Dupont Do not quote without the author’s permission Paper presented to: XXVII IUSSP International Population Conference Busan, Corea, 26-31 August 2013 Session 282: The sustainability of mega-cities The challenge of “human” sustainability for Indian mega-cities: Squatter settlements, forced evictions and resettlement & rehabilitation policies in Delhi Véronique Dupont Institut de Recherche pour le Développement (Institute of Research for Development) Email: [email protected] Abstract This paper deals with the “human” dimension of sustainability in Indian mega-cities, specially the issue of social equity approached through the housing requirements of the urban poor. Indian mega-cities are faced with an acute shortage in adequate housing, which has resulted in the growth of illegal slums or squatter settlements. Since the 1990s, the implementation of urban renewal projects, infrastructure expansion and “beautification” drives, in line with the requirements of globalising cities, have resulted in many slum demolitions, which increased the numbers of homeless people. Delhi exemplifies such trends. This paper’s main objective is to appraise the adequacy of slum clearance and resettlement and rehabilitation policies implemented in Delhi in order to address the challenge of slums. Do such policies alleviate the problem of lack of decent housing for the urban poor, or to what extent do they also aggravate their situation? It combines two approaches: firstly, a statistical assessment of squatters’ relocation and slum demolition without resettlement over the last two decades, completed by an analysis of the conditions of implementation of the resettlement policy; and, secondly, a qualitative and critical analysis of the recently launched strategy of in-situ rehabilitation under public- private partnership.

Department of English, G.M.N.College, Ambala Cantt, Haryana. ABSTRACT- In the context of Haryana, the number of films produced remained very small till 1984. But when Chandrawal was released in March 1984, it created a stir in the film industry. Chandrawal broke all records on the box-office in Haryana, Western U.P., Delhi and parts of Rajasthan . But still, there was a long way to cover to bring the Haryanvi culture on the broad screen. The Bollywood movie Matru Ki Bijli Ka Mandola provides this much needed platform. An uneven beard, stud in the ears, careless dressing, rowdy walk and a bidi tucked behind the ear- the desi Haryanvi look sported by actor Imran Khan in the movie has got everyone talking about the Bollywood’s newfound love for a rather raucous Haryanvi culture. Matru Ki Bijlee Ka Mandola is a political satire produced by Vishal Bhardwaj.He has also directed, co-scripted and scored the music for the film. The movie deals with almost every problem being faced by rural India at the moment. Though the movie did not get much success at the box office, nevertheless it is definitely a bold step by the director Vishal Bhadwaj to bring the culture of Haryana to the big screen. Thus it can be concluded that it has proved to be a creative piece of work in promoting regional voice which has not been heard so far at such a level.

    DU Journal of Undergraduate Research and Innovation Volume 2 Issue 2 pp 1- 6, 2016 Tracing Land Alienation and Livelihood Concerns of Kathputli Town Azka Kamil Kamala Nehru College, Department of Geography, University of Delhi, Delhi- 110049 [email protected] ABSTRACT The rising land price, FAR1, decentralisation and desperate attempt by the policy makers to build a world class city has been transforming the socio-economic relationship of the urban poor especially that of marginalised communities of artisans, whose traditional art- form has been acknowledged at both domestic and international level seems threatened. The work attempts to garner emerging and existing issues for one of its kind artist’s ghetto, Kathputli, in metropolitan Delhi. It embarks on vulnerability issues which have come to the forefront with media reports of in-situ rehabilitation of slums (first experiment) undertaken by Delhi Development Authority on PPP model paradoxically without involving the beneficiaries in the project, thereby raising reservation for the same. The study seeks to find the livelihood concern that emanates from their being alienated from the land, which has been their home since ages. Relocation and resettlement to new place would jeopardize their economic prospect and spell a doom to their art. The study specifically examines and presents the views and perceptions of these communities in the face of the impending eviction from their colony and also focuses on their need so that they fit in the changing landscape. It brings out their apprehensions, concerns and prospect about the future. Keywords: artists’ colony, in-situ resettlement, livelihood concern, vulnerability.
