European Union Election Expert Mission Kosovo* Early Legislative Elections – 14th February 2021 Final report I. SUMMARY Elections were held for the 120-member unicameral Kosovo Assembly on 14th February 2021. As with the four previous legislative elections since Kosovo’s 2008 declaration of independence, these were early elections provoked by a political crisis. The elections were competitive, and campaign freedoms were generally respected. There was a vibrant campaign, except in the Kosovo Serb areas. Despite a very short timeframe and challenges caused by the COVID-19 pandemic, the Central Election Commission (CEC) administered the elections well and in a transparent manner, although problems with Out of Kosovo voting reduced confidence in that part of the process. Election day was assessed by local observers as orderly, with voters participating in high numbers. However, as with previous elections, the process deteriorated during the vote count and a large number of recounts were ordered due to discrepancies in the results protocols. Such long-standing systemic problems, which have been identified in previous EU EOMs, should be addressed to enable Kosovo to fully meet international standards for democratic elections. These elections were held in an increasingly polarised atmosphere, influenced by the turbulent political developments since the last legislative elections.

A mapping of the disinformation and counter-disinformation landscapes in the region in the period from 2018 through 2020 reveals three key disinformation challenges: external challenges to EU credibility; disinformation related to the COVID-19 pandemic; and the impact of disinformation on elections and referenda. While foreign actors feature prominently – chiefly Russia, but also China, Turkey, and other countries in and near the region – the bulk of disinformation in the Western Balkans is produced and disseminated by domestic actors for domestic purposes. Further, disinformation (and information disorder more broadly) is a symptom of social and political disorder, rather than the cause. As a result, the European Union should focus on the role that it can play in bolstering the quality of democracy and governance in the Western Balkans, as the most powerful potential bulwark against disinformation.     The Common Albanophone Media Market, between Reality and Utopia Prof. As. Dr. Mark Marku Abstract Even though the albanophone media operates in a common space, of a geographic continuity and a population that speaks the same language; this media is divided in three separated markets, within the geographic borders of the Republic of Albania, Republic of Kosovo and the Republic of Macedonia. Practically, there are no political barriers for the distribution of the media products in all these markets. Especially, after the independence of the Republic of Kosovo and the Ohrid Agreement of 2001, that somehow solved the situation of the Albanians in Macedonia, there are no political barriers in the communication process among the Albanians. Even though the conditions created have been favorable, there have been not so many attempts to create common media spaces. After 1999, the TV channels have been the first to start the attempts in creating common albanophone media space. The creation of this joint media space through the visual media has been facilitated also from the satellite transmissions of the most important TV channels in Albania and in Kosova. In this common communicative space, the Albanian TV channels: Top Channel, Klan TV have the biggest audience in Kosova and in Macedonia. The Kosovar Tv channels or the TV channels of Macedonia have a much smaller audience in Albania. On the other hand, only Top Albania Radio and Radio Tirana have an audience in a part of the territories inhabited from Albanians in Kosova, Macedonia and Montenegro. The other radios cannot transmit outside the territories of the Republic of Albania, Republic of Kosovo and the Republic of Macedonia.
