center City Philadelphia. The main roads included in this complex are US 13, Baltimore Pike, and 1-676 (Vine Street). US 13 and Baltimore Pike are parallel to and west of 1-95. The main route of Complex G follows US 13 from the point at which Complex F terminated to PA 3 in West Philadelphia, then follows PA 3 to 1-676 through Center City to 1-95.

From Stewart Avenue in Ridley Township to Main Street in Darby, US 13 is a four lane roadway with limited parking, no shoulders, and a 35 mph speed limit. The section of US 13 between Main Street, Darby and PA 3 is 2 lanes. On all sections of US 13, structures are located in close proximity to the highway and adjacent land uses are commercial and residential. All of the major intersections on US 13 are at-grade and signalized.

Baltimore Pike is located west of US 13, connecting western Delaware County to West Philadelphia. Baltimore Pike varies from 2 to 4 lanes with a center left turn lane in some of the 4-lane sections. The speed limit is generally 40 mph, but is reduced to 25 mph in Media, and east of Oak Lane in Clifton Heights. Land use along Baltimore Pike is a mixture of residential and commercial.

PA 3 in West Philadelphia follows various local streets. Outbound from Center City it follows Walnut Street; inbound it follows Chestnut Street. At 34th Street, PA 3 follows Market Street, then circumvents 30th Street Station, eventually connecting with 1-676 at 1-76. Chestnut Street and Walnut Street have 3 lanes one-way, with parking allowed on both sides. The adjacent land uses include commercial, residential, industrial and educational. PA 3 passes through the heart of the University of Pennsylvania and Drexel University.

Connections with 1-95

Roads connecting Complex G with 1-95 are 1-676 and MacDade Boulevard. 1-676 is currently undergoing reconstruction which will be completed in 1992. Once that reconstruction is complete, 1-676 will be a 6-lane, grade-separated highway with no shoulders and no parking. MacDade Boulevard operates parallel to 1-95 and connects US 13 with 1-476 and 1-95. MacDade Boulevard has 2-4 lanes and speed limits of 25-40 mph, depending on the municipality. Major intersections are signalized and, except in Darby Township, there are no shoulders and parking is not allowed.

Primary Intermodal Opportunities

Complex G is served by surface transit in the form of buses and light rail lines. SEPTA's R2 regional rail line provides service to the center of this complex. R2 rail stations are located in Prospect Park, Norwood, Glenolden, Folcroft, Curtis Park and Darby. The R3 rail line is also accessible from this complex via the Route 102 rail line.

Summary

COMPLEX H: US 1 SOUTH

Primary Roads

Complex H represents the southern extension of Complex A. The primary road in Complex H, as in Complex A, is US 1. The main route of Complex H includes US 1 south of 1-76 to US 202, then along US 202 to 1-95 in Delaware. This section of US 1 is 4 lanes, 2 lanes by direction with various types of medians and a center left turn lane between 1-76 and Cobbs Creek. The speed limit varies from 35-45 mph, but traffic tends to exceed these limits. Congestion tends to occur in sections of the highway where large commercial centers are located. These include Springfield Mall, Granite Run Mall, and Painters Crossroad. Congestion on US 1 is currently regarded as moderate, but DVRPC forecasts show that it is expected to be severe by the year 2000. A small section of US 1 near Media, referred to as the Media By-pass, has limited access. US 202, while being a high capacity highway, has at-grade, signalized intersections and adjacent commercial and residential development. Congestion levels on US 202 are currently heavy with forecasts predicting severe congestion in the future. All other sections of US have signalized, at-grade intersections. The total length of the complex is 33 miles.

Connections with 1-95

Complex H is also connected to 1-95 via PA 452 and 1-476. PA 452 is a 2-lane suburban road with a 40 mph speed limit, no parking and small shoulders. Congestion on this road is currently severe. 1-476 (not yet open) will be a much larger facility. When it is complete, it will operate as a high-speed, limited access expressway constructed to interstate standards.

Primary Intermodal Opportunities

Very few transit lines operate in this complex. Bus routes from Chester circulate as far west as the Granite Run Mall and the R3 regional rail line parallels US 1 as far as Elwyn with a shuttle bus connection to West Chester. A recently formed, private transportation organization, the Western Delaware County Reverse Commuter Corporation, is currently working with local business to try to improve mobility in this area.

Summary

US 1 is a high capacity road that operates parallel to 1-95. 1-476 will be a high capacity road which will provide a good connection between US 1 and 1-95. COMPLEX I: NEW JERSEY TURNPIKE

Primary Roads

Complex I is a 70 mile route centered around the New Jersey (NJ) Turnpike and connections between it and the Delaware River. The New Jersey Turnpike is the major limited access, in New Jersey. Its location in the western side of the state south of Trenton places it parallel and in relatively close proximity to 1-95. The NJ Turnpike varies from having 2 lanes by direction south of Mount Laurel to having 3 lanes by direction north of Mt. Laurel. It currently experiences moderate congestion. 1-295 carries the NJ Turnpike across the Delaware Memorial Bridge and into the State of Delaware to its interchange with 1-95.

Connections with 1-95

Connection to 1-95 can be made from the NJ Turnpike via the Pennsylvania Turnpike, which provides a high­ speed, high-capacity limited-access highway with grade separated interchanges. The Pennsylvania Turnpike is a toll facility. The Pennsylvania Turnpike connects with the New Jersey Turnpike in Mansfield, New Jersey via an extension across the Delaware River. While a direct interchange does not currently exist between the PA Turnpike and 1-95, the construction of such an interchange has been proposed. An indirect connection between these two highways exists currently via PA 413 and US 13.

Primary Intermodal Connections

There are no major transit services in place that operate on or parallel to this portion of the NJ Turnpike. Park and ride facilities can be found near Exit 5 on CR 541 in Westampton Township, Burlington County, and on US 206 near Exit 7, Bordentown Township, Burlington County.

Summary

The NJ Turnpike is a high-speed, high-capacity, limited-access alternative to 1-95. The Pennsylvania Turnpike is also a high-capacity, limited-access highway that connects 1-95 and the NJ Turnpike. Primary Roads

The primary road in this 70 mile complex is 1-295 and its connections with 1-95. 1-295 operates bet-Neen 1-95 in Wilmington and US 1 in Mercer County. It is a high-capacity, limited-access expressway built to interstate standards with major interchanges at US 40,1-76, US 130, US 322, and US 1. For most of its length, 1-295 has 6 lanes, 3 by direction with a grass median, and a 55 mph speed limit. The section of 1-295 between US 130 and CR 619, south ofTrenton, is still under construction, but is scheduled for completion in 1992. In Gloucester County, the highway is undergoing interchange reconstruction in Paulsboro and West Deptford. That project is scheduled for completion in 1993.

Connections with 1-95

Connections can be made between 1-295 and 1-95 via US 322 and 1-76. The section of US 322 that connects 1-295 to 1-95 is located in Logan Township, Gloucester County. Between 1-95 and New Jersey, it operates as the Commodore Barry Bridge, a toll facility operated by the Delaware River Port Authority (DRPA). The bridge has a 45 mph speed limit. The direction of travel for each lane can be changed to accommodate traffic demand and is controlled by signals. Between the toll plaza and US 130, US 322 has 4 lanes divided by a grass median, no parking, and a 45 mph speed limit. Between US 130 and the approach to the 1-295 interchange, US 322 narrows to 2 lanes, then widens again to 4 at 1-295. At the foot of the bridge in Pennsylvania, ramps carry motorists to either northbound or southbound 1-95.

1-76 is a limited-access highway operating between NJ 42 and 1-676. 1-76 has 10 lanes, 5 by direction, with two lanes in each direction separated by a low concrete barrier which are used for express travel to and from the Walt Whitman Bridge. Over the Walt Whitman Bridge, 1-76 has 7 lanes, the direction of which is controlled by overhead signals, and a speed limit of 45 mph. The Walt Whitman Bridge is also operated by DRPA and charges a toll. This bridge carries the highest traffic volumes of any bridge across the Delaware River in the DVRPC region. The ramps to access 1-95 northbound and southbound are located just west of the toll plaza in Pennsylvania.

Primary Intermodal Opportunities

No surface transit routes currently operate along 1-295. A ramp directly between 1-295 and the Wood crest Station of the PATCO High Speed Line provides access to Center City via this grade-separated rapid rail service. The parking lot at the station can accommodate more than 2,600 vehicles. Four other park and ride facilities, one official and three unofficial, are available to Complex J. The official park and ride lot is located on Delran-Rancocas Road in Mt. Laurel Township, Burlington County and is under-utilized. The unofficial facilities are in shopping centers. The first is on CR 541 in Burlington Township, Burlington County, the second is on US 30 at Barrington Road in Stratford Township, Camden County, and the third is the Quakerbridge Mall on US 1 in Lawrence Township, Mercer County.

Primary Roads

The primary roads that comprise the 38 mile length of Complex K are US 130 and 1-195 in New Jersey. US 130 is a north-south primary arterial that operates between US 40 in Salem County and US 1 in Middlesex County. The section included in Complex K extends from 1-76 in Camden County to 1-195 in Mercer County.

For most of the length of this section, US 130 has 4 lanes, no shoulders, no parking, and a 45-55 mph speed limit. In Burlington County, some intersections are grade-separated; however most are at-grade and signalized with jug-handles provided to accommodate left turns. 1-195 is a high-capacity, limited access expressway that extends from 1-295 in Mercer County to the Garden State Parkway in Monmouth County. The section of 1-195 included in this complex connects US 130 with the NJ Turnpike. 1-195 is a limited access highway constructed at interstate standards and has a 55 mph speed limit.

Connections with 1-95

US 130 is connected with 1-95 via US 30 in Camden County and the Betsy Ross Bridge (NJ 90) in Burlington County. US 30 is a 10 lane road with partially limited access and a 45 mph speed limit. While all intersections with other streets are grade-separated, at-grade driveway openings exist along its length. The connection with 1-95 is situated just west of the Benjamin Franklin Bridge at 1-676. This bridge, designated US 30, is also a toll bridge operated by DRPA. It has 7 travel lanes with variable direction controlled byoverhead signals, and a 35 mph posted speed limit. The actual travel speed is closer to 50 mph. The Betsy Ross Bridge, another DRPA toll bridge, has 8 variable direction travel lanes controlled by overhead signals, and a 45 mph speed limit. The entrance ramps to 1-95 are located at the foot of the bridges in Pennsylvania.

Primary Intermodal Opportunities

NJ Transit operates bus routes along US 130 between Philadelphia and Willingboro, Burlington City, and Trenton. In Camden County, connections can be made to the PATCO High Speed Line at Ferry Avenue. Park and ride opportunities exist at the Willingboro Plaza Shopping Center and the Ferry Avenue High Speed Line station. An unofficial park and ride lot is located on CR 571 at US 130 in East Windsor Township, Mercer County.

Summary

US 130 is a high-capacity road operating in a north-south direction. Because access is only partially limited and most intersections are at-grade, it operates more slowly than the parallel 1-295 and NJ Turnpike. 1-195 is a high­ capacity, high-speed highway that provides a good connection between US 130, 1-295 and the NJ Turnpike.
