Introduction

At the launch of the Low Carbon Development Strategy (LCDS), on Monday 8th June, 2009, details of the consultation process were communicated to all stakeholders and a timeline of June to September, 2009 was outlined for this purpose. The future development of the LCDS was outlined with a clear, inclusive and transparent approach taken to sub-national consultations aimed at sensitizing the nation on the various aspects, implications and requirements of the Strategy and to receive feedback.

At the outset it was outlined that the long term success of the Low Carbon Development Strategy is dependent on the broad based, inclusive domestic support. Implementing the LCDS represents a transformation of Guyana’s economy and, therefore, receiving support for the LCDS from the people of Guyana and their representatives is planned to be done at a pace which enables the commitment of Guyana’s international partners to be made visible to the people of Guyana and, in turn, to allow Guyana to demonstrate its commitment to international partners.

Guyana’s Amerindians have jurisdiction over the forest in all their own titled lands. As such, the current form of the Strategy only includes Guyana’s State Forest Estate, and excludes forest lands under Amerindian jurisdiction. This is in accordance with the Government’s commitment to only include lands under Amerindian jurisdiction after communities have engaged in appropriate consultation to decide whether they wish their lands to be included.

In accordance with the Amerindian Act and international norms, a series of consultations have been planned to enable the participation of communities. The sub national consultations were held between 19th June and 15th July, 2009 in all Regions except regions 4 and 5.

His Excellency President Bharrat Jagdeo indicated at the national launch of the LCDS on the 8th June, 2009 that he will have further discussions with all Toshaos at the National Toshaos Council Meeting in July. In keeping with his promise President Bharrat Jagdeo made a presentation and gave updates on the Sub National consultations held throughout Guyana.

After the presentation all Toshaos had an opportunity to express the views of their communities relating to the Low Carbon Development Strategy. The complete list of representatives from the different communities present at the council meeting is listed in Appendix B and the feedback and comments are detailed in Appendix A. Some communities provided written statements of support for the LCDS and the letters are captured in Appendix C.

This report captures the discussion of the session, the key issues identified and suggestions and recommendations emanating from the discussions with the Toshao.

National Toshaos Council Meeting

Main Issues

1. It was noted that the demarcation process, including demarcation of proposed extension areas, is important to be addressed if land concerns are to be taken on board in the context of the LCDS. 2. The slow responses from MOAA after application for land titles are submitted. 3. An issue was raised as to how untitled lands and intended areas for extension will be treated in the Strategy. 4. Valuing the Forest: Concern about if the calculations for receiving money from the LCDS will be the same on Communal Forest and State Forest 5. Can the LCDS be apart of the primary curriculum? 6. Will an indigenous bank be needed for money received?

Suggestions and Recommendations

1. It was recommended that community leaders need to spend more time understanding and explaining the strategy to villagers. 2. It was recommended that the LCDS should also be translated in local Amerindian languages and there should also have a simplified version. 3. Reforestation of forested lands should also be considered e.g. using crab wood where benefits can be derived from the wood and fruits.

We commend and welcome the convening of this National Toshao’s Conference by the organizers The Government especially the Ministry of Amerindian Affairs.

Recognising that our lands are also being affected by climate change, impacts that threaten our way of life. We are committed to supporting a National Strategy that cultivates sustainable human development to reduce poverty, avoid deforestation and the destruction of our fragile forest and savannahs, one it ensures the equitable distribution of wealth through the wise use and management of our community’s Natural Resource.

We the residents of the Nappi Community in Region # 9 having discussed the draft document on the Low Carbon Development Strategy presented at St. Ignatius Benab.

We wish to express our support for the proposal that aims to protect and maintain the health of our standing forests especially recognizing and ensuring that these initiatives fully respect and ensure that these initiatives fully respects and secure our indigenous Rights and values, our Traditional Knowledge and practices.

We look forward to playing a significant and meaning role in this process concerning the national position and in contribution to the efforts related to REDD, Global warming and Climate Change.

As you have clearly stated that we the Amerindians have clearly stated that we the Amerindians have protected our forests for generations; This will still be protected for the future generations to come!

As we all realize that we are in a world of catastrophes, we have to give and take in what ever can lead in combating this hazards but we the villagers of Kumu is prepared for the expectations of the unexpected.

We are willing to part take in any decision you think is great for us by promoting economic development while at the same time combating climate change, we also look forward for job creating in the community by the government of Guyana, so that economic development can play a vital role in our indigenous communities by developing our communities and the whole of Guyana as we look for securing a brighter tomorrow.
