C. BACKGROUND AND EXPERIENCE

Altea is a Spanish city located on the Mediterranean coast of Alicante (Community of Valencia, Spain) with the Sierra de Bèrnia as a backdrop. It has a population of 23,000, of which 35% are foreigner nationals, the majority coming from other European countries. This percentage increases significantly during the summer months. Altea´s main economic sector is , followed by agriculture and the fishing industry. Altea´s multiculturalism proves in itself that it is a European city.

In order to foster economic development, youth education and employment, the Municipality has implemented EuroAltea, an office dedicated to the development of European projects for the city and its citizens. To do so, EuroAltea has, as its most important aim, to find and create a range of opportunities for its young citizens.

EuroAltea is a young public organisation that reflects the willingness to look to the future in local areas and to develop a global way of thinking. It’s certain that thinking towards the means sharing experience, ways of working, ideas and good practices. The aim of EuroAltea is to develop an innovative space in the municipality that fosters talent, creates opportunities and improves the quality of life in the urban environment.

It works closely with public organisations such as the council of social wellbeing, environment or the Local Development Agency to understand the needs of the population and to provide advice to the local government bodies, companies, young people and citizens of the municipality as well as to help, guide and assist in attracting European funding. EuroAltea helps the population to participate in educational programs and gain experience abroad through European programs like the EURES network or Erasmus+. Finally, the office adds a clear European perspective to the city and favours the sense of European citizenship among young people.

EuroAltea has the mission of involving young people into the social, cultural and educational life of their communities. To that purpose, the office collaborates with many local, regional, national and European schools, companies, organisations and institutions.

In the few months since its inception, the EuroAltea office has already developed projects in accordance with its aims and goals in different key sectors: exchange of good practices (“Urbact III”), digitalization (“wifi4eu”), arts (“Artisans do it better”), youth exchange programs (E+, Eurodyssey, EVS), environment (“LOCAL4GREEN”), social inclusion (“Women in sport via media”), etc.

What are the Culture and arts activities and experience of Altea is a city of Arts where the culture occupies first place in the life of its inhabitants. It hosts the the Faculty of Bella Artes of the University Miguel Hernández and the city is a real showcase for the organisation students’ savoir-faire. All the more so, for many years, Altea has been a shelter for artists, poets, in the areas painters, sculptors and ceramists. A number of cultural events take place during the year. The city is relevant for home to many art galleries, ateliers, exhibition venues, foundations. Recently, Altea participated in this the Italian Erasmus+ project “Artisans do it better” that added value to local young artisans. Application? Youth, education and training

EuroAltea promotes the different youth programs close to its population and welcomes young workers from abroad. We are fully aware that working abroad gives this group the opportunity to develop skills and learn many more. This is the reason why we promote all the European opportunities for our young citizens such as EURES network, European Volunteer Service, Eurodyssey, European Solidarity Corps, Youth in Action (Erasmus+), etc.

EuroAltea has also participated to the project “Permission to Wonder” with five other EU countries. Since 2017, this project aims to establish a strategic transnational partnership in Europe that will enable partners from the participating countries to develop a structure and methodology for schools to use Visual Thinking Strategies (VTS) as a method in the field of Visual Arts Education.

Environment and energy

Altea participates in the project “LOCAL4GREEN” as a pilot municipality. This is an initiative that supports local authorities in the definition and implementation of tax policies as a way to promote renewable energy sources, both in the public and private sectors and in the Framework of Sustainable Energy Action Plans signed in the Pact of Mayors of the program Interreg MED.

Entrepreneurship and economy

Altea works on the European Commission’s project “Smart cities” with other cities, industries, small business, banks, researches to improve urban life through more sustainable integrated solutions and addresses city-specific challenges from different policy areas such as energy, mobility and transport and ICT. It builds on the engagement of the public, industry and other interested groups to develop innovative solutions and participate in city governance.

Governance

The Municipality of Altea takes part in the “URBACT III” program. It aims to foster sustainable integrated urban development in different cities across Europe. It is an instrument of the Cohesion Policy. URBACT’s mission is to enable cities to work together and develop integrated solutions to common urban challenges, by networking, learning from one another’s experiences, drawing lessons and identifying good practices to improve urban policies. URBACT uses resources and know-how to strengthen the capacity of cities to deliver integrated urban strategy and actions on the thematic according to their challenges. The main target participants include practitioners, city managers, elected representatives and stakeholders from other public agencies, the private sector and civil society.

YOUROPE: joining paths to build a better perception of Europe

EuroAltea is currently running the Europe for citizens project “YOUROPE” (until 2020), a network of 8 European towns (from Spain, , , , , , , and ), focused on youngsters and their role in the present and future of Europe. The goal of this project is to contribute to combat the Eurosceptic rhetoric, encouraging participants to open a dialogue and elaborate an inclusive pro-Europe rhetoric at local level. The key players will be young citizens from each territory, who will work with experts (i.e. academic professors, blogger, journalists, etc.) in order to learn about the media communication strategies, the EU policies and strategies as well as freely express their point of views and reach a big impact at local and regional level, becoming European ambassadors in their home town.

As a public body, it benefits from experience and versatile skills. It ensures the day-to-day contact with citizens, professionals and organisations. The Municipality of Altea relies upon a specific office for European projects called EuroAltea ( https://euroaltea.eu/?lang=en ). It works closely with different partners that helps it to develop projects such as the Local Development Agency, social affairs department, schools or local organisations. EuroAltea can fully and competently undertake work in the following themes:

The European projects office EuroAltea is managed by Ms. Paloma Verdu. She is a Civil Service Project Manager specialized in International Affairs and her role in the office is based on:

1. Establishing collaboration, cooperation and networking with other organizations. 2. Research, networking and promotion of the Department. Responsible for the communication plan (as well as its dissemination). 3. Establishing a young’s people working area, in order to promote the exchange of experiences through conferences, seminars, roundtables etc. 4. Providing support, advice and organizing learning events for entrepreneurs. 5. Responsible for the content and design of the monthly European guideline to provide young people, entrepreneurs and business with all relevant information regarding European Programs: “What can Europe do for you”. “Erasmus + Experience”, “European Founds”, “WorkShops”, etc. 6. Coordinating other European Programs. 7. Leading a team of 3 people in order to achieve the program which is set every three months. 8. Conducting reports for accountability. 9. SWOT analysis to check the requirements of the other areas of the Municipality of Altea. 5

For the last 3 years, Ms. Paloma Verdu has participated and coordinated several European projects under programs such as Erasmus Plus, Europe for Citizens or URBACT III. Until today, she has been involved in more than 25 EU projects.

EuroAltea is supported by the Social Affairs technician, Youth Technician and Civic Participation technician at the Municipality of Altea. All of them work together with Ms. Paloma Verdu in the implementation of the different European projects.

Finally, the Municipality of Altea received in 2017 a formal accreditation in EVS (2017-1-ES02-KA110- 010254), in order to host, send and coordinate this program. Since 2017, every year the European projects office of Altea hosts 1 European volunteer or worker that supports office activities by the support of EVS or other European opportunities (Eurodisea, Erasmus Plus, etc.).
