Donahoe Title: “WEE WOMEN’S WORK:” WOMEN AND PEACEBUILDING IN NORTHERN IRELAND Advisor: Tim Sisk Degree Date: August 2013 ABSTRACT International norms on intrastate conflicts, such as United Nations Security Council Resolution 1325, call for women to participate in peace processes in countries emerging from conflict and civil strife, including those divided by identity-based conflict. However, scholars of post-war recovery in international relations and comparative politics have raised questions about the extent and effect of women’s participation in peace processes, and in politics more generally, in divided societies given underlying social, economic, and political barriers that impeded access to decisive or authoritative political decision-making. A critical question in the literature on women’s participation in post-conflict reconciliation-related dialogue and joint action relates to whether intra- group “community development” focusing principally on social and economic concerns can contribute to fostering women’s participation in intergroup reconciliation and peacebuilding. This study explores the experiences of community development in Northern Ireland with the research question: How and under what conditions do women contribute to peacebuilding? The research represents formal interviews with experts in the community and voluntary sector and the women’s sector, informal focus groups, and six months of ethnographic field research based primarily in Belfast. Northern Ireland is a case of protracted social conflict in which the society is still deeply divided, despite successful implementation of the Good Friday Agreement. Women played a significant ii role in the peace process by forming their own political party—the Northern Ireland Women’s Coalition—and yet are poorly represented in political institutions today. Instead, women dominate the field of community development contributing to peace through capacity-building and other bottom-up practices. Women pursue community development in this case for two broad reasons: first, because it is not political in the formal institutional sense; second, in an environment where women are expected to play traditional roles, community development is interpreted as an extension of these roles allowing women to navigate through the constraints of a gendered public space and employ their roles as women to seek change that does not threaten the political status quo. iii ACKNOWLEDGEMENTS First, thank you to the women of Northern Ireland who shared time, stories and ideas with me. The introduction of quotas for women candidates in the Republic of Ireland in the next election has the potential to alter this situation. In a European context, with the exception of Italian regional legislatures, the Northern Ireland Assembly has the lowest female representation of comparable devolved institutions in Western Europe. International declarations, such as the Beijing Platform for Action in 1995, echoed locally in the Belfast Agreement and the Gender Equality Strategy, recognise the right of women to full and equal political participation.

    The Ulster Boys: reflections on masculinity within Northern Ireland’s Protestant community Alan Bairner (Loughborough University, UK) Introduction According to MacInnes (1998: 2), ‘masculinity does not exist as the property, character trait or aspect of identity of individuals’. Rather, ‘it is an ideology produced by men as a result of the threat posed to the survival of the patriarchal sexual division of labour by the rise of modernity’ (p. 45). Whilst the influence of a perceived ‘crisis of masculinity’ can be overstated, it is irrefutable that many of the traditional sources of male (or, to be more precise, masculine) identity have been eroded throughout the western world (Seidler, 1997).That is not to say that new sources for the construction of masculinity cannot be found. Nor is it intended to imply that men have never previously experienced conflicts of identity. This lecture discusses the construction of masculinity and the related issue of conflicted identity within the context of Northern Ireland’s Protestant community. It begins with some general observations and proceeds to discuss the trajectory of three celebrity Ulster Protestants, two of them sportsmen, and their respective engagement with conflicted identity. As Sugden (1996: 129) notes in his sociological study of boxing, Northern Ireland, and, most significantly, its major city, Belfast, has always been regarded as a home to ‘hard men’. According to Sugden, ‘the “hard men” of the pre-1950s were those who worked in 1 the shipyards, mills and factories, inhabiting a proud, physically tough and exclusively male occupational culture which cast a long shadow over popular recreation outside the workplace’.

    Neutral Citation No. [2007] NICC 49 Ref: WEI7021 Judgment: approved by the Court for handing down Delivered: 20.12.07 (subject to editorial corrections)* IN THE CROWN COURT SITTING IN NORTHERN IRELAND _______ Bill No: 341/05 _______ THE QUEEN -v- SEAN HOEY _______ WEIR J Introduction [1] In this Bill the accused is charged with 58 counts related to the alleged offences of murder, conspiracy to murder, causing explosions, conspiracy to cause explosions and possession of explosive substances with intent to endanger life or cause serious damage to property. They arise from thirteen bomb and mortar attacks, attempts at such attacks and the finding of unexploded devices that began on 24 March 1998 and included the infamous car bomb explosion that destroyed much of the shopping centre of Omagh on the afternoon of Saturday, 15 August 1998 with the appalling consequence that twenty-nine members of the public, including a lady pregnant with twins which did not survive, were killed and hundreds of others were injured, many gravely, leaving permanent and widespread physical and psychological scars. The town centre was destroyed. This huge explosion was among the very worst of the numerous terrible events of that recent thirty–year violent period of Northern Ireland history sometimes euphemistically referred to as “the Troubles”. The prosecution contended, and there seems little doubt, that those responsible for all these incidents were so-called republicans who did not accept the implications of the Good Friday Agreement for the continuation of their terrorist campaign. I shall briefly describe each of the thirteen incidents and the charges relating to them against the accused.
