Introduction 2 It gives me great pleasure to see so many of you this morning at the Opening of the North West Brisk Walk Festival! Today 1 marks the commencement of a 6-week long Festival to celebrate our tenth year anniversary of North West Brisk Walking Clubs programme set up in 2002. This is the first Brisk Walk Festival organised in Singapore! Evolution of North West Brisk Walking Clubs 3 The North West Community Development Council (CDC) launched our flagship programme, the North West Brisk Walking Clubs in June 2002. Since then, the clubs have been actively promoting healthy lifestyle and social cohesion in the community. Today, we are proud to announce that there are 135 clubs with 56,000 members in the North West District. This is a seven-fold increase in membership compared to the 8,000 founding members back in 2002. Moreover, 65% of our clubs have been organising brisk walking activities at least once a week for their members. We have indeed come a long way in forming these clubs and advocating the healthy lifestyle message to our residents.

EMBARGOED TILL DELIVERY (PLEASE CHECK AGAINST DELIVERY) BUDGET DEBATE SPEECH BY HENG CHEE HOW DEPUTY SECRETARY-GENERAL, NTUC MEMBER OF PARLIAMENT FOR JALAN BESAR GRC ON 27 FEBRUARY 2018 1. Mr. Speaker, thank you for allowing me to join this debate. 2. When Singapore became independent, its key domestic socio-economic challenges were: • Low levels of education for the general population. • Young and growing working age population that faced frustration over uncertain prospects. • Low wages, High unemployment of around 10 per cent amid unstable industrial relations. 3. The workforce was predominantly rank and file. 4. 53 years on, our challenges are now different: • Our education system prepares students for PMET jobs. PMET employees comprise more than half of the workforce. A gig economy element is growing. • We have a rapidly ageing population and workforce, partly due to the Baby Boom generation effect. • While our unemployment rate of 2 per cent to 3 per cent is much lower than that in 1965 or in comparison with most other countries, and our industrial relations stable, the rising impact of disruption caused by changing business models, technology and global competition has significantly increased the risk of Job Obsolescence (or JObsolescence) and job loss. • General wage levels have risen, but there is a need to continue efforts to transform low wage industries for better earnings and prospects. 5. For the Labour Movement, these changes and realities dictate our priorities as we continue to pursue our mission to care for all working persons, and to work with the Government and employers to develop a better future for Singaporeans.

The Singapore economy continued to transform amidst technological disruption. WSG focused efforts to create an agile workforce with a strong Singaporean core. Initiatives were ramped up to help workers take greater ownership of their careers and pick up new and relevant skills. Programmes were also enhanced to drive greater inclusivity in hiring, and to facilitate smoother job matches and transitions. These are all part of ongoing endeavours to help businesses and workers navigate the uncertain economic climate. Mr Lim Ming Yan, Chairman 2 Foreword by Chairman and Chief Executive In particular, WSG sought to bridge the gap to facilitate smoother job matches and transitions. The Professional Conversion Programme, Work Trial and Career Support Programme were all enhanced to align more closely with jobseeker and employer needs. The Lean Enterprise Development scheme gained further traction with more companies taking on job redesign projects to become more manpower lean. WSG also introduced the rebranded Careers Connect to offer jobseekers an expanded suite of customised career matching services.

The We Care @ North West Fund was launched by host Dr Teo Ho Pin, Mayor of North West District at the North West District Meeting 2013 on Friday, 27 September 2013 at Republic Polytechnic Cultural Centre, Studio. 2 North West District Meeting 2013 was graced by the following Guests-of-Honours (GOHs) - Grassroots Advisers: i. Mr Khaw Boon Wan, Minister for National Development and Member of Parliament (MP) for Sembawang GRC (Sembawang); ii. Assoc Prof Muhammad Faishal Ibrahim, Parliamentary Secretary, Ministry of Health and Ministry of Transport, and MP for Nee Soon GRC (Nee Soon Central); iii. Mr Liang Eng Hwa, PBM, MP for Holland-Bukit Timah GRC (Zhenghua); iv. Dr Lim Wee Kiak, PBM, MP for Nee Soon GRC (Canberra); and v.
