Council meeting – 4th March 2019 Minutes of the meeting of St Agnes Parish Council as above, held in the Parish Rooms, 17 Vicarage Rd, St. Agnes, 19:15.

Present: Cllrs Clark (Chair) Barrow (Vice Chair), Ball, Brown, Bunt, Drew, Johns, Lane, Ripper, Rodda, Slater, Stackhouse. Absent: Cllrs Drew, Field, Forbes, Roberson. In attendance: L Dunkley, Clerk; Cwll Cllr Mitchell. 4 members of the public. ------247/18 Apologies for absence. Cllrs Field, Forbes, Roberson.

248/18 Declarations of interest/ Requests for dispensation. None.

249/18 Public participation. L Solly (Situ8) gave an update on the East Hill housing development in Blackwater. A planning application is due to be submitted soon which shows 28 dwellings; more landscaping; flooding concerns being addressed; extending 30mph limit.

250/18 Council meeting minutes: 4th February 2019 RESOLVED that the minutes of the meeting of the Council, as above, having been previously circulated, were taken as read, approved and signed. Cllrs Lane/Barrow. Unanimous.

251/18 Matters arising from these minutes. 246/18 A letter to the Scouts has been sent.

252/18 Planning Committee meeting minutes: 21st January 2019; 18th February 2019 NOTED the draft minutes and resolutions therein, as above.

253/18 Property and Devolved Services Committee meeting minutes: 12th February 2019 NOTED the draft minutes and resolutions therein, as above.

254/18 Presentation: Community Connect RECEIVED as above from O Sleeman of Kernow Health CIC, a GP Network. Community Connect is a project to support community provision and wellbeing to help alleviate demands on General Practices. The network is looking to extend the existing project to the parishes of St Agnes, Perranzabuloe and . Funding of £60,000 can be secured if buy-in in the form of a £500 contribution from the three Parish Councils is forthcoming. Clerk to forward grant application form.

255/18 Cornwall Councillors’ reports NOTED: Cwll Cllr Mitchell report via Cllr Clark – the cycle path has been awarded £17m (St Agnes-).

256/18 Grant request: Young People Cornwall RECEIVED a presentation as above which explained the work undertaken by the organisation. Funding bids in past years have allowed an extension to youth worker provision, though funding (which ended in October 2018) is now needed to maintain the Mt Hawke work and to expand into to other parts of the Parish. 257/18 Grant request: St Agnes Christmas Lights Item deferred until April as ineligible for two grants in the same financial year.

258/18 Accounts RESOLVED to approve payments of Accounts Outstanding (Appendix A). Cllrs Clark/Slater. 10 voted in favour, 1 abstained: Cllr Bunt.

259/18 Internal Auditor’s interim report RECEIVED as above. Query raised regarding the system of recording and banking honesty box money. Clerk to liaise with colleagues.

260/18 Draft Standing Orders 2019 RECEIVED as above and CONSIDERED an amendment to 3w for the addition as follows: “except in circumstances whereby the Council agree by consensus to extend the meeting for a maximum of 30 minutes in order to complete items of business on the Full Council agenda”. RESOLVED to adopt. Cllrs Clark/Bunt. Unanimous. Clerk to publish.

261/18 Policies relating to the library per minute Pr64/18 RESOLVED to adopt the following policies relating to the library upon transfer and to appoint the Clerk as the responsible officer for the purposes therein: Information security; Information governance; Library charges 2018/19; Lone worker; Safeguarding; Stock management; Unreasonable customer behaviour; Whistleblowing; WiFi acceptable use; Computer access and usage.

262/18 Poll cards for byelection NOTED a potential contested election on 11th April and that issuing of poll cards will cost c.£1,500. RESOLVED to request the issuing of poll cards in the event of a contested election. Cllr Barrow/Bunt. 9 in favour, 2 against: Cllrs Johns, Slater. Clerk to respond.

263/18 Community litter picks 2019 RECEIVED information as above. The first event takes place on 9th March.

264/18 Western Power consultation RECEIVED as above relating to underground electricity cables near St Agnes Beacon and decided to support the project. Clerk to respond.

265/18 Charity textile bin location RECEIVED correspondence as above from Scope. The Council suggested suitable locations would be Porthtowan Car Park (); and Highfield Road/Church Road shop in Mount Hawke.

266/18 Mining for Butterflies project RECEIVED information as above. Information evening on 19th March.

267/18 Update: Parish Youth Worker RECEIVED an update. A letter to request funding/sponsorship will be brought to the Council for consideration in the near future.

268/18 New and existing suppliers RESOLVED to authorise the use of suppliers for goods and services in relation to repairs & maintenance works, and general administration and in accordance with Financial Regulations. Cllrs Slater/Barrow. Unanimous.

269/18 General Power of Competence CONSIDERED the Council’s eligibility for the adoption of the General Power of Competence; CONSIDERED the need to adopt the General Power of Competence. RESOLVED to adopt the General Power of Competence. Cllrs Slater/Ripper. Unanimous.

270/18 Items for Bolster magazine RECEIVED suggested items for the next edition: Annual Parish Meeting, 29th April, 18:30, Porthtowan Village Hall (tbc). Clerk to book. Request for volunteer dog wardens.

271/18 Notification of meeting/Suggested items for agenda: 1st April NOTED: Grant request from St Agnes Christmas Light; Parish Youth Project sponsorship letter; Reinstatement of footpath at Peterville.

272/18 Reports from Council representatives NOTED updates: There is a proposal to reinstate a section of footpath at Peterville and the Council are being asked their view. Clerk to arrange site meeting. Concern was raised over the advertising strategy for houses on the Penwinnick Development – the Council request that houses are advertised locally in the first instance and that references to “aspirational living by the sea” and a suspected Easter advertising campaign to coincide with holiday maker influx is not in the spirit of the housing development. Clerk to write and liaise with Cllr Bunt. Cllr Slater (Community Network Panel) reported that the funding of two speed monitors has been agreed for the Network Area. The North Coast Cluster Group discussed the cycle bridge over the new A30, though the location appears unclear and the Council prefer this to be at Chiverton. Cllr Rodda will attend the Joint Parish Councils footpath meeting at the end of March. A “Wellness Day” is taking place on 11th April 4pm-7pm. Cllr Clark attended the CALC annual conference – discussions included: Plastic free Cwll presentation; session on understanding governance review boundary changes; forthcoming changes to Code of Conduct. The Cornwall Council Planning and Sustainable Development Department has amended the NDP examiners document, which will soon to go for internal sign off, then towards a referendum potentially in May 2019.

273/18 Public Bodies (Admissions to Meetings) Act 1960. RESOLVED that in view of the confidential/special nature of the business about to be transacted it is advisable that the press/public be excluded and instructed to withdraw during discussion on the following items: Matters affecting future staff. Cllrs Bunt/Barrow. Unanimous.

274/18 Update: Entire devolution package and progress RECEIVED a verbal update from the Clerk and Cllr Bunt, including progress with legal preparations, staffing matters, building matters and refurbishment. CONSIDERED progress made to property refurbishments and repairs.

*RESOLVED to extend the meeting until 21:35. Cllrs Slater/Bunt. Unanimous.

Further detailed consideration was given. RESOLVED to take a view that whilst there are outstanding matters which concern the Parish Council, in the interest of service delivery for the local community it was felt that progress is sufficient enough to proceed with transfer on 1st April 2019. Cllrs Bunt/Slater. Unanimous. Clerk to list outstanding work and concerns to be addressed, and to request urgent attention by Cornwall Council.
