  • Understanding the Effectiveness of Access to Khas Land: Comparing Khas Land Receivers to Non-Receivers
Uttaran –Shiree partnership Project (SEMPTI) Working paper # 24 Understanding the effectiveness of access to khas land: Comparing khas land receivers to Non-Receivers Author: Sk. Tariquzzaman and Sohel Rana Acknowledgement We would like to show our gratitude to Dr. Mathilde Maitrot, Research Officer of Bath University as this paper was reviewed under her extensive guidance. Special thanks to Professor Geof Wood and Joe Devine of CDS, University of Bath for their review and invaluable criticism, feedback and advice. We sincerely thank our Uttaran colleagues Bilkis Akhter, Alhaz Uddin, Abdus Sattar, Abdul Khaleque and Shahidul Islam who helped in managing field work, providing secondary data, sharing experiences and arguments. Thanks to Colin Risner, Kira Galbraith and Sally Faulkner of shiree for their assistance and comments. Finally and most importantly, thanks to all the khasland receivers and non-receivers who took part in the movement and participated in the research and shared their time, knowledge and effort to make this study a success. Neither the acknowledged persons or Uttaran or shiree or DFID should be held responsible for the views or judgments expressed in this paper. 1 Abstract Recent poverty literature in Bangladesh suggests that one key method of poverty alleviation is to create working opportunities for the poorest or to help them to achieve the ownership of productive means. Uttaran, a national NGO has been particularly effective in its attempts to distribute both Khasland and assets to extreme poor households in an effort to move them out of extreme poverty. Distribution of khasland is assumed to boost national GDP as individual households should be able to expand their agricultural and industrial produce for sale in markets.
