I1. REGIONAL FARE CARD  Ms. Thompson shared that the mobile ticket testing is in process to have Miami and Tri- Rail monthly passes included. Ms. Thompson further shared that the one week passes should be in place by the end of the month. Ms. Thompson shared that the Emergence Conference will be on April 23-24, 2018 at the Miami Convention Center, where there will be a presentation on the technology they are using.

I2. DESTINATION MARKETING EFFORTS  Ms. Janelle Cedeno shared that the project is currently on hold.

RTA MARKETING COMMITTEE MEMBER COMMMENTS

DTPW  Ms. Thompson shared that DTPW started running some CNG buses this week and also two new train cars added in the coming week. Ms. Thompson stated that the installing of the e-cono light is almost completed for the traffic light signal, which will be going to the different corridor in Miami.

FDOT  Mr. Wilson shared that the Commuter Bike Challenge is scheduled for April 5th, 2018, as part of the Commuter Challenge. Mr. Wilson further shared that a new contract is in negotiation the Commuter Services Program, hoping for completion by May, 2018.

SFCS  Ms. Cedeno shared that the Commuter Challenge is expected to start on Monday, April 5th, 2018. They will be asking for pledges from participants but not using the app this time. SFRTA  Mr. Garcia shared that extra service and late trains will be in place for the Ultra Music festival. Mr. Garcia also shared that the event Rider & Play is scheduled for April 21, 2018. Mr. Garcia shared that an Airport Campaign is anticipated for the summer. Mr. Garcia shared that there is consideration to include new posters for advertising on the trains. Mr. Garcia shared that they are waiting on the opening of the station, and SFRTA is preparing to be ready within months of the opening.

South Florida Regional Transportation Authority March 2018 Legislative Report

2018 Legislative Session: Our team covered the first month of the 2018 Legislative Session. This includes Session and committee monitoring/reporting; bill/amendment/budget tracking; and meeting with/educating lawmakers.

The legislation of focus includes: HB 959/SB 1482, Motor Vehicles and Railroad Trains (detailed below); SB 572, High-Speed Rail (and all discussions impacting Brightline operations); SB 1082, Electric Vehicle Parking Spaces, that would have imposed a $30 fine for parking non- electric vehicles in posted spaces with charging stations; HB 535/SB 1200, Statewide Alternative Transportation Authority, that had potential to divert millions of dollars away from rail in the region; SB 544, Procurement Procedures, which would have affected bid protest procedures for contracts over a certain dollar threshold going forward (but is not retroactive); SB 922/HB 1265, allowing passenger trains to sell alcohol without being restricted to miniature bottles only; HB 575, Metropolitan Planning Organizations, which alters board makeup of MPOs; and other initiatives that impact local government, special districts and transportation, including ethics reform, tax exemptions, and preemptions; SB 688 (HB 243), Charter County and Regional Transportation System Surtax, which impacts use of revenues of the Miami-Dade transportation surtax passed in 2002. We attended and reported on all transportation hearings

Many of the above bills were combined into one or more of three omnibus transportation packages that we closely monitored all activity on up until the final hours of the Legislative Session, when the bills failed to pass. We successfully worked to hold SFRTA harmless in SB 1200 language and eventually were able to remove it from the packages. We also successfully worked to prevent adverse harm to the Broward MPO by language seeking to implement term limits.

Finally, we also tracked and covered all of the budget process, including all conference offers, for proviso language that could impact SFRTA. The final Senate offer included funding for a study of the high-speed rail system, which was modified in the final budget to study all of the Florida Rail System.

Crash Incident Reporting: SB 1482, which would help clear railroad tracks after incidents more quickly, passed its second of three Senate committees in February. We met with House Chairs of Transportation & Tourism and Government Accountability. We also secured commitments of support to pursue the bill next Legislative Session.

Northern Layover Facility: Government Relations team members continued work on the Northern Layover Facility through meetings and discussions with staff and the Mangonia Park Town Manager.

Local Government Meetings: The team has continued to monitor and report on all local government and community meetings and discussions that can impact SFRTA, including transportation workshops, Legislative Delegation, city commission and MPO meetings throughout the Tri-County Area.

Community Engagement and Conferences: Members of our team continued to volunteer for, attend and work closely with the Florida Association of Counties and the Florida League of Cities. Members of our team coordinated Broward Days. We also participated in the Florida Association of Intergovernmental Relations.

2018 Elections: Team members are continuing to monitor and work with special election candidates as well as monitor and support other active campaigns. This participation helps ensure relationships with elected members that will enable us to quickly access and educate them on SFRTA priorities

Congressional Schedule for March

In March, the House was in session for 16 days, and the Senate was in session for 15 days (both numbers including pro forma).

U.S. Government Affairs Report March 2018

March marked another very busy month in Washington, with government funding, a series of tariff announcements, and more movement in the Administration and Congress taking center stage.

Since FY98, Congress has averaged 5.5 stopgaps per fiscal year, and FY18 is virtually no different. In FY18, there have been two government shutdowns—which had never before happened with the White House and Congress under control of the same party—and 5 temporary stopgap measures. In March, Congress finally passed a $1.3 trillion spending package to fund the government for the remainder of FY18. DOT’s discretionary figure is $27.3 billion, an $8.7 billion increase from current spending. Below are some of takeaways and key figures:

• The TIGER grant program would triple in size to $1.5 billion; • Amtrak would receive $1.9 billion, with $650 million going toward capital projects along the Northeast Corridor; • $250 million would be dedicated for the federal-state partnership for state of good repair grants (a FAST Act program); • $250 million would be funneled to positive train control implementation grants; and • More than $2.6 billion would be available for FTA's Capital Investment Grants program.

The FY18 spending package is complete as we head into the FY19 “Appropriations Season.” However, there is no guarantee that there will be regular order in the appropriations process for FY19. While far away, there could very well be another shutdown come September.

As members of Congress head into an intense mid-term election cycle, the likelihood of major and/or contentious legislation passing is highly unlikely. Thus, President Trump is using unilateral action to implement his protectionist trade agenda. In March, he signed a proclamation instituting tariffs on steel and aluminum entering the United States, and he also announced his intent to block thousands of Chinese imports from entering the United States. These moves have caused quite the stir among the business community, trading partners, policymakers and Administration officials in Washington.

Unlike February, we saw a lot more movement in Washington in March – both in the Administration and in Congress. Top Economic Advisor Gary Cohn and others have left the Administration, Thad Cochran (R- MS), the lead Senate appropriator, announced his resignation, and the Administration began to address the lack of quorum with the Surface Transportation Board (STB), announcing three nominations.

Lastly, in Congress, there were several important hearings, including one on the President’s infrastructure proposal that featured 5 cabinet secretaries as witnesses and one that focused solely on Positive Train Control (PTC). U.S. Congress

Government Spending and Budget Update – On March 23, President Trump signed into law a $1.3 trillion omnibus package to fund the government for the remainder of FY18. During his press conference, Trump seemed rather reluctant to sign the bill, claiming to only do so because it was necessary to fund the military.

Trump's reaction aside, the 2,200-page bill provides a $143 billion spending boost across defense and domestic programs—the largest increase in recent years—and includes the Fix NICS Act; nearly $1.6 billion in funding for border security, which is far less than President Trump’s $25 billion request; and a six-month extension for the Federal Aviation Administration (FAA) reauthorization.

See below a breakdown by Appropriation Subcommittees:

• Agriculture: $23.259 billion (up from $20.88 billion in fiscal 2017) • Commerce-Justice-Science: $59.6 billion (up from $56.6 billion in fiscal 2017) • Defense: $589.5 billion base funding (up from $516.1 billion in fiscal 2017) • Energy-Water $43.2 billion (up from $37.8 billion in fiscal 2017) • Financial Services: $23.4 billion (up from $21.5 billion in fiscal 2017) • Homeland Security: $55.6 billion (up from $42.4 billion in fiscal 2017) • Interior-Environment: $35.25 billion (up from $32.28 billion in fiscal 2017) • Labor-HHS-Education: $177.1 billion (up from $161 billion in fiscal 2017) • Legislative Branch: $4.7 billion (up from $4.4 billion in fiscal 2017) • Military Construction-VA: $92.7 billion (up from $83 billion in fiscal 2017) • State-Foreign Operation $54 billion (up from $53.1 billion in fiscal 2017) • Transportation-HUD: $70.3 billion (up from $56.474 billion in fiscal 2017)

The omnibus also includes the first technical correction to the tax reform bill passed late last year—the agriculture co-op fix—as well as a provision to enhance the Low-Income Housing Tax Credit. No other tax provisions were included.

Focusing on transportation, DOT’s discretionary figure is $27.3 billion, an $8.7 billion increase from current spending. Below are some of takeaways and key figures:

On the rail and transit front, funding the NY-NJ gateway was among the largest points of contention as lawmakers finalized the omnibus. Ultimately, a compromise was reached, where $541 million will be available for the Gateway in FY18, according to a senior Democrat aide. Some of the larger rail/transit takeaways include:

• Of the $1.3 billion for Amtrak's national network, at least $50 million would be set aside for positive train control implementation along state-supported routes where the technology isn't required by law or regulation. • More than $35 million in consolidated rail infrastructure and safety improvement grants would go toward projects "that contribute to the initiation or restoration of intercity passenger rail service," even those that still have "a lack of agreement among the funding recipients, operator, and host railroad regarding access to and use of the host railroad facilities." That means Amtrak and state partners could use the funds to restore service along the Gulf Coast. Proponents can also tap into $20 million the bill provides for rail restoration and enhancement grants. • The total amount for CRISI grants is about $593 million. While Gateway could theoretically be eligible for some of that money, nearly half of it is earmarked for PTC implementation. Plus, a wide swath of projects could qualify. • WMATA got its ninth $150 million capital grant installment; lawmakers say one more year remains on the authorization, while the administration has reportedly argued to staff that it expires in fiscal 2018.

Tariffs – As Congress transitions into a legislative stand-still ahead of the midterm elections in fall of 2018, President Trump appears to be ramping up unilateral action to advance his trade agenda.

On March 8, 2018 President Trump signed a presidential proclamation instituting a 25% tariff on steel imports and a 10% tariff on aluminum imports. Canada and Mexico will be initially exempt from the controversial tariffs, contingent on the progress of the ongoing North Atlantic Free Trade Agreement (NAFTA) negotiations and discussions over the national security relationship with the two nations. United States Trade Representative (USTR) Robert Lighthizer is responsible for negotiating with individual countries who seek exemption from the tariffs. Additionally, U.S. businesses can also apply for exemptions.

The tariffs created mass-concern among lawmakers who worry such protectionist measures can start trade wars and also hinder U.S. business enterprise. For example, House Speaker Paul Ryan stated, “I disagree with this action and fear its unintended consequences…we will continue to urge the Administration to narrow this policy so that it is focused only on those countries and practices that violate trade law.”

Doubling down, on March 22, President Trump announced his intent to implement tariffs on at least $60 billion of Chinese imports. His memorandum directs USTR and the Department of Treasury to address unreasonable and discriminatory trade practices by the Chinese – a result of a Section 301 investigation under the Trade Act of 1974, which concluded China is stealing U.S. intellectual property and costing the U.S. industry billions of dollars. The memorandum directed USTR to publish a list identifying Chinese products that could be subject to a 25% tariff. The target list must be published within 15 days of the announcement and could include as many as 1,300 products. Upon publishing the list, there will be a 30- day public comment period to allow industry and lawmakers to weigh-in. Once USTR reviews the comments and publishes a final list, tariffs could go into effect as soon as 60 days later.

Tensions between the U.S. and China were already mounting as a result of the Section 232 steel and aluminum tariffs. While the 232 tariffs are not exclusive to Chinese imports, it is widely understood that China is a target of the measure. In response to the 232 tariffs, China’s Ministry of Commerce announced retaliatory tariffs on 128 American products, a number of which are agricultural goods, with approximately a $3 billion value. Amid escalating threats, conventional wisdom is that the 301 tariffs could push the two nations to the brink of a trade war.

On March 25 the news broke that top U.S. and Chinese trade officials Chinese Vice Premier Liu He, U.S. Treasury Secretary Steven Mnuchin and USTR Robert Lighthizer are negotiating a behind-the-scenes deal to improve U.S. access to Chinese markets and reduce the trade deficit

Coming and Going – In addition to congressional backlash, the tariffs have exposed cracks within the Administration. Top Economic Advisor Gary Cohn, a staunch critic to the President’s 232 proposal, announced his intent to resign on March 6.

In addition to Cohn, we saw additional movement in both the Administration and Congress in March. On March 13, President Trump announced via twitter that Mike Pompeo, Director of the CIA, will be replacing Rex Tillerson as Secretary of State. And with Pompeo moving on, Gina Haspel will become CIA Director, notably the first woman in this role. On March 22, President Trump named John R. Bolton, a former U.S. Ambassador to the UN during the George W. Bush era, to replace H.R. McMaster as the U.S. National Security Adviser.

In Congress, Senate Appropriations Chairman Thad Cochran (R-MS) announced his resignation. Cochran was first elected to Congress in 1972, making him one of the longest serving members in GOP history. He vowed to finish out the FY18 appropriations cycle, and, looking ahead, Senator Richard Shelby (R-LA) will be taking the reigns as Chairman of the Senate Appropriations Committee.

On the nominations front, President Trump announced his plans to nominate Patrick Fuchs, a senior GOP staffer on the Senate Commerce Committee, and Michelle Schultz, a deputy general counsel at the Southeastern Pennsylvania Transportation Authority to fill two slots on the Surface Transportation Board (STB), which has not been operating well over the past few months. Later in the month, President Trump nominated Ann Begeman to be chairman of the STB. If confirmed, she will be serving her second 5-year term.

A Busy Month of Hearings – In March, there were a number of notable hearings on both the House and Senate side. On March 1, the Senate Commerce, Science, and Transportation Committee held a hearing on the “Implementation of Positive Train Control.” One key takeaway was that many members of Congress are becoming impatient. Senator Roger Wicker stated, “I understand that testimony has not been particularly encouraging about our collective ability to have this requirement fulfilled by the end of the year…The chairman and ranking member’s statements indicate that, on behalf of the Congress, they’re trying to say that patience is running out.” The witnesses included:

The Senate Environment and Public Works Committee also held a hearing on “The Administration’s Framework for Rebuilding Infrastructure in America,” with Secretary Chao and R.D. James, the Assistant Secretary of the Army Civil Works.

On the House side, the Transportation and Infrastructure Committee also heard from Secretary Chao in a hearing, “Examining the Administration’s Infrastructure Proposal.”

Lastly, the Transportation and Infrastructure Committee convened a hearing on “Building a 21st Century Infrastructure for America: Long-Term Funding for Highways and Transit Programs.” Funding mechanisms are often the key concerns in hearings of this nature, including the gas tax. FY 2018 Appropriations – The Congress finally completed work on the FY 18 Appropriations bill before the deadline of March 23rd when the Continuing Resolution was set to expire. While the key stumbling block of budget caps was resolved weeks earlier (for FY 18 and FY 19), finalizing the spending bill was complex and full of all sorts of challenges, not the least of which dealt with the NY/NJ Gateway Project. SFRTA stands to receive more formula monies under this agreement and will be eligible to pursue additional discretionary grant funds under TIGER and other programs. PTC Compliance – Members of SFRTA’s executive staff met with Senator Nelson, Ranking Member of the Senate Committee on Commerce to brief him on the current status of PTC implementation. In addition, there were also updates presented to Congresswoman Lois Frankel and Congressman Mario Diaz-Balart.

Hurricane Relief – FTI has been working the FTA regarding the hurricane relief monies for transit contained in the last appropriations bill. We anticipate receiving federal assistance to repair/replace damages equipment and additional funding for hardening current systems against future storms. We expect to meet with FTA officials in May to discuss our requests for funding.

Member Communications –FTI is maintaining ongoing communications with FTA, Members of Congress and their staff and staff of the committees of jurisdiction in both the House and Senate regarding SFRTA’s hurricane relief request and PTC Compliance. We will also commence discussions for the upcoming FY 19 Appropriations bill.

I see the Power Outage indications starting at 0414. I am checked to see what happened around 0707 to 0713. And I do see it going into Code Fail. But when I talked to Bob W about this and he did not see anything go down. It is possible that the CP lost power and VHLC is on different power. The incident occurred at 2104. We retreived the logs and after an analysis of the logs the nothing pertaining to the Train Consist from was discovered.

Last night, around 2130 I received a call from An ATS engineer attempted to duplicae the issue and the following email was SFRTA about the Engine Consist form “freezing sent: up”. After requesting more information, SFRTA's Nikeisha Thomas reported that Amtrak's Danielle Simkunas realized that the request is over 90-days and that the system no longer had the information (since it was archived). After SFRTA requested playback data from 1/4/2016 so confirming that the system is working per requirements, Mike Scott sent a that they could analyze a derailment that occurred reply back to SFRTA and stated that ASTS could provide a quote for a change to Direct that day. (minutes)Downtime The modem on the south had a package sent from Red Lion on June 8th that corrupted the configuration. The package upgraded the modem to 4.22 from 4.2. Alex noticed this several days ago. Edward from Red Lion re flashed the modem and replaced the firmware with 4.2, then he reinstalled the config that I gave him. He said the patch was made by Red Lion, but he does not know how it got to SFRTA. He said it was sent by someone who received the patch from them. He is looking into it. The north modem had the wrong Ethernet address installed. I know they were trying many things to troubleshoot the problem. So Alex and I uploaded the original config into the north modem and it worked fine. Edward from Red Lion is supposed to get back to me on how to prevent this and how this happened.

Edward from Red Lion said that the packages are made when a customer requests them. They are not sent out to everyone. Only to a customer who is having a problem in a specific area. They are not sent out by computer. They are received by going to their web site and downloading them. So once we receive the replacement, the failed disk will get pulled out, and the replacement will be inserted. The replacment will then be rebuilt and become active. The hot spare that took over will go back to its original state of being a hot spare. The SAN takes care of all of this once the replacement is inserted. After further investigation of the Dispatchers not able to login Problem (issue #33), we have determined that the cause of the issue was a Tom from sfrta called from west palm beach shared memory error. When tom tried to login as a ASTS restarted the instance 2 at Pompano, it was having some shared memory term solution to solve the memory issue; was Direct DB manager the whole screen go black on errors. CP Coral has an issue where the blocks flash the issue with track block not working at Coral is because there was a stuck continuously within the control point when EC1 on the track that no one could see. MARCH RIDERSHIP

Total monthly ridership for March has decreased 2.4% when compared to March of last year. Weekday ridership has decreased by 4.4%, while the average weekday ridership in March 2017 was 14,942 per day versus 14,931 per day for 2018. Total weekend ridership for the fiscal year has increased by 8.1% when compared to last year. Total fiscal year ridership is up by 1.51% over the prior year.

Revenue is shown in Chart 3. Chart 2 shows ridership month-to-month and Chart 1 combines revenue and ridership month-to-month.

CORPORATE AND COMMUNITY OUTREACH OFFICE MARCH 2018 ACTIVITIES

BIKE TO WORK

A South Florida Regional Transportation Authority (SFRTA) Corporate and Community Relations Liaison participated in a kickoff event at West Palm Beach City Hall for the start of Bike To Work Week. Bike to Work Week is a Commuter Services led initiative to encourage commuting to work throughout the week on an alternate mode of transportation. The activities culminated in a celebratory event with various community partners that included a group bike ride led by staff at the Palm Beach Transportation Planning Agency (TPA) that began at the and terminated at City Hall. Corporate and Community Outreach (CCO) represented the agency at a Tri-Rail information table with information about the WPB-1 Commuter Connecter and various rider discounts.

B’NAI SENIOR RESIDENCE

An SFRTA Corporate & Community Relations Liaison conducted a Tri-Rail Presentation for the residents at B’Nai Senior Residence located in Deerfield Beach. Information was provided about Senior Citizen discounts, airport connections and the $5 All Day Weekend Pass, to entice the senior community to take the train for their regular travels. Twenty two residents were pre-qualified on the spot to initiate the process of receiving their Senior Discount Easy Card.

BROWARD COUNTY TRANSIT TLP

Participants of Broward County Transit’s (BCT) Transportation Leadership Program visited the SFRTA Headquarters as part of their training to learn about service operations and ongoing projects in the region. SFRTA had representatives from CCO, Planning and Engineering, to conduct a presentation about Tri-Rail services, including the Tri-Rail Coastal Link and Downtown Miami Link projects, the Pompano Beach Station & SFRTA Operations Center Project, and a tour of the Pompano Beach Station and SFRTA Customer Service and Dispatch Center. The leadership program is designed to develop talent within BCT.

CITY OF WEST PALM BEACH BENEFITS FAIR

An SFRTA CCO staff member and representatives from Palm Tran and South Florida Commuter Services, were present at the annual City of West Palm Beach Benefits Fair. Employees received information on the Employer Discount Program (EDP), Bicycle Locker Program, Emergency Ride Home Program (ERH) and carpooling services. The City is a long standing participant in the EDP.

FDOT EXPO

An SFRTA Corporate & Community Relations Liaison participated in a FDOT Expo at the District 4 offices in Fort Lauderdale. A series of transportation stations were on display for employees and visitors to learn about the full scope of transportation programs in the community. A Tri-Rail information table was on display with information regarding the CC-2 Commuter Connector that connects to the site, as well as the various discount programs available in the system, and updates on the Downtown Miami Link Project.

MCFATTER STUDENT APPRECIATION

An SFRTA Corporate and Community Relations Liaison staffed a Tri-Rail information table at the McFatter Technical College educational campus in Davie. Student discount information was disseminated to college and high school students, and the SFEC shuttle route was also promoted as an option for connecting between the campus and the train system.

NORTH MIAMI BEACH CICLOVIA

The City of North Miami Beach held a Ciclovia event, which is a term that means the closing down a section of roadway and opening it up to pedestrian and bicycle activity only. CCO staff attended as a vendor and promoted the Downtown Miami Link and available passenger discounts.

SHOES FOR CREWS

An SFRTA CCO staff and a representative from South Florida Commuter Services were conducted a presentation on commuting options for the employees of Shoes for Crews located in West Palm Beach. Information was provided on the EDP, Bicycle Locker Program, ERH and carpooling services. This EDP-participating company will be relocating to the TREX Office Park adjacent to Tri-Rail’s . Twenty four employees enrolled in EDP and were pre-qualified for their EDP-Encoded Easy Card during the event.

Revenue:

Train Revenue For March 2018 year-to-date (YTD) actual train revenue is $568,169 or 6% below budget when compared to fiscal year (FY) 2018 YTD budgeted revenue. Actual revenue for FY 2018 YTD increased by $103,713 or 1% when compared to fiscal year (FY) 2017 YTD actual revenue.

Expenses: As of March 2018, the SFRTA’s FY 2018 YTD actual expenses are $18,475,077 or 28% below budget when compared to the FY 2018 YTD budgeted expense. All expenses are well within budget.

Train operations variance for FY 2018 YTD is $13,835,935 or 30% below budget when compared to the FY 2018 YTD budget and increased $2,400,889 or 6% when compared to FY 2017 YTD actual. This increase in FY 2018 can be mostly attributed to an increase in Train Operations Contract, Train Fuel expense and Security contract.

The major categories within Train Operations include Train fuel expense, Train Operations contract, Security Expense, ROW maintenance, Feeder Bus expense, Insurance expense and Dispatch:

• Train Operations contract for FY 2018 YTD is $4,828,142 or 43% below budget when compared to the FY 2018 YTD budget, and increased $3,102,930 or 38% when compared to FY 2017 YTD actual.

• Security contract variance for FY 2018 YTD is $688,089 or 16% below budget when compared to the FY 2018 YTD budget, and increased $107,253 or 3% when compared to FY 2017 YTD actual.

• Feeder Bus expense variance for FY 2018 YTD is $824,043 or 20% below budget when compared to the FY 2018 YTD budget and decreased $12,108 when compared to FY 2017 YTD actual.
