The Ministry of Transportation (MTO) has retained AECOM Canada Ltd. (AECOM) to undertake a Detail Design and Class Environmental Assessment (EA) Study for the improvements to the Queen Elizabeth Way (QEW) from east of Cawthra Road to west of Etobicoke Creek (refer to the Study Area map).

3 QUEEN ELIZABETH WAY IMPROVEMENTS FROM EAST OF CAWTHRA ROAD TO WEST OF ETOBICOKE CREEK Project Background

Previous Preliminary Design Study The MTO has undertaken a Preliminary Design and Class EA Study to examine the rehabilitation and improvement needs for the QEW from Evans Avenue to Cawthra Road. A Transportation Environmental Study Report (TESR) was prepared to document the study, including the key features of the Recommended Plan, and was made available for a 30-day public review period which ended February 16, 2016.

In late 2017, MTO informed the public that the proposed location of the Brentano Boulevard Stormwater Management (SWM) Pond had been moved to the QEW Dixie Road interchange loop as part of the proposed improvements. The relocation of the pond is meeting MOECC requirements and does not impact any additional properties or back onto residential homes.

On September 25th, 2017 the MOECC approved the TESR including the SWM Pond in the QEW Dixie Road interchange loop. The project received EA clearance and proceeded to Detail Design in 2017.

4 QUEEN ELIZABETH WAY IMPROVEMENTS FROM EAST OF CAWTHRA ROAD TO WEST OF ETOBICOKE CREEK Project Background

Following receiving approval to proceed with the Detail Design project for improvements to the Queen Elizabeth Way (QEW) from east of Cawthra Road to The East Mall, the project was split into two contracts.

A Public Information Centre was held on December 18, 2017 which introduced and discussed the overall project limits.

Contract 1: ➢ A Design and Construction Report (DCR #1) was prepared for Contract 1 along the QEW from east of Dixie Road to The East Mall in 2018. ➢ Construction of Contract 1 commenced in September 2018 and is anticipated to be completed in early 2022.

Contract 2: ➢ Covers the works along QEW from east of Cawthra Road to west of Etobicoke Creek and is the focus of this Public Information Centre.

This project is following the requirements for a Group “B” project under the MTO Class Environmental Assessment (EA) for Provincial Transportation Facilities (2000).

Design and Construction Report #2 (DCR #2) will be prepared for this project and made available for a 30-day public review period at the completion of the project which will document:

➢ Dixie Road will have: • 2 lanes of through traffic in each direction • Turning lanes as required at each intersection along Dixie Road • A Multi-Use Trail (MUT) along the west side of Dixie Road from Primate Drive southerly through the study limits to the newly relocated Dixie Outlet Mall South entrance

• The existing South Service Road west of Dixie Road will be shifted south and realigned to intersect with Dixie Road directly across from Rometown Drive • South Service Road east of Dixie Road (South Service Road Extension) will be realigned with the new QEW eastbound off-ramp, and terminate at Park Royal Boulevard • Existing residential and commercial driveways will be reconstructed as necessary, access will be maintained at all times • MiWay bus stops will be reinstated / relocated as required

• The existing North Service Road west of Dixie Road will be shifted south and realigned to intersect with Dixie Road directly across from the new QEW westbound off-ramp • 3.0 m to 3.5 m MUT on the north side, and 2 m sidewalks on the south side • The intersection of North Service Road and Brentano Boulevard will be eliminated once the new westbound off-ramp is open to traffic. • Existing residential and commercial driveways will be reconstructed as necessary, access will be maintained at all times • MiWay bus stops will be reinstated / relocated as required

13 QUEEN ELIZABETH WAY IMPROVEMENTS FROM EAST OF CAWTHRA ROAD TO WEST OF ETOBICOKE CREEK Proposed Brentano Blvd. Realignment

• The Brentano Blvd. cul-de-sac will be extended west/north, as the new access to existing Dixie Road residences between Sherway Drive and the North Service Road.

14 QUEEN ELIZABETH WAY IMPROVEMENTS FROM EAST OF CAWTHRA ROAD TO WEST OF ETOBICOKE CREEK Proposed Ogden Ave. Pedestrian Bridge Replacement

• The Ogden Avenue Pedestrian Bridge which extends over the South Service Road, QEW, and North Service Road will be fully replaced. • The Ogden Avenue Pedestrian Bridge is a City of Mississauga (City) asset, and as such MTO has worked in cooperation with the City during design. • The new Ogden Avenue Pedestrian Bridge will be replaced in the same alignment as the existing with the north ramp tower moved to the north. • The new Ogden Avenue Pedestrian Bridge will be a three-span bridge, with lighting and concrete ramps at both ends.

15 QUEEN ELIZABETH WAY IMPROVEMENTS FROM EAST OF CAWTHRA ROAD TO WEST OF ETOBICOKE CREEK Proposed Ogden Avenue Pedestrian Bridge Replacement • Temporary full closure of the Ogden Pedestrian Bridge will be necessary. • The replacement of the Ogden Pedestrian Bridge is anticipated to take place in the second year of construction (2023) and is anticipated to commence Mid-March 2023 for a period of 5.5 months with a target completion of the beginning of September 2023, such that the bridge is open to the public by the start of the 2023-2024 school year. • Measures have been put in place to accelerate construction and minimize impacts to the community in the vicinity. • There are ongoing discussion with the City of Mississauga and the School Board to develop a detour strategy and bus transportation agreement. • A set of full nighttime weekend closures of the QEW and Service Roads will be required for the removal of the existing bridge and installation of the new bridge. • MTO Construction Group will maintain communication with local stakeholders to provide updates in advance of and during construction.

16 QUEEN ELIZABETH WAY IMPROVEMENTS FROM EAST OF CAWTHRA ROAD TO WEST OF ETOBICOKE CREEK Active Transportation and Transit

• A 3.0 m MUT will be constructed on the west side of Dixie Road from the new Dixie Road / Dixie Outlet Mall South Entrance, across the new Dixie Road Bridge to Primate Road • An MUT will be constructed along the north side of the North Service Road. The MUT will be 3.0 m wide from just west of Westfield Road to Stanfield Road and 3.5 m from Stanfield Road to Dixie Road • Bicycle signals will be implemented along the intersections where the MUT crosses, and the new Dixie Road Bridge parapet walls will have bicycle height railing on both sides • The existing bike lanes on Dixie Road continue south of the Dixie Road / Dixie Outlet Mall South Entrance • MiWay bus stops will be reinstated / relocated as required • A dedicated bus lane from the Dixie Outlet Mall will be constructed as part of the new Dixie Road / South Service Road / Rometown Drive Intersection. • A bus lay-by lane will be constructed along Dixie Road, south of the South Service Road intersection

• Existing noise barriers (3 to 5 m in height) will be replaced with new 5 meter high noise barrier, or replaced to match the existing height where constrained by existing conditions • Construction of the new noise barrier will be sequenced such that new noise barrier is installed prior to the removal of the existing where possible. Elsewhere, the duration between the removal of existing and installation of new noise barrier will be minimized as much as possible

19 QUEEN ELIZABETH WAY IMPROVEMENTS FROM EAST OF CAWTHRA ROAD TO WEST OF ETOBICOKE CREEK Proposed Drainage Improvements

• Existing drainage structures and sewers will be adjusted, relocated, or replaced to accommodate a grade raise through the project limits • New storm sewer system west of Etobicoke Creek • Replacement and twining of Applewood Creek Culvert • Replacement of the culvert west of the Ogden Avenue Pedestrian Bridge • New Stormwater Management Ponds, within the future QEW / Dixie Road Interchange and enhanced grass swales

20 QUEEN ELIZABETH WAY IMPROVEMENTS FROM EAST OF CAWTHRA ROAD TO WEST OF ETOBICOKE CREEK Applewood Creek Culvert Replacement

• A new twin concrete box culvert will be constructed immediately west of the existing Applewood Creek Culvert • Once the twin culvert is built, flow will be diverted from the existing Applewood Creek Culvert to the east culvert. The second culvert will become active once the City of Mississauga expands the adjacent drainage network

22 QUEEN ELIZABETH WAY IMPROVEMENTS FROM EAST OF CAWTHRA ROAD TO WEST OF ETOBICOKE CREEK Watermain and Sanitary Sewer Works • Existing Watermain and Sanitary Sewers along Dixie Road, North Service Road, South Service Road and crossing the QEW will be impacted by the proposed works. • Relocation of impacted Watermain and Sanitary Sewers will take place as part of Contract 2. • Disruption to services will be minimized to the extent possible.

23 QUEEN ELIZABETH WAY IMPROVEMENTS FROM EAST OF CAWTHRA ROAD TO WEST OF ETOBICOKE CREEK Traffic Signals / Electrical Improvements Illumination: • Existing conventional illumination along the QEW will be replaced with new conventional LED lighting in the median, including conventional LED underpass illumination on the new Dixie Road Underpass. • Existing lighting on Dixie Road, North Service Road, and South Service Road within the project limits will be replaced with new lighting conforming to City of Mississauga or Region of Peel standards, as applicable. • The Ogden pedestrian Bridge will be illuminated.

Electrical/Advanced Traffic Management System (ATMS): • New ramp metering stations will be installed on the new Dixie Road on-ramps to eastbound QEW.

Existing ramp metering stations at Cawthra Road 26 QUEEN ELIZABETH WAY IMPROVEMENTS FROM EAST OF CAWTHRA ROAD TO WEST OF ETOBICOKE CREEK Advance Works The following works will be undertaken in advance of construction of Contract 2: • Vegetation clearing • Property demolition • New chain-link fences will also be installed throughout the project Limits • Advance Utility relocation works - Existing utilities along Dixie Road, the North Service Road, South Service Road and crossing the QEW will be impacted by the proposed works. • To accommodate construction, utility relocations commenced in August 2020 and it is anticipated to be completed in Spring 2022.

27 QUEEN ELIZABETH WAY IMPROVEMENTS FROM EAST OF CAWTHRA ROAD TO WEST OF ETOBICOKE CREEK Construction Staging Impacts Contract 2 construction is anticipated to commence in early 2022 and continue for five construction seasons. To accommodate traffic safety and allow efficient construction, staging/sequencing is suggested to facilitate operations. The contractor may propose to revise the suggested construction staging and sequencing plan, therefore it is subject to change. Construction laydown/storage areas • The lands within the future interchange will be utilized as primary construction laydown/storage area. • Contract 2 will not utilize the Brentano Blvd. field (area just east of North Service Road) as a laydown/storage area. The use of this field will be limited as a potential temporary project field office.

28 QUEEN ELIZABETH WAY IMPROVEMENTS FROM EAST OF CAWTHRA ROAD TO WEST OF ETOBICOKE CREEK Construction Staging Impacts

Impacts to Traffic • The temporary closure of the North Service Road eastbound lane, between Stanfield Road and Dixie Road, will be required to facilitate the construction of the sanitary sewer facilities, and construction of Applewood Creek Culvert. The westbound lane will remain operational. This restriction will be in place for approximately 8 months in the first year of Construction (2022). • Closure of Haig Boulevard at the South Service Road to accommodate the exit shaft of the new sanitary sewer crossing QEW. This restriction will be in place for approximately 4 months in the first year of Construction (2022). • Full closure of the Ogden Pedestrian Bridge will be necessary. Approximately March-September 2023. • One nighttime full closures of the QEW as well as the Service Roads to remove the existing Ogden Avenue Pedestrian Bridge (2023). • One nighttime full closure of the QEW and Service Roads, for the installation of the Ogden Avenue Pedestrian Bridge (2023). • One nighttime full closure of the QEW as well as the Service Roads to remove the existing Dixie Road Bridge (2024). • One weekend full closure of the westbound off-ramp in the third year of Construction (2024) to construct the tie-in of the new ramp over old Dixie Road. • The use of temporary bi-directional traffic signals on the North service Road, at Harvest Drive, are required to facilitate the construction of the Applewood Creek Culvert inlet connection. This restriction will be in place for approximately 3 months in the fourth year of Construction (2025). • The existing Dixie Bridge Underpass will remain open to Traffic while the new Bridge is constructed. • Work at all commercial entrances will be coordinated to take place during off-peak hours. Access to residencies and businesses will be maintained at all times.

Property Impacts: • MTO has tried to minimize property impacts as much as possible through the Preliminary Design Study as well as Detail Design. • All impacted property owners have been contacted by a Real Estate Officer from the Ministry of Transportation.

Permission to Enter and Construct: • Some stakeholders may have received a Permission to Entre and Construct (PTE&C) letter in September 2020. 34 QUEEN ELIZABETH WAY IMPROVEMENTS FROM EAST OF CAWTHRA ROAD TO WEST OF ETOBICOKE CREEK Environmental Impacts & Mitigation The following environmental factors have been assessed during the Detail Design to determine existing environmental conditions and to identify mitigation measures to minimize and/or address potential impacts associated with the proposed works.

Potential Impacts Summary of Key Mitigation Measures / Commitments to Future Work Natural Environment

Fish & Fish Habitat ▪ Applewood Creek Culvert is considered in-direct fish habitat due to the length that the culvert is buried, as well as intermittent flows the structure receives, however, it (Applewood Creek contributes to downstream direct fish habitat. Culvert) ▪ The creek is considered warmwater;therefore,works cannot occur in the water between April 1 and June 30 (of any year). ▪ Apply standard Erosion and Sediment Control (ESC) measures consistent with MTO Best Management Practices (BMP), Ontario Provincial Standards and Specifications (OPSS), Ministry of Transportation (MTO)/Department of Fisheries and Oceans Canada (DFO)/Ministry of Natural Resources and Forestry (MNRF) Protocol for Protecting Fish and Fish Habitat on Provincial TransportationUndertakings (2018). Terrestrial • There are no Areas of Natural or Scientific Interest (ANSI’s), EnvironmentallySensitive Areas (ESA’s), Provincially SignificantWetlands (PSW’s) or plant Species at Risk (SAR). (Vegetation) • Tree protection fence will be installed to protect vegetation (as required and where feasible), and vegetation removal will be kept to a minimum. • Scheduled vegetation removal is to occur outside of the breeding bird season (April 1 to August 31) to avoid disturbance to breeding birds and active nests. • Environmental inspection will be undertaken during construction to ensure that protection measures are implemented, maintained and repaired, and remedial measures are initiated where warranted.

Terrestrial • No Barn Swallow or other wildlife Species at Risk (SAR) were observed. Bat SAR assessments were carried out, no Bat SAR were identified. (Wildlife & Species at • Areas have been surveyed for nests prior to any vegetation clearing (including trees, shrubs and grasslands). Risk) • Migratory Birds will be protected during the breeding bird season (April 1 to August 31) to avoid disturbance per the Migratory Birds Convention Act (MBCA). • Structures (including bridges, light poles, etc.) will also be surveyed for nests prior to the start of construction activities. Landscaping • A Landscape Plan has been prepared for disturbed/impacted areas at the QEW / Dixie Road Interchange. Groundwater • A Category 3 Permits to Take Water (PTTW) is anticipated for Contract 2 during construction. A PTTW Application will be submitted to the Ministry of the Environment, Conservation and Parks (MECP),for review and approval.

Potential Impacts Summary of Key Mitigation Measures / Commitments to Future Work Drainage The following works will be undertaken to mitigate drainage impacts: ▪ Stormwater Management (SWM) Ponds will be implemented to store, treat and gradually release stormwater into receiving watercourses or downstream systems, where feasible. ▪ The ApplewoodCreek Culvert crossing the QEW west of Dixie Road will be fully replaced. The culvert west of Ogden Pedestrian Bridge will also be replaced. ▪ Storm sewer replacement will take place along the QEW, and watermain and sanitary works will be undertaken. Erosion and Sediment ▪ To minimize the potential for erosion to newly exposed slopes and ground surfaces, standard mitigation measures will be applied as required (e.g. silt fence, seed and Control mulch, sod, erosion control blanket). Socio-Economic Environment

Noise ▪ A Notice of Work will be submitted to the City of Mississauga prior to construction. ▪ Replacement of noise barriers. Air Quality ▪ Air quality during construction may be affected with dust impacts from heavy construction equipment. Provisions to minimize potential temporary impacts during construction include following best management practices such as dust suppression and periodic watering, as required. Archaeology ▪ Archeology assessments have been undertaken and lands are clear of archaeological potential. The Ontario Ministry of Heritage, Sport, Tourism and Cultural Industries (MHSTCI) will be notified should archaeological material be found during construction activities. Built Heritage ▪ A Built Heritage Assessmentwas undertaken. ▪ One Heritage Impact Assessment near Dixie Road has been completed on one property. The property is considered to have local cultural heritage value or interest. Mitigation measures such as vegetation screening will be considered. Technical Considerations

Traffic During ▪ Minimize duration of ramp/lane/auxiliary lane closures during construction as much as possible. Construction ▪ Advance signage will notify motorists of construction impacts to traffic. Utilities ▪ Relocation strategies will be developed for utilities impacted by the proposed works. ▪ Discussions with utility companies will be ongoing.
