NON-EXECUTIVE DIRECTORS APPOINTED TO NHS TRUSTS IN

Heath Minister Edwina Hart today [Tuesday, 15 April] announced the appointment of non-executive directors to NHS Trusts in Wales.

The appointments for the new Hywel Dda, Cwm Taf and Abertawe Bro Morgannwg University NHS Trusts are for specialist and community-based non-executive directors.

The Minister is also announcing a non-executive appointment to the Welsh Ambulance Services NHS Trust and a re-appointment of a non-executive director to Gwent Healthcare NHS Trust.

The appointments to the Hywel Dda NHS Trust are:

Finance Specialist

Mr Don Thomas lives in , Ceredigion. He is currently Chief Executive and was previously Finance Director for the Welsh Agricultural Organisation Society Limited. He is also Chief Executive of Welsh Lamb and Beef Producers Limited. Mr Thomas has been appointed until 31 March 2012.

Capital Estates Specialist

Mr Eifion Griffiths lives in Llandeilo, Carmarthenshire. He is currently an Associate Director for Asset and Infrastructure Management Solutions Limited. He has also served as a Non-executive Director on Bro Morgannwg NHS Trust chairing the Audit and Capital Expenditure Committee. Mr Griffiths has been appointed until 31 March 2011.

Community Based

Mr Peter Jackson lives in Haverfordwest, Pembrokeshire. Mr Jackson was previously a Consultant in Obstetrics and Gynaecology for Huddersfield NHS Trust and Medical Director for Acute and Community Services for Pembrokeshire & Derwen NHS Trust. He also served as a Non-executive Director on Pembrokeshire & Derwen NHS Trust. Mr Jackson has been appointed until 31 March 2011.

Mr Martin Morris lives in Llanelli, Carmarthenshire. Mr Morris is currently an Independent Chair of the West Wales Independent Review Panel and a County Councillor for Carmarthenshire County Council. He is also a retired Chief Officer for Carmarthenshire Community Health Council. Mr Morris has been appointed until 31 March 2012. Venerable Randolph Thomas lives in Brecon, Powys. Venerable Thomas is currently for the . He is the former Chairman of Grwp Gwalia and continues as a Board Member and the Chair of Tai Cartrefi within the group. He is also the Acting Chair of Council for Trinity College, and Chairman of Capital and Estates for the College. He is a member of the Chairs of Higher Education Wales and a former member of the University of Wales Council. He is also the Deputy Chair and one of the co founders of Cartrefi Cymru, which supports people with learning difficulties. Venerable Thomas has been appointed until March 2012.

Mr John Thomas-Ferrand lives in Tenby, Pembrokeshire. He is currently a relief Support Worker with Mencap and Bramble Bay Limited working with adult learning disabilities. He also served as a non-executive director on Pembrokeshire & Derwen NHS Trust. Mr Thomas-Ferrand has been appointed until 31 March 2011.

Mr Morris is a member of the Labour Party. Mr Griffiths, Mr Thomas, Mr Jackson, Venerable Thomas and Mr Thomas-Ferrand are not involved in any political activity.

The appointments to the Cwm Taf NHS Trust are:

Finance Specialist

Mr John Hill-Tout lives in Mwyndy, Pontyclun. He is currently a Trustee of Relate Cymru. Until 2007, he was Director of Performance and Operations at the Welsh Assembly Government. Mr Hill-Tout has been appointed until 31 March 2012.

Information and Communication Specialist

Professor Janet Wademan lives in Cwmbran. She is currently a Managing Director for Van Helsing Limited leading a project in the application of complexity theory to collaborative working environments. She is also a Member of the Economy and Transport Advisory Group and a visiting Professor at the School of Computing at the University of Glamorgan. Professor Wademan has been appointed until 31 March 2012.

Legal Specialist

Mr Martyn Waygood lives in Swansea. He is an Immigration Judge for the Tribunal Service and a Road User Charging Adjudicator for the Adjudication Service for Congestion Charge appeals in London. Up until 31 March 2008 he was Clerk of the Justices for Her Majesty’s Court Service in Cardiff. Mr Waygood has been appointed until 31 March 2012.

Community Based

Mr Russell Roberts lives in Tonyrefail, Rhondda. He is currently Councillor and Leader of Rhondda Cynon Taff County Borough Council and Chair of the Cabinet. Mr Roberts is also a board member for the Improvement and Development Agency, Welsh Local Government Association and South Wales Police Authority. He previously served as a non-executive director on Pontypridd & Rhondda NHS Trust. Mr Roberts has been appointed until 31 March 2011.

Mrs Mary Williams lives in Treorchy, Rhondda. She is currently a self employed Guardian and an advocate for Children, and Officer of the Court for CAFCASS Wales and Bristol. Mrs Williams is also an Executive Member for the Valleys Race Equality Council and previously served as a Non-executive Director on Pontypridd & Rhondda NHS Trust. Mrs Williams has been appointed until 31 March 2011.

Dr Victoria Winckler lives in Merthyr Tydfil. She is currently Director of the Bevan Foundation and a Member of the Merthyr Tydfil Town Centre Partnership Committee. Dr Winckler previously served as a non-executive director on North Glamorgan NHS Trust. Dr Winckler has been appointed until 31 March 2011.

Mr Roberts and Mrs Williams are members of the Labour Party. Mr Hill-Tout, Professor Wademan, Mr Waygood and Dr Winckler are not involved in any political activity.

The appointments to Abertawe Bro Morgannwg University NHS Trust are:

Finance and Capital Estates Specialist

Professor Michael Williams lives in Swansea. He is currently Group Chief Executive for Gwalia Group Limited. He is also a Visiting Law Lecturer at Universities and Professional Bodies and a Member of the Welsh Advisory Panel for Public Appointments. Professor Williams previously served as a non-executive director on Swansea NHS Trust. He has been appointed until 31 March 2011.

Information and Communication Specialist

Mr Barry Goldberg lives in Llandysul, Carmarthenshire. Until 2007, he was Head of Health Informatics and Leader of the Centre for Health Informatics within the School of Health Science at Swansea University. He also holds a honorary position in Swansea University Medical School. Mr Goldberg has been appointed until 31 March 2012.

Legal Specialist

Mr John Collins lives in Swansea. Until March 2008, he was Senior Partner at John Collins & Partners Solicitors and is now a Consultant with that firm. He is also a Deputy District Judge of the High Court, Board Member of Hybu Cig Cymru, Lay Member for the General Teaching Council for Wales and a non- executive director for Swansea Building Society. Mr Collins has been appointed until 31 March 2012. Community Based

Mr David Davies lives in Tonna, Neath. He is currently a Trustee Board Member and Chair of the Employment Sub Committee for Neath Port Talbot Council for Voluntary Service, Lay Member for the Mental Health Review Tribunal for Wales, Vice President of Neath Port Talbot Alzheimer’s Association, Member of the Rotary Club of Neath and Magistrate of Neath Port Talbot Bench. Mr Davies previously served as a Non-executive Director on Bro Morgannwg NHS Trust. He has been appointed until 31 March 2011.

Mr Robert Francis-Davies lives in Swansea. He is currently a Retail Sales Consultant for Leather Sofa Co and has represented the Morriston ward on the City and County of Swansea Council since 1983. Mr Francis-Davies is also a Director of the Swansea National Waterfront Museum, is a Trustee of both the Sir Harry Secombe Trust and John Charles Trust and is a Governor for Pentrepoeth Infants school, Morriston. Mr Francis-Davies was previously a non-executive director on Swansea NHS Trust and has been appointed until 31 March 2011.

Mr Paul Wood lives in Neath. He is currently a self employed management consultant who was recently involved in leading teams preparing plans for the collaboration between Wales police forces. Mr Wood was Deputy Chief Constable for the South Wales Police Authority from 1999 until 2005. He is also a Governor for Crynant Primary School and a Member of the Strategic Forum for the University of Wales Institute. Mr Wood has been appointed until 31 March 2012.

Mr Davies is a member of an Independent Party and Mr Francis-Davies is a member of the Labour Party. Professor Williams, Mr Goldberg, Mr Collins and Mr Wood are not involved in any political activity.

The appointment to the Welsh Ambulance Services NHS Trust is:

Dr Kevin Fitzpatrick lives in Reynoldston, Swansea. He is currently a self- employed Equalities & Diversity Training consultant. Dr Fitzpatrick is also Chair of the Expert Review Panel for Unum (UK) Ltd, Chair of the St David’s Children Society Management Committee, and Chair of the Posture & Mobility Steering Group for the Health Commission Wales Advisory Board. He is also a Member of the Board of Trustees of both the Bevan Foundation and Arts Care and a Regional Fellow of the Royal Society of Medicine. Dr Fitzpatrick has been appointed until 31 March 2012.

Dr Fitzpatrick is not involved in any political activity.

The re-appointment to Gwent Healthcare NHS Trust is:

Mr Peter Sampson lives in Monmouthshire. Mr Sampson spent 30 years in the probation service becoming Chief Probation Officer for Gwent in 1990. He led the Avon Probation Service from 1999 to 2001 and then the South Wales Service until 2003 when he retired. He was Vice-Chair of the Association of Chief Probation Officers from 1999-2001. Mr Sampson has served as a non- executive director on Gwent Healthcare NHS Trust since January 2004. Mr Sampson has been appointed until 31 March 2011.

Mr Sampson is not involved in any political activity.

NHS Trusts are self-governing units within the NHS, responsible for the ownership and management of hospitals or other establishments or facilities vested in them. They are also responsible for carrying out the individual functions set out in their Establishment Order.

Hywel Dda NHS Trust covers the areas served by the previous Carmarthenshire, Ceredigion & Mid Wales and Pembrokeshire & Derwen NHS Trusts and became operational on 1 April.

Cwm Taff NHS Trust became operational from 1 April and serves the areas previously covered by the North Glamorgan and Pontypridd and Rhondda NHS Trusts.

The Hywel Dda, Cwm Taf and Welsh Ambulance Services NHS Trusts non- executive directors are in pay band two and currently receive a remuneration of £8,400 per annum for a time commitment of four days a month.

Abertawe Bro Morgannwg University NHS Trust was established and became operational on 1 April 2008 and provides health care services to the people previously covered by the Bro Morgannwg and Swansea NHS Trusts.

Abertawe Bro Morgannwg and Gwent Healthcare NHS Trusts non-executive directors are in pay band three and currently receive a remuneration of £12,000 per annum for a time commitment of four days a month.
