A number of recent ethnographies have turned their attention to the workings of state programs in middle-income countries (e.g. Baiocchi 2005; Sharma 2008; A. Gupta 2012; Auyero 2012), demonstrating both the micro-effects of state strategies for managing poverty on poor people and the ways in which state programs are produced outside the visible boundaries of “the state”—through NGOs and social movement organizations as well as transnational donors and research institutes. Yet, even as state programs are constituted through struggles over resources and representations within and outside the official agencies of the state, states also derive legitimacy from projecting themselves as cohesive rather than disaggregated, and as autonomous from society rather -

11.13 KARNATAKA 11.13.1 Introduction Karnataka, the seventh largest State of the country, with a geographical area of 1,91,791 sq km accounts for 5.83% of the geographical area of the country. The State is located in the south western region of India and lies between 11°30' N to 18°30' N latitudes and 74°00' E to 78°30' E longitudes and is bordered by Maharashtra and Goa in the North, Telangana and Andhra Pradesh in the east, Kerala & Tamil Nadu on the South and the Arabian Sea on the West. The State can be divided into two distinct physiographic regions viz the 'Malnad' or hilly region comprising Western Ghats and 'Maidan' or plain region comprising the inland plateau of varying heights. The average annual rainfall varies from 2,000 mm to 3,200 mm and the average annual temperature between 25°C and 35°C. The Western Ghats, which has an exceptionally high level of biological diversity and endemism, covers about 60% of forest area of the State. East flowing rivers in Karnataka mainly Cauvery & Krishna along with its tributaries drain into Bay of Bengal and west flowing rivers mainly Sharavathi & Kali drain into Arabian Sea. The State has 30 districts, amongst which 5 are tribal and 6 are hill districts. As per the 2011 census, Karnataka has a population of 61.13 million, which is 5.05% of India's population. The rural and urban populations constitute 61.43% and 38.57% respectively. Tribal population is 6.96% of the State's population. -

[email protected] Received 18 August 2008; Revised 29 November 2008; Accepted 11 December 2008 Abstract: The present work is aimed at assessing the water quality index (WQI) for the groundwater of Tumkur taluk. This has been determined by collecting groundwater samples and subjecting the samples to a comprehensive physicochemical analysis. For calculating the WQI, the following 12 parameters have been considered: pH, total hardness, calcium, magnesium, bicarbonate, chloride, nitrate, sulphate, total dissolved solids, iron, manganese and fluorides. The WQI for these samples ranges from 89.21 to 660.56. The high value of WQI has been found to be mainly from the higher values of iron, nitrate, total dissolved solids, hardness, fluorides, bicarbonate and manganese in the groundwater. The results of analyses have been used to suggest models for predicting water quality. The analysis reveals that the groundwater of the area needs some degree of treatment before consumption, and it also needs to be protected from the perils of contamination Keywords : Groundwater, Water quality standards, Water quality index, India Introduction Groundwater is used for domestic and industrial water supply and irrigation all over the world. -

Brief Note on Upper Bhadra Project
BRIEF NOTE ON UPPER BHADRA PROJECT Upper Bhadra Project is a major lift irrigation Scheme under implementation in the central region of Karnataka State. It envisages lifting upto17.40 TMC of water in first stage from Tunga river to existing Bhadra reservoir and lifting 29.90 TMC of water in second stage from Bhadra reservoir to Tunnel near Ajjampura, in Tungabhadra sub-basin of Krishna basin. After Tunnel, it is planned to irrigate an extent of 2,25,515 ha by micro irrigation in districts of Chikmagalur, Chitradurga, Tumkur and Davangere. The primary objective of the project is providing sustainable irrigation facility in khariff season and the other objective of the project is to recharge the ground water table and provide drinking water by filling 367 tanks in drought-prone taluks of the above said districts. PROGRESS OF CHENNAI-BENGALURU INDUSTRIAL CORRIDOR 970. DR. T. SUBBARAMI REDDY: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: (a) the details of progress of Chennai-Bengaluru Industrial Corridor (CBIC); (b) whether detailed master planning and engineering works for Krishnapatnam node of the corridor are finalized; (c) if so, the details thereof; (d) the status of development of Tumkur in Karnataka and Ponneri in Tamil Nadu for industrial development; and (e) by when Special Purpose Vehicle (SPV) will be created to grant functional autonomy and ensuring the projects move smoothly and without delay? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE & INDUSTRY (SHRI C.R. CHAUDHARY) (a) to (c): The institutional and financial structure for various Industrial Corridor Projects in the country including Chennai-Bengaluru Industrial Corridor (CBIC) project was approved by the Union Cabinet on 7th December, 2016. The Government is taking forward the development of CBIC Project in coordination with concerned State Governments. The process relating to detailed master planning and preliminary engineering has been initiated for the Krishnapatnam node identified in the state of Andhra Pradesh. (d) & (e): The process for selection of consultants for detailed master planning and preliminary engineering for Tumkur node in Karnataka and Ponneri node in Tamil Nadu has been initiated. The activities for formation of SPV for Krishnapatnam node in Andhra Pradesh have also been initiated. SPVs for Tumkur and Ponneri nodes will be incorporated after the land is made available by the concerned States and execution of Shareholder’s Agreement and State Support Agreement by them. -

Central Ground Water Board has decided to bring out district level ground water information booklets highlighting the ground water scenario, its resource potential, quality aspects, recharge – discharge relationship, etc., for all the districts of the country. As part of this, Central Ground Water Board, South Western Region, Bangalore, is preparing such booklets for all the 27 districts of Karnataka state, of which six of the districts fall under farmers’ distress category. The Bangalore urban district Ground Water Information Booklet has been prepared based on the information available and data collected from various state and central government organisations by several hydro-scientists of Central Ground Water Board with utmost care and dedication. This booklet has been prepared by Smt. Veena R Achutha , Assistant geophysicist, under the guidance of Dr. K.Md. Najeeb, Superintending Hydrogeologist, Central Ground Water Board, South Western Region, Bangalore. The figures were prepared by S/Sri. H.P.Jayaprakash, Scientist-C and K.Rajarajan, Assistant Hydrogeologist. The efforts of Report processing section in finalising and bringing out the report in this format are commendable. I take this opportunity to congratulate them for the diligent and careful compilation and observation in the form of this booklet, which will certainly serve as a guiding document for further work and help the planners, administrators, hydrogeologists and engineers to plan the water resources management in a better way in the district. -
