Call to Order 9:00 a.m. 2. Staff Award Mayor Koetsier presented Colleen Cadeau with a certificate acknowledging 20 years of service. 3. Declaration of Pecuniary Interest There were no declarations of pecuniary interest. 4. Adoption of Agenda P-33-2019 Hazelton / Bochek BE IT RESOLVED THAT Council adopts the Planning Council agenda of April 8, 2019 as circulated. CARRIED 5. Public Meeting held under authority of the Planning Act Minutes of April 8 Planning Council Page 5 of 255 Development Services Report 2019-39 (Sidgwick) RE: Zoning By-law Amendment Z19-05 - 2 Island 3490, Go Home Bay By-law 2019-46 Ms. Suddaby provided additional information regarding the application; Ms. Gunby summarized the two letters of support from District of Muskoka and Madawaska Club of Go Home Bay. Andrew Anderson, agent for the applicant, stated the septic will be tertiary and they have been working with the Building Department with that matter. Peter Foulds addressed Council on behalf of Madawaska Club of Go Home Bay. P-34-2019 Hazelton / Bochek BE IT RESOLVED THAT Council adopts By-law 2019-46 for ZBL19/05 (2 Island 3490); AND THAT the Schedule be amended to include Fish Habitat Zoning. CARRIED Development Services Report 2019-40 (Holden) RE: Zoning By-law Amendment - 25 Beverly Street By-law 2019-43 Ms. Lemieux provided additional information regarding the application; Ms. Gunby summarized the two letters of support from District of Muskoka and Heather and Jim Rowntree. Martin Holden, applicant, was present and stated the cottage they will be renovating has its own septic. P-35-2019 Hazelton / Bochek BE IT RESOLVED THAT Council approves By-law 2019-43 for ZBL 19-43 (25 Beverly Street) CARRIED 6. Applications not Subject to a Public Meeting Development Services Report 2019-38 (Caringi) RE: Zoning By-law Amendment Z19-04 Removal of Holding (H2) - 1420 Island 2220, By-law 2019-45 Minutes of April 8 Planning Council Page 6 of 255 P-36-2019 Hazelton / Bochek BE IT RESOLVED THAT Council adopt By-law 2019-45 being a Zoning By-law Amendment (Z19/04) to remove a Holding (H2) Symbol on 1420 Island 2220 Georgian Bay (Cognashene). CARRIED Development Services Report 2019-41 (Plaxton) RE: Zoning By-law Amendment Z19-06 Removal of Holding (H2) 37924 Georgian Bay Shore By-law 2019-44 Councillor Douglas inquired how notification was done when Holding provisions were put on properties during the most recent Zoning By-law review. Mr. Robinson explained the Township went above and beyond the required notifications by holding numerous public meetings in the Township and in Vaughan, putting notices in tax bills, sending out mass emails and advertising on the website. P-37-2019 Hazelton / Bochek BE IT RESOLVED THAT Council adopt By-law 2019-44 being a Zoning By-law Amendment (Z19/06) to remove a Holding (‘H2’) Symbol on 37924 Georgian Bay Shore (Wah Wah Taysee). CARRIED Development Services Report 2019-42 (Tsaousidis) RE: Zoning By-law Amendment ZBL-18/34 - 1408 Lost Channel Shore, Severn River By-law 2019-22 Ms. Suddaby explained that Committee of Adjustment defeated the application and Council recently deferred it at the February public meeting. She stated that removing dock #2 would cause more damage to the Fish Habitat (FH) than having it remain. The subject structures were built, a decade prior to the current owner purchasing the property, without permits. Mr. Robinson explained that if Council wanted to have a Site Plan Agreement registered on title, they could only do that if they approved the application. Minutes of April 8 Planning Council Page 7 of 255 Council agreed on deferral until a landscaping / revegetation plan was submitted. P-38-2019 Hazelton / Bochek BE IT RESOLVED THAT Council adopts By-law No. 2019-22 being a Zoning Bylaw Amendment (ZBL18/34) for 1408 Lost Channel Shore. DEFERRED Development Services Report 2019-43 (ADCO) RE: Site Plan Agreement - 78 Lone Pine Road By-law 2019-47 P-39-2019 Bochek / Cooper BE IT RESOLVED THAT Council approves By-law 2019-47 being a Site Plan Agreement for 2522699 Ontario Inc. and authorizes the Mayor and Clerk to sign the agreement with the owner. CARRIED 7. Staff Reports Development Services Report 2019-44 (Edgewater Muskoka Estates) RE: Extension for Draft Plan of Condominium C2004-2 P-40-2019 Bochek / Cooper BE IT RESOLVED THAT Council support the proposed extension of the Conditions of Draft Approval to Edgewater Estates/Lone Pine Homes Inc. (C2004-2) for an additional period not to exceed three years; AND THAT Council recommends, for future extensions, the development be brought up to planning and environmental standards of the day. CARRIED Development Services Report 2019-45 RE: EP-PSW / FH Dock Issues Mr. Robinson explained that there have been requests for extensions or development of docks in Provincially Significant Wetland (PSW) areas; the by-law, as per the MNRF position of the day, currently does not allow docks or boathouses in PSW/EP or FH zones. Since the MNRF’s position has changed on this, direction from Council is required in order to proceed with a more detailed review and come back with a draft by-law amendment to permit docks in these zones in select instances where there is no option to site the docks in any other location and it’s absolutely required. Minutes of April 8 Planning Council Page 8 of 255 P-41-2019 Bochek / Cooper BE IT RESOLVED THAT Council direct Staff to prepare a draft Zoning By-law Amendment, and if necessary an Official Plan Amendment, to enable the consideration of docks and dock extensions on shoreline lots where the entire lot is comprised of the EP-PSW or FH1 Zone.

The successful completion of walleye spawning habitat enhancement work in October of 2009 represents completion of step #4 in a seven-step plan to re-introduce walleye into the Go Home Bay area of eastern Georgian Bay. The complete seven step process entails: 1. Pre-treatment assessment of the Go Home Bay walleye population. 2. Site characterization and evaluation of the Go Home Bay chutes walleye spawning site. 3. Design a site-specific, enhanced walleye spawning bed at Go Home Chutes 4. Enhance the Go Home Bay chutes spawning site 5. Rehabilitative walleye plantings for three – four years. 6. Conduct post-treatment assessment after the four-year stocking period. 7. Based on post-treatment assessment, consider the need for walleye harvest and fishing regulation revisions. This report relates specifically to walleye spawning bed enhancement work (Step 4) conducted at Go Home Chutes in October of 2009. 1.0 Project Goal: The over-all goal of this enhancement project was to contribute to towards the successful reintroduction of walleye to Go Home Bay with the intention of creating a natural, self-sustaining population.
