A meeting of the Senate Committee on Natural Resources was scheduled for Wednesday, March 11, 2020, at 9:00 a.m., in the 1300 Room of the Binsfeld Building. ______The agenda summary is as follows:

1. Reported HB 5401 (S-1) (Rep. Eisen) with recommendation and immediate effect. 2. Reported HB 5402 (Rep. Eisen) with recommendation and immediate effect. 3. Reported HB 5463 (S-1) (Rep. Lilly) with recommendation and immediate effect. 4. Reported HB 4740 (S-1) (Rep. Miller) with recommendation and immediate effect. ______The Chair called the meeting to order at 8:02 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann, a quorum was present.

The Chair invited the committee to recite the Pledge of Allegiance.

The Chair entertained a motion from Sen. Bumstead to adopt the committee meeting minutes from March 4, 2020. Without objection, the minutes were adopted.

The Chair invited Rep. Lilly to summarize HB's 5401– 5402 and HB 5463 for the committee. The Chair summarized the (S-1) version of HB 5401 and HB 5463. The members had no questions.

The Chair read the cards of those individuals not wishing to present testimony regarding HB's 5401 – 5402 and HB 5463:  , National Marie Manufactures Association – support.  Tom Frazier, Michigan Townships Association - support.  Herasanna Richards, Michigan Municipal League – support.  Bret Marr, Michigan Boating Industries Association – neutral.

The Chair entertained a motion by Sen. Bumstead to adopt the (S-1) version of HB 5401. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Bumstead to report HB 5401 (S-1). The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann Nays: None The motion prevailed and the bill was reported.

The Chair moved to recommend immediate effect for HB 5401. Without objection, immediate effect was recommended.

The Chair entertained a motion by Sen. Schmidt to report HB 5402. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann Nays: None The motion prevailed and the bill was reported.

The Chair entertained a motion by Sen. Outman to recommend immediate effect for HB 5402. Without objection, immediate effect was recommended.

The Chair entertained a motion by Sen. McCann to adopt the (S-1) version of HB 5463. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann Nays: None The motion prevailed and the (S-1) was adopted.

The Chair entertained a motion by Sen. Bumstead to report HB 5463 (S-1). The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann Nays: None The motion prevailed and the bill was reported.

The Chair entertained a motion by Sen. Outman to recommend immediate effect for HB 5463. Without objection, immediate effect was recommended.

The Chair invited Rep. Miller and Sen. LaSata to summarize HB 4740. Sen. Schmidt offered an (S-1) version and summarized the (S-1) for the committee. The members had no questions.

The Chair entertained a motion by Sen. Schmidt to adopt the (S-1) version of HB 4740. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt, and McCann Nays: None The motion prevailed and the (S-1) was adopted.
