Several state-supported digital vigilante groups emerged in Russia at the downturn of the pro-Kremlin youth group Nashi (Ours), when its former commissars formed issue- specific movements to counter perceived legal and moral offences through exposure of targets on social media. One of such groups is StopXam (Stop a Douchebag), specializ- ing in road-traffic and parking violations. StopXam participants confront the drivers and retaliate by placing stickers that read “I spit on everyone I drive where I want” on the targets’ windshields. The retaliation is often accompanied by verbal and physical fighting; the process is filmed, edited, and shared on YouTube, receiving millions of views. While digital media made such practices possible, traditional broadcasters maintain significance in rendering meaning to the phenomenon of vigilantism and in framing vigilantes, their targets, police, and other actors. As the existing literature on digital vigilantism is predominantly focused on digital media affordances, this article aims to address this gap through a qualitative analysis of traditional media coverage of StopXam. -

Chapter 1 Russia’s Soft Power Projection in the Middle East Anna L. Borshchevskaya Political scientist Joseph S. Nye Jr. defined soft power as “the ability to get what you want through attraction rather than coercion or payments. It arises from the attraction of the country’s culture, political ideals, and policies. When our policies are seen as legitimate in the eyes of others, our soft power is enhanced.”1 For a state to be successful, according to Nye, hard power is necessary; but it is also important to shape long-term preferences of others and project values. Soft power projection helps at- tract partners and allies.2 Historically, the Kremlin always emphasized hard power. During the Soviet era, the following phrase encapsulated so many aspects of Soviet life it became a trope: “If you don’t know, we will teach you; if you don’t want to, we will force you.”3 In more recent history, Moscow has focused on hard power projection; the brutal suppression of Chechnya’s struggle for independence, the 2008 war with Georgia, the 2014 annexation of Crimea from Ukraine, and the 2015 military intervention in Syria to save Syrian dictator Bashar al-Assad all highlight Moscow’s preference for hard power. Indeed, in private conversations, Western policymakers often argue that Russia has no power to attract. The Kremlin has yet to treat its own citizens well—let alone those of other countries. An oft-cited exam- ple of Moscow’s inability to attract is that generally people do not dream of immigrating to Russia; rather, they tend to dream of immigrating from Russia to developed democracies, contributing to Russia’s brain drain. -
Privatization in Russia: Catalyst for the Elite
PRIVATIZATION IN RUSSIA: CATALYST FOR THE ELITE VIRGINIE COULLOUDON During the fall of 1997, the Russian press exposed a corruption scandal in- volving First Deputy Prime Minister Anatoli Chubais, and several other high- ranking officials of the Russian government.' In a familiar scenario, news organizations run by several bankers involved in the privatization process published compromising material that prompted the dismissal of the politi- 2 cians on bribery charges. The main significance of the so-called "Chubais affair" is not that it pro- vides further evidence of corruption in Russia. Rather, it underscores the im- portance of the scandal's timing in light of the prevailing economic environment and privatization policy. It shows how deliberate this political campaign was in removing a rival on the eve of the privatization of Rosneft, Russia's only remaining state-owned oil and gas company. The history of privatization in Russia is riddled with scandals, revealing the critical nature of the struggle for state funding in Russia today. At stake is influence over defining the rules of the political game. The aim of this article is to demonstrate how privatization in Russia gave birth to an oligarchic re- gime and how, paradoxically, it would eventually destroy that very oligar- chy. This article intends to study how privatization influenced the creation of the present elite structure and how it may further transform Russian decision making in the foreseeable future. Privatization is generally seen as a prerequisite to a market economy, which in turn is considered a sine qua non to establishing a democratic regime. But some Russian analysts and political leaders disagree with this approach. -

CENSORSHIP AND SELF- CENSORSHIP AMONG RUSSIAN MEDIA PERSONALITIES AND REPORTERS IN THE 2010S ELISABETH SCHIMPFOSSL THE UNIVERSITY OF LIVERPOOL ILYA YABLOKOV THE UNIVERSITY OF MANCHESTER Abstract: This article examines questions of censorship, self-censorship and conformism on Russia’s federal television networks during Putin’s third presidential term. It challenges the idea that the political views and images broadcast by federal television are imposed coercively upon reporters, presenters and anchors. Based on an analysis of interviews with famous media personalities as well as rank-and-file reporters, this article argues that media governance in contemporary Russia does not need to resort to coercive methods, or the exertion of self-censorship among its staff, to support government views. Quite the contrary: reporters enjoy relatively large leeway to develop their creativity, which is crucial for state-aligned television networks to keep audience ratings up. Those pundits, anchors and reporters who are involved in the direct promotion of Kremlin positions usually have consciously and deliberately chosen to do so. The more famous they are, the more they partake in the production of political discourses.
