INTRODUCTION

Implementing Organization:

Salik Development Foundation (SDF) is a nonprofit organization, established in 1989. Working area of SDF is KPK and Azad Jammu& Kashmir, while SDF has offices in Takht- Bhai, (), Ghazi Kot, district , Saidu Sharif, Swat, Dassu district Kohistan, Timergara, Lower Dir, Swabi. The main cause of its establishment is to ensure a peace full, prosperous and developed society. For the purpose, SDF has started the process of community Institutional Development and launched several developmental projects i.e. Water supply, Sanitation, Environmental Protection, Health, Capacity building of individuals with special need(ELOT), Enhancing livelihood skills through government vocational training centre -based training(ELST), Education, Agriculture development projects, Advocacy, Women in Development projects, Relief Programs, Flood protection, and especially Community Physical Infrastructure Program (CPI) with the financial & technical assistance of PPAF(LACI-P). PPAF(LACI-P) and its whole management executive team facilitated Salik Foundation very well, due to which Salik Foundation has found many valuable pearls in the shape of thousands of volunteers from different communities of KPK, especially District , District Mardan and District Swabi In the whole process of community development and Institutional Development. PPAF aims to promote an effective approach to poverty alleviation, which is aligned closely with Pakistan‟s commitment to the Millennium Development Goals (MDGs). While we strongly uphold an overall holistic and multi-sect oral strategy to generate broad and deep impacts at the community level, we are also cognizant of certain community needs that entail specifically tailored responses. “Institutions of the poor”-existing at the bottom of the socio- economic pyramid- constitute the focal point of our programmers; PPAF‟s all models of interventions revolve around empowering these institutions of the poor to make a considerable and sustainable dent in poverty. We strive to be a dedicated market developer committed to the emergence of professional and sustainable civil society organizations.

On a practical front, actualization of poverty reduction efforts occurs by facilitating access to funds through two financing arms of PPAF – on-lending funding and grants. On-lending funding is available - for the provisioning of microfinance and enterprise development - to partner organizations based on a thorough analysis of their ability to manage funds and demands from the field. Grant assistance is provided for the purposes of building small scale infrastructure as well as human and institutional development.

PPAF is dedicated to reducing poverty all over Pakistan. Under our current strategy we have identified six levels of priority districts for our grant-funded and micro-finance interventions, based on certain classifications that include districts which are below/above the average Human Development Index (HDI) score for Punjab, extremely food insecure districts,

2 | P a g e districts where Institutional Development has/has not already been undertaken by PPAF and/or partners, and districts where microfinance is feasible and appropriate.

Background of the Union Council and Yaqoobi:

Union councils yaqoobi and Sard Cheena is named from the village of the UCs. The elders of the Sard Cheena yaqoobi told that the name is derived from the phasto word. They very old and backward uc of the . Sard Cheena is located on the 34`5.20'95" North latitudes, and 72`14'15.93" east longitudes. The elevation of the Sard Cheena is 1157 feet from the sea level which suggests that the Union council falls in sub tropical zone and high heat surplus area. Sard Cheena is located on the east side of the main town of on 5 kilometer distance. Sard Cheena is bounded on its north side by Yar Hussain, from the south side is connected with the district Nowshera and tehsil Lahore, one the east side of the UC is Yaqoobi union council and from the west side Sard Cheena is bounded with the Union council . Is located on the 34`5.20'95" North latitudes, and 72`14'15.93" east longitudes. Yaqoobi is located on the west side of the main town of Yar Hussain on 2 kilometer distance. yaqoobi is bounded on its north side by Yar Hussain, from the south side is connected with tehsil Lahore, one the east side of the UC is Yaqoobi union council and from the North side yaqoobi is bounded with the Union council Sard Cheena. is located on the 34`5.20'32" North latitudes, and 72`16'.9" east longitudes The elevation of the yaqoobi is 1218 feet from the sea level which suggests that the Union council falls in sub tropical zone and high heat surplus area. Sard Cheena yaqoobi consists on the plain areas with the rich irrigation system. The total area of Sard Cheena & yaqoobi is 15854 Acres. Climate of the UCs is the type of extreme nature. Summer is very hot average temperature rise from 35 to 42C in summer season. Sard Cheena & yaqoobi gets maximum rain in the monsoons period in month of July and august. Winter is quiet cold here due to the plain nature of the area winter is foggy. January and February are the coldest months.

IRRIGATION SYSTEM

District Swabi generally has a very good irrigation system. Irrigated agriculture is the main activity of the district Swabi. Water is carried from the river Swat through upper Swat canal and from through Stepha. Upper swat and Stepha connects at Baqar town and water flows from there through Pehour high level canal (Machai Branch) to the different branches (minors). Sard Cheena is also an irrigated Union Council which gets irrigated water from the Machai branch flows from the boundaries of the union councils. TOBBACO

District Swabi is the largest producer of the Virginia tobacco.. Tobacco is the main cash crop of the area. Tobacco leaves are grown and cured at highly commercial level. Tobacco barns are constructed everywhere in the union councils. Livelihood of the inhabitants of the area is connected with tobacco. Different multi-national and local tobacco companies have established their warehouses, factories and offices in district Swabi. Yar Hussain is the second biggest tobacco market in the country. During the development of the village plans it was identified that tobacco has a large impact on this area.

SOCIAL STRUCTURE

Union councils consists of 4 revenue villages Sard Cheena and Bazargay yaqoobi chak Yar Hussan. People of different social casts are living in the union councils. Main yaqoobi Sard Cheena village is the oldest town of the union council other hamlets and villages are developed with the passage of the time. There are about 10 different casts residing in the union councils. Majority of the population is tenets on the lands of the landlords and works as a farmers in the fields. The major casts are in Gujars, NawarKhel and Baka Khel. The ownerships of the lands are in the hands of NowarKhal and BakaKhals tribes but the Gujar tribe is in the majority in population.

The people of ucs are Pakhtoons and speak Phushtoas a native language. The culture of the all the casts is almost same .The residents of the area are cooperative with the each other and fell happy to help someone in trouble. Conflicts of individual nature do exist among the different tribes and families and sometimes the conflicts prolongs to the generations. Now with the awareness and education peoples realized the negative impact of these sorts of conflicts and avoids such kind of conflicts but still the problems exists in the different families which are only a few in numbers now.

Different religion and social events are celebrated in true spirit, people gather at the event of marriage and deaths. They also exchange gifts at the event of Eid and marriages. People financially help each other at the time of need.

Main occupation of the peoples is agriculture most of the farmers also keep livestock. Tenants during the agriculture off season often migrate to Rawalpindi, Peshawar and Lahore for earnings. They work as unskilled labor on daily wages basis. Very limited number of people area serving in different government departments and armed forces. A few landless poor household men work as drivers, plumbers, masons etc. Unemployment is the main

4 | P a g e concern of the youth of Sard Cheena as this is the as whole national issue. Youngsters are keen to have a regular employment to make them financially strong to meet daily expenses.

ROLE OF WOMEN

Women have a limited social role in Sard Cheena & yaqoobi outside the premises of the house. But it is not that they are restricted. One can see them well involved in the villages in various chores and they are free to move within the village. Women have access to education to middle and secondary standards. Women normally perform their household jobs and look after the children. They are the main custodians of livestock in the houses and spend a lot of time looking after them. Very few women from destitute families work in the field since traditionally they are not allowed to work in the fields. Women have limited role in the family economic and social decisions. As a head of the family males enjoy the authority of decision making in the family and community.

Women help men during the tobacco crop to fill the tobacco barns and prepare food for the people working in tobacco barns. Women also stock and clean the wheat and maize crops. As a profession females prefer to adopt teaching or nursing as a profession.

POVERTY

People of the Sard Cheena yaqoobi are generally poor and are striving to meet the basic needs of the life. According to the community of Sard Cheena the main reasons of the poverty are lack of education, limited access the basic facilities, family conflicts, weak infrastructure and unemployment.

Currently SDF the main actors working in both ucs. RAHA have organized the communities and executed interventions specifically in infrastructure development of the yaqoobi Sard Cheena. RAHA has constructed the bridges, flood bourn structures and street pavements in different hamlets.SDF is working in Sard Cheena and yaqoobi under the KFW funded project LACIP in the union council since April 2012. SDF contributed in yaqoobi Sard Cheena in area of infrastructure, livelihood enhancement, health and education and Institutional Development.

Different Government service provider departments are also working in yaqoobi Sard Cheena but there is a prominent gap between the government departments and local communities. Community is not aware of the facilities government is providing to them there is also a communication gap between the government and local community.

UC Sard Cheena Profile: Casts

LIVELIHOOD ENHANCEMENT & PROTECTION:

The program “Livelihood Support & Promotion of Small Community Infrastructure Project” (LACIP) is co-financed by the Federal Republic of Germany through KfW. The total Project cost is 31.5 Million Euros and will be executed by Pakistan Poverty Alleviation Fund (PPAF) over a period of three years. LACIP targets 37 Union Councils in 6 target Districts of i.e. Buner, Charsadda, DI Khan, Swabi, Chitral and Haripur.

There are 4 funding phases for the Project and a total of 21 Partner Organizations are working in 37 Union Councils. All interventions under the Project are implemented in close coordination with the government line departments in the respective Districts. Moreover, the work is carried out jointly with the Community Organizations (COs), Village Organizations (VOs), and Local Support Organizations (LSOs) at the Union Council level. The Project aims to reduce the poverty levels by increasing economic opportunities.

The Project is mandated to work in Institutional Development as a foundation and create an integrated approach towards development using the components of Small The Project is mandated to work in Institutional Development as a foundation and create an integrated approach towards development using the components of Small and Medium Infrastructure, Livelihood Enhancement & Protection (LEP), Health & Education (H&E) and Disaster Preparedness and Mitigation (DPM) in the 6 selected Districts (Chitral, Buner, Swabi, Charsadda, D.I. Khan and Haripur) of Khyber Pakhtunkhwa.

Small and Medium Infrastructure will respond to the community basic needs and demands following the Community Driven Development approach. Approximately 2,350 CPI schemes (2000 conventional and 350 innovative) will be implemented under LACIP in the 6 target Districts.

Livelihood support is a major component in the Project. It will work towards the setting up of 7000 units of livelihood support, and provide asset, enterprise and business management trainings to the beneficiaries in the 6 Districts.

Through the Health and Education (H&E) component, support would be provided to villages with existing health or education facilities operated by the government or community organizations requiring physical and functional improvements.

Disaster Preparedness and Mitigation (DPM) is vital to the Project, not only to mainstream Disaster Risk Reduction (DRR) in the small community infrastructure schemes but also to enhance capacities of the communities to prepare for and cope with likely disasters.

Title of the Program: Livelihood support and program of small and medium infrastructure.

Objectives: To improve the livelihood of ultra poor, Voulrenble and poor in UC Sard Cheena and Yaqoobi through skill enhancement trainings, creation of new businesses, development of existing businesses, etc. Target Area: UC Sard Cheena and Yaqoobi Tehsil Razar, District Swabi (KPK) Pakistan Livelihood support and program of small and medium infrastructure program was started by Salik Development Foundation in collaboration of Pakistan Poverty Alleviation Fund(LACI- P) on July, 2012. After Job Orientation, regular in-job trainings over filling of PSCs, LIPs and others were also arranged by PPAF (LACI-P) of LEP staff for implementation of the project.

Poverty Scorecard is a tool of survey for identification of Ultra and Vulnerable and poor. Poverty Scorecard of 1434 inhabitants of UCs Sard Cheena and yaqoobi has been filled. Poverty Scorecards were then entered into software which identified the target group for LEP intervention.

 EDT training in different batches and attended by all participants irrespective of gender discrimination. The training venues were different for male and female keeping in view the miserable security situation.  an expert male trainer was hired for male and female for female training facilitator having repute in imparting trainings on enterprise development. After going through the evaluation reports of participants, the conclusion was that the trainees have been with good terms with the trainers and was satisfied with them.

Before LEP intervention every target beneficiary was properly trained in his/her desired trade for improvement of his/her business. Trainings were given to these poor through renowned training institutions in the following trades.

THE STORY

Taskeen W/O Amjed ali is a permanent resident of Shahdad Kally UC Yaqoobi Tehsil Razzar Distt: Swabi. She is the member of GUL community organization. She was the active member of the CO. In every meeting her participation was encouraged. Her husband Amjed Ali is disable on hands and also on legs. He cannot stand for more than 5 minutes. As Salik Development Foundation has initiated five projects in UCs Sard The inner view of Mr. Amjed Ali Home Cheena and Yaqoobi. She was ranked ultra (Poorest of the Poor). Before the training and assets transferred they were spending the life from hand to mouth. Mr. Amjed Ali brothers supported some times for food or other things that were supposed to necessary for them while some times his wife cooked and packed lobia. Then he will go to near market and sell the packs. He purchased Lobia, channa and The inner view of Mr. Amjed Ali Home Ghee to start the business. His wife cooked the Lobia and cholly then his nephew pick him and dropped on his shop. Their he sell the Lobia and cholly over there. His daily income reached to 300-400 excluding all the expenses of the material. Now he has purchased one cow and a cycle in his business. Now he is planning to

purchase a Qing Qi for pick and drop for himself and also for the rent. Now Mr. Amjed Ali is selling Lobia and Cholly in the Gidaro village in front of a GMS Gidaro. He has purchased two hens. The hens lay eggs and thus fulfilling the daily nutrient uptake of their family up to some extent.

SUCCESS STORYOF Hameeda

THE STORY

Hameeda wife of Alam Sher at the age of 35 years and resident of village Shahdad , UC Yaqoobi Tehsil Razzar District Swabi. She is living with her5 children, three boys and 2 girls. Her husband Alam sher is disable because his bone are narrowed down and cannot do any hard work et al.lities of kids rearing His five children are also mentally Special. Mr. Alam Sher was in army. He was forced to retired due to disability. Now all his five children are now special. He is getting 6000/- rupees per month as a pension from the

government. It was hard for him to run his home All the children of Mr. and Ms. Alam Sher are special expenses on 6000/- at this time. His wife become

member of Community Organization established by salik development foundation. Then she was transferred Karyana Shop as per her interest and demand in the village. His elder son also have a broken leg. He spent the pension amount most of the times on their children medicine. The Salik Development Foundation launched the Livelihood Enhancement & Protection Project for establishing small businesses for marginalized

&ultra-poor strata of the stated union council. The Mr. Alam Sher in his Shop prime focus of the project was miserable and ultra household of the community. The project field staff went to the above mentioned village and filled Poverty Score Card (PSC) from the stated family members in the presence of neighbors and Community Organization (CO) members. She was found Ultra Poor with score 10. In the second round of project implementation Livelihood Investment Plan (LIP) was filled by Female LEP officer from her in the presence of her family members at her house. She has nothing worth mentioning in her house. She and her family dreams off to improve her livelihood & income through establishing a small business at her house in the village. But they had nothing at hand to turn the dream in to reality.

The Salik Development Foundation arranged a seven days long, Enterprise Development Training (EDT), Hameeda was also one of the training‟s beneficiaries, participated and completed it very successfully. She learnt and acted upon how to establish and run small business at small scale, save money, expand the business and develop linkages with market and customers, record keeping etc,, After getting EDT, Karyana Assets were transferred to Hameeda. She opened a small karyana shop at her house and concentrated on attracting customers, Now the shop

has been running use to save Rs.200 to 350/- per day. Mr. Alam Sher stored Shop items at his home They use to bring items from Yar Hussain bazzar from whole sale stores on weakly cash and loan basis. She is fully devoted to runher business and also intend to expand hershop and her children support her sincerely in doing so. Her monthly income has been improving with daily saving; mentioned above, the family is very happy and has been improving her livelihoods and they all are very thank full to Salik Foundation for establishing small business for the them. The income will be increased as the time passes and the community will know that this shop can fulfill the home demands. Now a day‟s Mr. Alam Sher and his wife Hameeda are running the said business by themselves. They have been linked with the market.

THE STORY

Meer Afzoon, is a permanent resident of village Jalaroona and a member of CO named Ghandal,

UC Sard Cheena Tehsil Razzar District Swabi.

She is living with her husband and 4 children

in the house of village KHAN. Her husband is

a old 60 years age. He has nothing to do. Meer

Afzoon herself is a heart patient. The children

sometime ask that they had nothing done for

them. Her two elder sons are getting some

money in others fields. She prayed a lot that View of Cosmatics and Cloth Shop of Meer Afzoon someday their life will be changed by the grace of Allah. She has no money for her treatment and

medicines. Salik Foundation formed a Community Organization Named” GHANDAL”. After

regular meetings of the COs, Poverty Score Card was filled from her in the presence of

community members. She was ranked in vulnerable poor. Livelihood investment plan was also

filled as the process of LEP. She was intended to

open a cloth house. Because the females of the

area had to travel a lot for their dresses. So

enterprise development training was given to her.

In the procurement process approximately

35000/= assets (Cloth) were purchased by her in

the presence of community. Now she is selling

that cloth shop from home to home in nearby Cosmatics items of Meer Afzoon Shop

villages. She is also now selling Cosmatics along with the clothes. Now the average income per

month of is 9000/- per month. Now her business worth is more than 60000/=. Now she is famous

in the whole village of Sard Cheena.

She is also now purchasing medicines not only for

The Story Of Saleem Ahmed UC Sard Cheena , Swabi

Background of Saleem

Saleem Ahmed aged 34 years, 5 children, 3 daughters and 2 sons. Mr. Saleem Ahmed was selling general items at homes in remote villages. He has to travel far and far to get maximum sale. It was hard for him to feed his children and wife two times a day. His wife health was also not good due to poverty and lack of resources. So he was not able to fulfill the demands of his customers due to lack of resources. On the other hand he was taking loans from the shops. So he was facing financially and socially big problems. He was near to be declared a defaulter. Those were the days when his family suffered the most because there would be insufficient food for the family. One room in house. That has been separated by a small wall. Half portion is in the use of house owner. The living condition of the family is unhygienic and unhealthy. The income was in consistent. He was hardly earning 150 to 200 rupees per day. Ms. Saleem was also working in the homes of khans e.g. washing and pressing of clothes, cooking, Cleaning etc.

Intervention

Muhammad Saleem Wife was the member of the community organization named „Taqwa‟ in Bazargai. According to process of livelihood enhancement and protection procedure PSC was filled from Ms. Khalida by Female LEP Officer September 3, 2012. The COs members insisted that Khalida deserved to be uplifted from the current state. The HHs Found to be in the range of ultra. Then LIP was filled and training of EDT was given to Mr. Saleem. General items of female use (fall in the category of Cosmatics) were transferred to him. His wife Khalida also has know how of these items. After assets Mr. Saleem is selling these Cosmatics items in nearby villages and his wife at home. Now they are easily earning 400 to 450 rupees per day.

Impact

His life and the life of his family took a turn for the better in the coming months. It is wonderful how life changed “Saleem”. As his wife also start to sell these items in nearby homes and villages. So the income became consistent. As his children eating food regularly, the medicine expenditure automatically decreased. His younger son and daughter are now attending school. Now they are purchasing cosmetics items from whole seller in Swabi. Mr. & Mrs Saleem is now working together. They took decision by mutual understanding. Mr. Saleem is selling other items of daily use by his bicycle.

Since the assets transfer has been made to her family, Mr. Saleem explains that her house is finally reaching a position of happiness. Now they are of the view that now they will explore by themselves.
