Cambridge Today (Chapter 2) and the Contextual and Local Indicators (Appendix A & B) provide a general picture of what the city is like, for example, how many people live in Cambridge, how many students there are, or the unemployment rate. Key highlights The National Planning Policy Framework (NPPF) was published on 27th March 2012. The document replaces 44 National Planning Policy Statements, Guidance, Government Circulars and Notes to Chief Planning Officers. Since the NPPF was produced, the Council has analysed the level of conformity of the current Local Plan with the NPPF. Analysis has shown that the Local Plan is strongly compliant with the NPPF. Areas of Major Change There are six areas of major change: East Cambridge, Southern Fringe, Northern Fringe, Madingley Road/Huntingdon Road, Huntingdon Road/Histon Road, Station Area. A considerable amount of work has been carried out and is continuing in order to ensure that the areas of major change are as sustainable as possible in providing successful new communities in Cambridge. Construction is now underway at Trumpington Meadows, Clay Farm and Glebe Farm, with the first homes occupied in Trumpington Meadows in August 2012 and Glebe Farm in September 2012. Work is also underway in the Station Area and Student Accommodation has nearly been completed on Blocks M1, 2, 5 and 6 of the CB1 masterplan and nine bus stops - two of which are double stops providing 11 bays in total were completed this year. There are two bidders in the running for the development of the proposed Papworth Hospital. Skanska and Bouygues, have developed proposals for a new Papworth Hospital on the Addenbrooke's site under the Private Finance Initiative process. A decision on the successful bidder is likely in Spring 2013. Local Plan Review Progress on developing the new Local Plan is set out in Chapter 11. Good progress has been made. The Issues and Option stage has recently been completed with consultation on the Issues and Options Report taking place for six weeks between 15th June to 27th July 2012. The Issues and Options Report set out a series of issues and options relating to the future planning and development of the city over the 20 years and asked for people’s views including local residents and other key stakeholders. All documents were available on the Council’s website and at libraries for people to view. A series of exhibitions were also held across the city and over 11,000 comments have been received from 858 respondents. The next stage is the Issues and Options 2 consultation which will run from 7th January to 18th February 2013. This is split into two parts. Part 1 of this second stage of Issues and Options consultation is a joint consultation (with South Cambridgeshire District Council) on options for the development strategy for the wider Cambridge area and for site options for housing or employment development on the edge of Cambridge on land currently in the Green Belt. It also includes options on sub-regional sporting, cultural and community facilities and site options for a community stadium. It builds on the Issues and Options consultations that took place in Summer 2012 and provides background information on the Annual Monitoring Report 2012 iii Executive Summary housing and employment needs of the area as a whole, as well as outlining what that means for the future development strategy. In Part 2, the City Council will be consulting on site options for the urban area of Cambridge, including a range of uses for possible site allocations, as well as picking up more detailed matters such as consultation on residential space standards and car and cycle parking standards. The document will also include designations of land for a range of purposes, e.g. Protected Open Space. The timetable for the Community Infrastructure Levy will run in parallel to the review of the Local Plan and more information can be found in Chapter 10. Annual Monitoring Report 2012 iv 1 - Introduction Introduction 1.1 Comprehensive monitoring is essential in order to establish whether the Council is succeeding in promoting and managing the future development of Cambridge. Section 35 of the Planning and Compulsory Purchase Act 2004 established the statutory need for monitoring to be integral to policy-making and introduced the requirement for an Annual Monitoring Report (AMR). Section 48 of the Town and Country Planning (Local Development) (England) Regulations 2004 covers the mechanisms that will be triggered if policies and allocations are not being met. 1.2 Guidance issued by the Department for Communities and Local Government (CLG) - in March 2005 and updated in October 2005 and July 2008 (ODPM, 2005a & CLG 2008a) - was revoked in a letter from Bob Neill (Parliamentary Under Secretary of State) dated 30th March 2011 (CLG, 2011b [online]). This means that there is no longer a requirement to produce a set of Core Indicators as in previous years’ AMRs. There is merit in continuing to monitor these Local Indicators, therefore they can be found in Appendix B of this year’s AMR. 1.3 The Localism Act has removed the requirement to send an AMR to the Secretary of State. However, there will still be a requirement to produce this report (at least annually), and it will be published on the Council’s website annually. 1.4 The AMR should: • cover the period from 1st April of the previous year to 31st March of the submission year; • contain a review of progress for each of the documents in the Council’s Local Development Scheme (LDS); • identify any policies from Development Plan Documents (DPDs) or any previous Local Plan policies that are still in place but are not being implemented.

[email protected] [email protected] https://camvalleyforum.uk CAM VALLEY FORUM RESPONSE TO THE GREATER CAMBRIDGE ONLINE SURVEY ON GREEN INFRASTRUCTURE This paper responds to the invitation from the Greater Cambridge Green Infrastructure Opportunity Mapping project to comment on assets, weaknesses and gaps in the green infrastructure network in Greater Cambridge, and to share priorities. Which green infrastructure sites are thriving and provide the most value to people and wildlife in Greater Cambridge? It is difficult to respond without knowing what is meant by ‘thriving’ and ‘value’. Sites can be well- used while being degraded ecologically (e.g. Jesus Green has little ecological value as a grassland habitat). Sites can be less well-used (low ‘utility’ value) but provide valuable wildlife habitats (high ‘existence’ value). Paradise, Sheeps Green and Coe Fen are exemplars of good practice. These areas have quite high biodiversity, very capable management and combine traditional wetland pasture management by cattle with provision of open recreational space. The Rush stream also provides a very valuable site for wildlife in a near urban setting. Urban wildlife (in Cambridge) is substantially more biodiverse than in the surrounding countryside, especially where there are major gardens with good tree and shrub cover. 2. Our local nature reserve at Logan’s Meadow beside the river Cam has become the new home to some endangered water voles after we created a new backwater and reed bed there last year. Logan’s Meadow is one of the designated wildlife sites and local nature reserves we manage in the city, to provide habitats for animal, bird and plant life, and to provide a little taste of nature to people. As well as water voles, Logan’s Meadow is a great place to spot other wildlife including dragon ies, king shers and swifts, which return to nest each year in the reserve’s striking swift tower. Water voles have also been spotted along Cherry Hinton Brook, particularly between Burnside and the Coldham’s Lane branch of Sainsbury’s, following work to restore habitats for G Barnwell East – East of Barnwell Road, wildlife along this ecologically signi cant near Uphall Road Shelford chalk stream.     Cambridge Water Draft drought plan 2021 Appendix E Environmental assessment and monitoring Cambridge Water Draft drought plan 2021 1 Introduction 1.1 Background As a statutory undertaker for water supply, we have a duty to ensure that we comply with environmental legislation, and for our drought plan, ensure that any environmental impacts of our actions are identified, minimised and mitigated. The likely impacts on the environment of imple- menting the supply actions within this drought plan have been assessed, in accordance with the guidance provided by the Environment Agency and in consultation with the appropriate competent authorities as required. This includes details of any likely changes because of our actions to water flows and levels, Water Framework Directive ecological status, designated sites, priority habitats and other protected areas. Designated sites include Sites of Special Scientific Interest (SSSIs), Special Areas of Conservation (SACs), and Local Nature Reserves (LNRs), which are indi- cated on Figure 1.1. Water Framework Directive water bodies and assessment points are shown on Figure 1.2. This drought plan includes an assessment of: Likely impact of implementing supply side options Likely impact from the increased use of existing licences Details of permits required to implement any options The risks of implementing any supply side option Monitoring and mitigation actions required for any drought management action We do not consider that our actions in this plan would impact on cultural or heritage sites, the spread of non-native species, water quality or biodiversity under the NERC1 Act 2006. 1.2 Environmental Assessment We have considered the likelihood and frequency of drought management actions occurring, together with the level of environmental impact they may cause by assessing the available data and taking account of the sensitivity of receptors, such as designated or protected sites and features.
