COOS BAY — A law passed Wednesday that would help struggling timber counties with neces- sary services, such as elections, isn’t impressing Coos County officials at this point. “It doesn’t mean a lot right now,” Coos County Commissioner Melissa Cribbins said. “It doesn’t address the underlying issues.” House Bill 2206 will release funds to timber counties such as Coos and Josephine. The bill allows financially struggling counties to ask the governor to declare an emergency, opening the way for state agencies to help with elections, collecting taxes and providing services to veterans. The measure was first introduced in January. It now just needs Gov. John Kitzhaber to sign it, which he is expected to do. Cribbins said Coos County has two to three more years until its timber money runs out. She said the main issue choking timber county funding is whether logging could be allowed again. C M C M Y K Saturday, July6,2013 • The World • C5 Y K Finding a DILBERT trustworthy financial advisor Dear Mary: I am a big fan of your column, and love the tips and advice that you share FRANK AND ERNEST with us. Dear Gary: You are cer- tainly on the right track with ZITS 1) realizing your need for pro- fessional advice and 2) look- ing for “unbiased” advice, which to me means advice that is in your best interest, not the advisor’s. Generally, financial advi- sors come in three flavors: 1. Commission-based. This means they do not charge you for their time and advice. Instead, they receive a commission on each of the products that they sell to CLASSIC PEANUTS you. This type of advisor is basically a salesman who will attempt to convince you that he or she has only your best THE FAMILY CIRCUS interests in mind. But hon- estly, that is just about humanly impossible. A com- mission-based advisor is going to give you advice that will best serve him or her with a bigger paycheck. 2. Fee-based. This type of advisor does not earn a com- FOR BETTER OR FOR WORSE mission on any products that she recommends. Instead, a fee-based advisor either charges by the hour like an attorney or charges a fee that is based on a percentage of the client’s portfolio, like say 1 percent. Either way, this should be clearly disclosed upfront — ahead of time— to avoid any surprises. 3. Combo. Yes, the third type of planner is a combina- ROSE IS ROSE tion of the first two. However, in this sce- LUANN nario, the planner has no incentive to sell you a partic- ular investment, and if your portfolio grows, so does the planner’s annual fee, should you become a regular client. Ask your friends and fam- ily to recommend a no-fee financial advisor to you. Or go to NAPFA.org, the National Association of Personal Financial Advisors, to locate a fee-based advisor GRIZZWELLS near you. I hope that helps, Gary. I wish you the best and applaud your desire to be extremely careful with this gift you’ve been given. Do you have a question for Mary?
