Member of the Political Bureau of The Zhang arrives in HK to attend Pan-PRD forum ****************************************** Mr Zhang Dejiang, a Member of the Political Bureau of the Communist Party of China's Central Committee and Secretary of the Guangdong Provincial Committee of the CPC, arrived in Hong Kong this morning (May 31). Mr Zhang is in Hong Kong to attend the Pan-Pearl River Delta (PPRD) Regional Cooperation and Development Forum tomorrow (June 1). The PPRD region, also known as "9+2", is made up of nine provinces (Fujian, Jiangxi, Hunan, Guangdong, Guangxi, Hainan, Sichuan, Guizhou and Yunnan) and two Special Administrative Regions (Hong Kong and Macao). Mr Zhang today took the opportunity to take a whirlwind tour of the city to see its latest development. At the invitation of the Chief Executive, Mr Tung Chee Kwa, this is Mr Zhang's first official visit to Hong Kong. The Chief Executive greeted Mr Zhang early this morning at the Grand Hyatt. Mr Zhang, along with Guangdong Governor Mr Huang Huahua and Deputy Director of the Hong Kong and Macao Affairs Office of the State Council Mr Chen Zuoer, met with the Chief Executive, and the Chief Secretary for Administration, Mr Donald Tsang. Mr Zhang then visited the Hong Kong Exchanges and Clearing Limited (HKEx). He was received by Financial Secretary Mr Henry Tang, Secretary for Financial Services and the Treasury Mr Frederick Ma, HKEx Chairman Mr Charles Lee and HKEx Chief Executive Mr Paul Chow. Mr Zhang was given a trading vest numbered 1628 as a souvenir, which he wore on a tour of the trading floor. A trader briefed him on the operations of the HKEx. Mr Zhang later visited Hong Kong International Terminals in Kwai Chung Container Port, where he was briefed by the Secretary for Economic Development and Labour, Mr Stephen Ip, on the development of logistics in Hong Kong. He also visited the Tsing Ma Bridge viewing platform to enjoy the stunning views. After a working lunch with the Chief Executive at Government House, Mr Zhang visited the University of Hong Kong and then attended a seminar for local businesspeople with the Chief Executive at the Conrad Hong Kong. Early in the evening, Mr Zhang attended a reception hosted by the Chief Executive for the delegates of the PRRD forum. Delegates of the forum also attended a welcoming dinner held at Government House. The theme of the first PPRD Regional Cooperation and Development Forum is "Prosperity through Partnership". It will be held over three days in three cities. The forum opens tomorrow (June 1) at the Hong Kong Convention and Exhibition Centre; Macao will host the second day (June 2); and the forum will close in Guangzhou on Thursday (June 3). A well-loved university educator and administrator, Professor Chen has enjoyed an illustrious career in teaching and is widely credited as a pioneer in adopting the liberal arts model in Hong Kong and with leading Lingnan College’s smooth transition to university status. Aside from the education sector, he has helped drive social progress and advance Hong Kong’s economy through various capacities in decision-making bodies of the government including the Executive Council. Internationally, he is an esteemed economist who has generously contributed his valuable expertise to academia and multilateral organisations. Born to a grass-roots family, he was raised by a single parent since the age of 12. Aware that education is a vehicle for social mobility, he channelled his energies into his schooling and education. Through dedication and hard work, he gained admission to the elite schools, Queen’s College for secondary education, and later to The University of Hong Kong (HKU) where he received his bachelor’s and master’s degrees. Later, Professor Chen earned a Doctor of Philosophy in Economics at Oxford University. It was there that he demonstrated his extraordinary foresight and intellectual acuity through his thesis which correctly predicted and explained the spectacular growth of the four Asian Dragons. Since then, his scholarly interest has focused on Asian economic development, in particular the positive effect of foreign investment and technological change.

That growth has continued this period, with the economy outperforming most forecasters’ expectations, unemployment falling to a six-year low, and business sentiment very positive about Hong Kong’s economic future. The reporting period has seen significant developments in Hong Kong’s increasing economic integration with Mainland China. Not least in October, when the Mainland’s largest bank listed its shares simultaneously in Hong Kong and Shanghai in the world’s biggest-ever initial public offering. The announcement, shortly before the time of writing, that mainland financial institutions will soon be permitted to issue Renminbi (RMB) financial bonds in Hong Kong is a further significant step.
