Sewell: Toward City Charters in Canada Toward City Charters in Canada JOHN SEWELL FOR MORE THAN 30 YEARS, there has been discussion about how cities in Canada can gain more authority and the freedom, powers, and resources necessary to govern their own affairs. The problem goes back to the time of Confederation in 1867, when eighty per cent of Canadians lived in rural areas. Powerful provinces were needed to unite the large, sparsely populated countryside, to pool resources, and to provide good government. Toronto had already become a city in 1834 with a democratically elected government, but its 50,000 people were only around three per cent of Ontario’s 1.6 million. Confederation negotiations did not even consider the idea of conferring governmental power to Toronto or other municipalities, dividing it instead solely between the soon-to-be provinces and the new central government. -

In practical terms, the principle defines situations in which unions and employers initiate, develop, and enforce agreements without state assistance or compulsion. This paper investigates the history of voluntarism in Canada with attention to post-war legal accommodations and various manifestations of voluntarism related to union recognition. -

The 'Culture Wars' Reloaded: Trump, Anti-Political Correctness and the Right's 'Free Speech' Hypocrisy Dr. Valerie Scatamburlo-D'Annibale University of Windsor, Windsor, Ontario, Canada Abstract This article explores how Donald Trump capitalized on the right's decades-long, carefully choreographed and well-financed campaign against political correctness in relation to the broader strategy of 'cultural conservatism.' It provides an historical overview of various iterations of this campaign, discusses the mainstream media's complicity in promulgating conservative talking points about higher education at the height of the 1990s 'culture wars,' examines the reconfigured anti- PC/pro-free speech crusade of recent years, its contemporary currency in the Trump era and the implications for academia and educational policy. Keywords: political correctness, culture wars, free speech, cultural conservatism, critical pedagogy Introduction More than two years after Donald Trump's ascendancy to the White House, post-mortems of the 2016 American election continue to explore the factors that propelled him to office. Some have pointed to the spread of right-wing populism in the aftermath of the 2008 global financial crisis that culminated in Brexit in Europe and Trump's victory (Kagarlitsky, 2017; Tufts & Thomas, 2017) while Fuchs (2018) lays bare the deleterious role of social media in facilitating the rise of authoritarianism in the U.S. and elsewhere. IMFG No. 14 / 2016 perspectives National Urban Policy: A Roadmap for Canadian Cities Abigail Friendly About IMFG The Institute on Municipal Finance and Governance (IMFG) is an academic research hub and non-partisan think tank based in the Munk School of Global Affairs at the University of Toronto. IMFG focuses on the fiscal health and governance challenges facing large cities and city-regions. Its objective is to spark and inform public debate, and to engage the academic and policy communities around important issues of municipal finance and governance. The Institute conducts original research on issues facing cities in Canada and around the world; promotes high-level discussion among Canada’s government, academic, corporate and community leaders through conferences and roundtables; and supports graduate and post-graduate students to build Canada’s cadre of municipal finance and governance experts. It is the only institute in Canada that focuses solely on municipal finance issues in large cities and city-regions. IMFG is funded by the Province of Ontario, the City of Toronto, Avana Capital Corporation, and TD Bank Group. Author Abigail Friendly is the 2015–2016 Postdoctoral Fellow at IMFG. She received her PhD in planning from the Department of Geography and Planning at the University of Toronto. Her research at IMFG focuses on comparing land value capture in São Paulo, Brazil and Toronto, Canada. Article Whither Wagner? Reconsidering Labor Law and Policy Reform Sara Slinn† INTRODUCTION It is an interesting moment to contemplate the future of North American labor law and labor relations. Canada and the United States initially adopted similar labor relations legal frameworks, the Canadian framework a variation of the United States’ 1935 National Labor Relations Act (generally referred to as the “Wagner Act” or the “Wagner model”).1 However, the Wagner model has played out very differently in the two coun- tries. A key indicator of this difference is the divergent trajecto- ries of changing union density over the last sixty years in Can- ada and the United States. In contrast with the severe, sustained decline in unionization in the United States, Canada experienced a longer period of growth, slower decline, and—in recent decades—a fairly stable level of unionization.2 Will the labor relations experiences of these closely linked nations con- tinue to diverge, or will Canada’s labor relations landscape come to resemble that of the United States, and what might be the implications for labor law? In addressing this question, this Article proceeds in six Parts. -
