As Minister of Communities, Cultural Affairs and Labour, it is my privilege to present the Municipal Statistical Review for the year of 2007/2008. This review incorporates statistics about financial expenditures, population growths and declines, services offered by municipalities, planning and municipal assessments.

I would like to express my appreciation to all the municipalities for completing the required documentation. A large quantity of the information in this report was provided by municipalities as well as Statistics and various government departments. The information that was provided enabled us to build a picture of the services municipalities are providing to residents on a daily basis.

Your commitment to your community is to be commended and I look forward to working together with all municipal councils in the future.

Introduction

Statistical Highlights

Of the 75 municipalities:

• Queens County has the highest number of municipalities in their county at 32, followed by Prince County at 27 and Kings County at 16.

• 31 municipalities have their own official plans.

• 26 municipalities offer water and/or sewer services to their residents.

• 8 municipalities have responsibility for their own highway/road systems.

• The Town of Stratford had the highest percentage increase in population since 2001 at 12.2%, followed by the Community of Union Road and the Town of Kensington at 8.9% and 7.2% respectively.

• The community of Victoria had the highest decrease in population since 2001 at 35.3%, followed by the community of Abram’s Village at 22.2% and Central at 19.9% respectively.

• The incorporated population for Queens County is 62,210, for Prince County it is 26,287, and for Kings County it is 11,205.

• In 2007, the total taxable assessment for commercial property in all municipalities in P.E.I. was approximately $819 million. The total taxable assessment for non-commercial property in all municipalities on P.E.I. was $4.55 billion.

• The tax collected on commercial property for all municipalities in P.E.I during 2007 was approximately $15.8 million. The tax collected on non-commercial property for all municipalities in P.E.I. during 2007 was $39.7 million.

• In 2008, the total taxable assessment for commercial property in all municipalities in P.E.I. is approximately $871 million. The total taxable assessment for non-commercial property in all municipalities on P.E.I. is $4.70 billion.

• The value of the tax to be collected on commercial property for all municipalities in P.E.I during 2008 is approximately $16.7 million. The value of the tax to be collected on non-commercial property for all municipalities in P.E.I. during 2008 is $22.5 million.

The incorporated populations are those that live within municipal boundaries whereas the unincorporated populations are those that live outside municipal boundaries.

The Town of Stratford had the highest percentage increase at 12.2% followed closely by the Community of Union Road and the Town of Kensington at 8.9% and 7.2% respectively. Each year, municipal councils are required to adopt a budget for the municipality. The budget includes the estimated yearly expenditures for the operations of the municipality and the services they provide. The municipalities use these expenditures and the community’s commercial and non-commercial assessments to determine what the taxation rate will be for that year. Once this is complete, each item of the budget must be voted on at the Annual General Meeting and be approved by a majority vote. The table below shows the municipal commercial and non-commercial assessments and the taxation rates for each municipality.

Each year the council of a community prepares estimates of what the costs will be for the municipal services provided within that fiscal year. The estimate for each service provided is proposed at the annual meeting and is voted on by the residents of the community. The estimates are only approved once they have received a majority vote from the residents. After approval has been given for all estimates, the council sets forth a rate of municipal taxation that will be sufficient to meet the required municipal expenditures for that year.
