CHANG:CS TO INVLSTIGATION OF UFO ::OLICY

1 . Enclosed herev:i th is the policy for investigation of reports of unidentified flying objects.

2 . The nain p ur1~o se of the changes is to eliminate unnecessary duplication ol effort and to streamline the process of investigation. Under the new conditions, Dc~artment of Air will deal directly with bases/units and thus eliminate unnecessary wo:rk by officers of both Commands .

3. The RAAF is res ~ onsible for the investig3tion of reports of unidentified flying objects (UFOs) in and the Trust Territories. The main purposes of the invest­ i gation of any UFO is to establish whether or not the subject of the r eport poses a threat to the security of Australia. The identification of the cause of the UFO report and its classification is mainly for the benefit of members of the public whose interest may have been aroused by the report.

It is considered that the authority best suited t o the investigati o:-1 of a UFO report is the nearest RAAF base or unit, where local weather conditions, natural phenomena and aircraft movements are well known. Therefore, anyone who sees, or thinks he sees an aerial object which he cannot i dentify, should conta ct the nearest RAAF base and if this is impractical his nearest civil or yolice station. 5. The investiBation of a report of a UFO is to be basec1 on a questionnc:ire which is shown at Annex E and is designed to record all necessary details of the observation and provide the information on which an investigation can be based. 6. On receipt of a r eport of a UFO sighting, Officers Commanding are to appoint a responsible officer to initiate inquiries. Normally this officer should interview the observer and complete the pro- forma . In cases where the r emoteness of the area of observation would make the procedure im~ractical or the Officer Conmanding is satisfied from the initial inquiry that nothing would be gained by such a procedure, he should arrange for the pro-forma to be sent to the person reporting the sighting,for completion. 7 . \7hen the completed pro- forma is r eceived at a RAAF base, Officers Connanding arc to ensure that an adequate examination of the report is carried out and Part 2 of the UFO pro-for::aa is coo.plctcd with as much detail as possible. The UFO pro-forma and investigation findings, if any, arc to be dispatc~ed without delay direct to Department of Air, with an information copy distributed to the appropriate command .

8. Requests from members of the public for info~ntion on UFOs received by commands or bases may be answered directly. Requests of this nature are to be dealt with by distributing the pro-forma (Annex E) and the summary of UFO sightings (at Annexes B, C and D) , to the enquirer. The superscript and subscript of the pro- forma (Annex A), with an introductory paragraph, is to be completed by the base or unit . 9. Only that information contained in Annexes A,B,C,D (or E) may be relea sed to the public. Enquirers who are not satisfied with the information received are to be instructed to direct further enquiries to the Secretary Department of Air. Requests for speakers at symposiums , conferences etc on UFOs are to be refused and the person or organization wanting a speaker to be given copies of Annexes A,B,C and D.

A cons iderable amount of effort is spent in investigating each report and the maj ority of observers are interviewed by selected RAAF . · . per sonnel.

Between 23rd January 1960 and 30th December 1971, the RAAF r eceived 595 U. F. O. r eports. Department of Air has assessed that 93 percent v1ere explainabl e by pr esent scientific lmovrl edge. Six percent of the reports did not provide sufficient informati on to permit proper analysis and evaluation . One percent of the r epor ts I were attributed to unknovm causes. I The Air Ministry has stated that on an I average, 90 per cent of the sightings it investigates are explainabl e I by causes ranging from meteorological ballbons and meteors to aircraft lights ~ The other 10 percent probably r emain unexplained because of I lack of r eliabl e information. I In 1966 the Univer sity of Colorado, under contract to the I U.S. A. F. , spent tTio years processing and investigating all American reports . Its findings have been published by Bantam Books as the I ' Condon Report ' . Its gener al conclusion is that 'nothing has come I from the study of U.F. O. s in the past 21 years that has added to scientific knowledge ' nnd that 'further extens ive study of U. F. O. s I probably cannot be justified in the expectati on that science will be I advanced ther eby' . A panel of eminent scientists , chosen by the U. S. Nati onal Academy of Sciences, has examined and endor sed the Condon I Report. I The U.S.A. F. ' Proj ect Blue Book' investigation of I unidentified aerial objectivs betvreen 1953 and 1965 anal ysed 7,641 I U. F. O. r eports. It concluded that : I a . 80 percent of sightings vmre natural phenomena, hoaxes, birds or man- made object s ; I I b. 17 per cent of si ghtings provided insufficient data to permit thorough analysis and evaluation; and I c . three per cent vmre unidentified. U.S. and Soviet space exploration has found no evidence to supf ort the theory of life on planets in our solar system. It seems that the 1furiner series of space exploration to Mars has proved i t ~ 'dead ' planet. The only other source of extra- terrestrial life , then, ~auld have to be in another ' solar system'. It would seem, theref ore, I that r:hilst it may be possible f or extra- terrestrial life forms to visit j Earth, i t i s improbabl e. I Enclosed are three summari es of U.F. In order to widen the scope of such investigations, Departme nt of Air approached certain Government departments and private organisations to obtain their agreement to assist. Permission is now &Tanted for RAAF Bases to corres pond directly with the organisations concerned when it is thought that they could provide information to assist an investi,;ation.

2. It is appreciated that RAAF bases may have alr~ady~de local contacts with organisations in an effort to fin~e~n investiJ ation. INVESTIGATION OF UN-IDENTIFIED FLYING OBJECTS

1. The RAAF is responsible for the investigation of reports of un-identified flying objvcts (UFO ' s) in Australia and the Trust Territories . The purpose of this letter is to state the procedure for handling and investigation of such reports . 2. The main purpose of any investigation of UFO ' s is to establish whether or not the subject of the report poses a threat t o the security of Australia. The identification of the object r eportedandits classification as aircraft, balloon, astronomical phenomenon etc is of minor importance and mainly for the benefit of members of the public whose interest may have been aroused by the report. ). It is considered that the authority best suited to the i nvesti5ation of a UFO is the nearest RAAF base, where l ocal weather conditions, aircraft movements und natural phenomena are well known. The present procedure is for anyone who• sees or thinks he sees an aerial object which he cannot identify, to contact the nearest RAAF base or civil airport, and if this is impracticable, the nearest police station and report the matter. 4. As soon as possible after the report of a UFO is received the Base Commander is to signal Command Headquarters and Department of Air brief details of the observation. He is also to appoint a responsible officer, preferably of the General Duties Branch, to initiate inquiries. Normally this officer • • • . .. /2. In cases where the remoteness of the area of observation would make this procedure impractic­ able or the Base Commander is satisfied from the initial report that nothing would be gained by such a procedure , he should arrange for the proforma to be co~pleted by, or in the presence of, a police officer or other responsible person. 5. When the completed proforma is received at a RAAF base or unit, the Officer Commanding or Commanding Officer is to ensure that an ad0quate examin~tion of the report is carried out bearing in mind the provisions of para 1 abovG . A brief report on thG findings of the investigation, together with a copy of the proforma, is to be forwarded without undue delay to Command Headquarters. 6. No attempts should be made to answer public enqu1r1es at base or unit level and requests by members of the public for information on UFO's in Australia should be referred to Depart­ ment of Air where they will be dealt with by the Directorate of Public Relations.
