Jamestown Mall Public Engagement Summary Report - Prepared by Vector Communications 3 PROJECT BACKGROUND For more than forty years, the enclosed 148-acre shopping mall in North St. Louis County known as Jamestown Mall was a shopping mecca. However, due to shoppers’ changing buying habits, the recession, and the rise of new area shopping plazas closer to interstates, the mall shut its doors in July 2014.

St. Louis County officials have been working to acquire all the land at Jamestown Mall to attract private developers and to spur redevelopment of the site. The site is both an eyesore and a public safety hazard. Revitalizing Jamestown Mall is a priority for St. Louis County officials. As part of their redevelopment efforts, County officials wanted to learn from residents and business owners in the Jamestown Mall area what are the most important factors they think should be considered when redeveloping the site. To solicit input, County officials hosted a public open house.

PUBLIC OUTREACH OVERVIEW The public was invited to attend a public open house on Monday, November 27, 2017 from 4:30 p.m. to 7:30 p.m. at Christian Hospital. Nearly 1,490 residences and businesses within one mile of the Jamestown Mall site received a postcard in the mail announcing the open house. The Open House was also advertised on St. Louis County’s website and social media accounts and in traditional media outlets. Below are more details about each advertising outlet.

Website • St. Louis County launched a website on May 16, 2017, to share information about the Jamestown Mall project. Members of the public can sign up for project updates and share their ideas for redeveloping the site. The website is located at https://www.stlouisco.com/jamestown • Anyone who subscribed to the Jamestown Mall website receives the latest information regarding the project, including the announcement of the November public open house. • The information that was presented at the open house was uploaded to the website so those who were unable to attend could view the information and complete an online comment form. Facebook • Articles published about the Jamestown Mall project were uploaded to the Saint Louis County Facebook page: https://www.facebook.com/stlouisco/ • A link to the Jamestown Mall Project website was posted on the St. Louis County Facebook page. • A Facebook event page was created to promote the Jamestown Mall Project Open House at https://www.facebook.com/events/360382004402149/

Jamestown Mall Public Engagement Summary Report - Prepared by Vector Communications 4 Twitter • The St. Louis County twitter account (@SaintLouCo) was used to share articles about the Jamestown Mall project. • In the days leading up to the open house event, the account was used to release approximately 10 tweets daily to encourage attendance. Other Media The public open house was also promoted through earned media stories:

• St. Louis County released an official press release about the public open house on November 24, 2017. See Appendix A. • St. Louis County Executive Steve Stenger participated in a KMOV-TV interview on November 26, 2017. • St. Louis County Executive Steve Stenger appeared on the KTVI Fox 2 morning show on November 27, 2017 about the Jamestown Mall Project. • Several media outlets, including KTVI Fox 2, KMOV- TV, KSDK/Newchannel 5, KMOX Radio and the St. Louis American covered the Open House event. The picture to the right shows the front page above the fold story about the open house in the St. Louis American.

ENGAGEMENT RESULTS The open house provided the public updates on the Jamestown Mall redevelopment project. The 372 attendees participated in a self-guided tour of informational display boards and watched a video about the current state and vision for redeveloping the site. The station guides provided and the boards that were shown at the open house can be found in Appendix B1 and B2, respectively. All attendees were asked to sign in and provide an address, affiliations, and zip code. Open House attendees represented 22 zip codes. Approximately sixty-six percent (66%) of survey respondents reported living in the Old Jamestown neighborhood and in the municipalities of Florissant and Black Jack. The complete list of open house attendee zip codes can be found in Appendix C1.

Attendees were asked to complete a written comment form at the open house or an online comment form using iPads set up in the comment area. See the comment form in Appendix B3. The comment form asked respondents to identify their top three priorities for the Jamestown Mall site. Attendees completed 270 surveys. Of the 214 survey respondents who shared demographic information, 205 self-identified as Resident, 36 as Business Owner, and 19 as Other (See Figure 1). Some respondents self-identified in multiple categories. See Appendix C2 for a complete list of survey respondents’ zip codes.

COMMENT FORM RESPONSES The comment form asked respondents to select what they think are the three most important factors that should be considered in redeveloping the Jamestown Mall site out of the ten that were listed. Respondents most often selected “Job creation for North County residents” as a top- three priority. They also identified “Site use” and “Tax revenue generation,” respectively, as the other top-three important factors. Table 1 lists the ten factors and the number of respondents who selected each one.

Some commented on similar redevelopment aspects and identified similar priorities. Thus, comment form responses have been organized into six general categories: mixed use, entertainment, housing, food, retail and services, and general comments. A tally of the comments made on various topics related to the project is provided in Table 2. Representative verbatim comments for each category are also provided. But minority participation in construction and jobs are key. WEBSITE COMMENTS To provide a single place where residents could get the latest and factual information about the Jamestown Mall site, County officials established a special project microsite within the St. Louis County’s website: www.stlouisco.com/jamestownmall. The site provides information about the history of Jamestown Mall since it closed along with pictures of what it currently looks like. Additionally, the site houses all the press releases that have been written about the project. Most importantly the site provides a place where visitors can sign up to receive project email updates and submit their ideas for the mall site’s future use. Most people who visit the site solely wanted to sign up for project updates. A tally of the online comments that were made on various topics related to the Jamestown Mall redevelopment project is provided in Table 3. Similar to the open house comments, most people want the site to include entertainment options and housing but only if it is for seniors. This might be greenhouse, small farming plots, test centers. This is a low density commercial or light industrial use consistent with the nature of the area which still has beautiful open spaces as the 2011 study pointed out. I believe high traffic uses like distribution centers should be avoided since this far north corner of

These areas are doing well.” • “While I would like to see the site remediated and returned to a more natural state as a park I realize the idea is to get it back to a tax generating state. I think the best way to do this would be something similar to the New Town development in St Charles where you have housing built around a Town square commercial area. The commercial area would include shops that provide services to the nearby residents and the housing should include a mix of reasonably priced homes and apartments instead of the large higher priced houses that are built in the new subdivisions.” • “Would like to see mixed use facility. Ideas for a large space: banquet center, farmer's market, bank, cafes, bookstore, artisan shops, a micro-brewery that can be toured.” • “I would like to see a mixture of offerings at the Jamestown Mall site. CONCLUSION The Jamestown Mall public open house provided an opportunity for residents and business owners to give their input regarding the site’s future. Attendees overwhelmingly chose three factors that they think County officials should focus on when seeking proposals from potential developers and deciding how to redevelop the site. These factors are: job creation, site use (business, residential or mixed-use) and tax revenue generation. Additionally, open house attendees, as well as people who left comments on the project’s website, want to see entertainment options and access to amenities currently unavailable in their area.

The input gathered from engagement participants will help inform County officials as they move forward with the site’s redevelopment. The community is interested in the outcome of the Jamestown Mall project and respondents expressed gratitude for having had the opportunity to share their thoughts, comments and concerns through this public engagement process.

St. Louis County Executive Announces Ja mestown Open House

Clayton, Mo – (November 14 , 2017) – St. Louis County Executive Steve Stenger is inviting all interested parties to attend an Informational Open House regarding the future of the Jamestown Mall site on Monday, November 27, from 4:30 p.m. to 7:30 p.m. at Christian Hospital’s Northeast Campus. This meeting will allow residents and stakeholders to get the latest news on the project, share their thoughts about the mall property and learn about next steps.

“Since I came into office in 2015, returning this property to productive use has been a top priority,” County Executive Stenger said. “I encourage anyone who is interested in this project to attend the open house and provide input on the future of the former Jamestown Mall site.”

The St. Louis County Port Authority recently contracted to purchase the final two parcels of Jamestown Mall. With this agreement, St. Louis County now has control of the entire mall site. At the urging of the County Executive, the St. Louis County Port Authority had previously purchased the majority of the mall site property.

The final sales will close in late December, but the County is actively taking steps to move closer to redevelopment. Currently, hazardous waste and other materials are being cleared from the Jamestown site in preparation of demolition. “This process began in 2015 when I met with the mall property owners in New York City,” County Executive Stenger said. “The open house is a demonstration of continued progress toward our goal: making this property an important contributor once again to North County’s economy.”

The Open House Survey respondents’ comments often address various aspects related to the Jamestown Mall site’s redevelopment so some comments appear in multiple categories.

Appendix D1. General Comments These comments express the communities desire for the redevelopment to advance and positively affect their community. Create Jobs/Training • - I believe the community would benefit from workforce development to increase jobs -Our community would also benefit from a newly built police station for monitoring/safety precautions for the new property being built. -Please no more residential property where unless it is a revenue based community center with youth/family acitivites • Most important will be for a lay person with a great idea to have a opportunity to submit a proposal and have it considered seriously. Although I may not yet have a developer but I am willing to be paired with a serious developer, hospital, and/or organization that will allow myself to develop and run an affordable 3 mi facility of our babyboomer generation. The care of all who will (illegible) and become employees in the facilities. This should generate employment and a decent yet stable economic income for all. • Put a Nebraska furniture mart there if the site is big enough. Then you will will be able to hire at least 1,100 full time people for nebraska furniture mart. Neraska furniture mart sells everything for your home. Look them up on the internet • "Community" is the word that comes to mind. In the absence of the mall, a community hub is lost that served the major demographics of the area ( age, income, etc). A sort of community center targeting Generation Z( 14-24) could serve as a focal point of employment, enjoyment, and community engagement that would inject life, income, and traffic into the area. The senior community, which is the largest age group (50-60) could serve as mentorship group, while Gen Z could pass their information and efforts to younger children at this hub. It could also provide a needed opportunity to keep "NOCO" dollars circulating in North County. • We need new revenue building in this area. -Need to demolished and check for regarding sinkholes and infrastructure upgrades. NO Tif's -Very important to allow creative revenue companies to build here, national chains, local, Ex Costco, Trader Joes, Micro Brewery, local artisans, Job developmental for local residency, Senior housing • I have lived in North County for many years. I would like the county to develop Jamestown Mall into many job opportunities for the people of North County. The land could be used for commercial business, residential living and opportunity for the elderly to live. • We need more businesses, restaurants, and jobs for the community. Retirement homes and condos or upscale apartments. • I am not sure what business or businesses would be successful, but I am positive that businesses are needed. A major camp any lead quarter or several smaller ones would bring in tax revenue and expand employment. Im not against training center but I think thats not all thats needed. I am for a senior living project (upscale!) with shopping and entertainment included! • I feel the space should be utilized for jobs for area residents. Small businesses could also benefit from this location. Anchor stores are needed, not just trendy stores. Stores that would have some longevity. Public safety is also a huge concern.

Also recreation center could include a water park, walking path or skating ring. We no longer have any retail shops in north county. Bringing back some retail businesses. I know we have Sam`s but maybe a Costco. Would bring jobs to the area. Would like to definitely keep the green space and common ground that many of us enjoy as well as watching the deer. • I strongly believe that tourism would generate tax revenue, job creation and workforce training and absolutely beautify this area, not to mention make it safe. I suggest we offer Disney or Great Wolf Lodge or another marketable company an offer to create a year-round resort at the location. By design, other retail restaurants, hotels and possible residents developers would be interest in the neighboring areas for their businesses. • Community based development for the "whole person, Basic - grocery (ie costco) recreation (ie recreation center) clothing/shoes (ie retail) education (ie job training) and everything or anything that will keep revenue in the city and boost the real estate prices. We need better transportation, a better flow for n already (illegible) area on Lindbergh. No more residential needed!@ • I believe their has to be an inovative approach to the space creating a theme park setting will not only provide jobs for those that are looking for employment in the ages of 16-24 that would be able to work at this attraction • I firmly believe that we need no more retail in this area some sort of logistics facility or job training would be ideal proximity to Alton and surrounding areas. In Illinois should be factored in vacancies at cross keys will tell you no more retail! • Propose a plan for development of affordable senior living, skilled nursing facility for diverse populations. A non-religious affiliation. Would not use all of the land (illegible) would leave room for multi use development. This facility would generate potentially 600 plus jobs for the community. With many of the residents in the area being baby boomers this type of facility is needed. There are also many healthcare workers who live in this area and this would be convenient for them.

Retain/Generate Revenue

• I would like a farmers market, safe walking trails and a community garden. -A small family type arena would generate tax revenue. -senior living area with doctor offices -A development of restaurant and a movie theatre. • As a 50 year resident of North County, I have been waiting for almost 10 years for development of this area. It is a prime location, with access to major highways, such as highways 67, 367, 270, 170, and I-70. A mixed use project with green space would be ideal to bring tax revenue and jobs to North County. Simply building more homes without businesses and places to shop is COUNTER - PRODUCTIVE! Any thoughts of Costco as a centerpiece, with creative development surrounding it? • We need a usage that is economically viable, something that generates tax dollars other than consuming them. With the number of empty homes and depressed home prices it doesn't look like housing is viable. The decline of the Hazelwood School District ratings is encourages families to go elsewhere. • I am not sure what business or businesses would be successful, but I am positive that businesses are needed. I would like to see this area become a vibrant piece of property to which north county residents can be proud of, which would also attract citizens from other communities for revenue. • "Community" is the word that comes to mind. In the absence of the mall, a community hub is lost that served the major demographics of the area ( age, income, etc). A sort of community center targeting Generation Z( 14-24) could serve as a focal point of employment, enjoyment, and community engagement that would inject life, income, and traffic into the area. The senior community, which is the largest age group (50-60) could serve as mentorship group, while Gen Z could pass their information and efforts to younger children at this hub. It could also provide a needed opportunity to keep "NOCO" dollars circulating in North County. • North County needs a revenue generator like Costco that will bring the money in from north county, north city, and Illinois because of the juncture of US 67 and MO 367. But minority participation in construction and jobs are key. This area definitely lacks a tax revenue generator. • Business, lux apartments, restaurants, healthy farmers market. The same such of South/West County. Our dollars need to remain in North County in order to sustain, (illegible) (illegible) our schools - improvements. • The RFPs MUST include minority (specific black companies). This is a predominately black community. In example: McBride Homes is building homes in Behlmann Farms subdivision that's predominately black and they do not have a black person on the construction crew, hired companies etc. Unacceptable! Tonight we did not see a black representation. Please include a recreation center for out youth that will also teach our youth. • Professional bldgs, tax revenue generation, infrastructure upgrades (stop (illegible), water, (illegible), no pay day loans. No dollar stores. upscale restaurants, public safety, green space, walking trails. • We need new revenue building in this area. -Need to demolished and check for regarding sinkholes and infrastructure upgrades. NO Tif's -Very important to allow creative revenue companies to build here, national chains, local, Ex Costco, Trader Joes, Micro Brewery, local artisans, Job developmental for local residency, Senior housing • As a lifetime resident of the area, I request that the 1 land not be used for residential property. Residential properties have not been selling and there are already too many vacant houses. This property should be used for businesses (warehouse or manufacturing and possibly a large retail store such as Kohls or Sears) 3 no small shops - its location is too far out of the way of traffic 4 tax revenue; area needs tax revenue 5 keep in min internet use for online shopping leaving vacant brick and mortar stores.

Or should I say the lack of education that was shown on the board. North County has and always will have educated family that want the best for our community.

• We would like businesses that support our communities and boost our property value.

• I was born and raised on the adjacent property 64 years ago. We farmed this land, 9 siblings and my parents. I would like to see this area become a vibrant piece of property to which

I would also like the Police Dept. from 367 to move over there. • No apartment they generate school, children, and overload the school system No hazardous material which would force the fire dept. to buy new equipment • NO SUBSIDIZED HOUSING I think north county could reach out to online and college/universities to build satellite campuses. • The mall can be use as mixed-use, where there will be different services- incorporated with what the mall has being used for for example, schools, day care. The sub-shop should be affordable to encourage retailer. Consider the people that would be patronizing the mall. Their incomes and the various kind of services the people need. • Would like to see small manufacturing or a shipping company built on the site. Also retail stores that would be affordable for middle class families. • The locations (development) must be designed with consideration of existing residents whose middle and upper middle incomes support high quality service and product providers - Consider market to attract young working/professionals to purchase homes - Businesses including restaurants, arts/entertainment/recreation

Include Minority Contractors

• The RFPs MUST include minority (specific black companies). This is a predominately black community. In example: McBride Homes is building homes in Behlmann Farms subdivision that's predominately black and they do not have a black person on the construction crew, hired companies etc. Unacceptable! Tonight we did not see a black representation. Please inform • North County needs a revenue generator like Costco that will bring the money in from north county, north city, and Illinois because of the juncture of US 67 and MO 367. But minority participation in construction and jobs are key. This area definitely lacks a tax revenue generator. • Critical to have (illegible) minority business environment in all stages of planning, design, and construction.

Where's Stenger? Where's Rochelle Gray?

Bring Community Closer

• "Community" is the word that comes to mind. In the absence of the mall, a community hub is lost that served the major demographics of the area ( age, income, etc). A sort of community center targeting Generation Z( 14-24) could serve as a focal point of employment, enjoyment, and community engagement that would inject life, income, and traffic into the area. The senior community, which is the largest age group (50-60) could serve as mentorship group, while Gen Z could pass their information and efforts to younger children at this hub. It could also provide a needed opportunity to keep "NOCO" dollars circulating in North County. • It is critical that some visible outcome is achieved there is real danger of losing all community trust (illegible) the make-up-(illegible) hope that the site helps to generate a sense of community in NOCO perhaps a "destination: for families such as kids zone, an attraction for seniors.

• As a 50 year resident of North County, I have been waiting for almost 10 years for development of this area. It is a prime location, with access to major highways, such as highways 67, 367, 270, 170, and I-70. A mixed use project with green space would be ideal to bring tax revenue and jobs to North County. Simply building more homes without businesses and places to shop is COUNTER - PRODUCTIVE! Any thoughts of Costco as a centerpiece, with creative development surrounding it?

• The labor force density and proximity to school district suggests a development focus on technology and trade. HG Tech is growing and St. Louis is recognized as a leader. Tech stratup and HS Tech with grren space. Not Retail

• "Attached two pages additional comment sheets." Suggestion for use of Jamestown Mall site. High end camp grounds with large wooded campsites similar to those maintained by the Army Corps of Engineers in the Mark Twain Lake area. With a variety of utilities available for large RVs, smaller campers and tents. Have an outdoor pool, maybe an indoor pool, bike traila, horseback riding trails (there are stables in the ares), hiking trails, well appointed showers and laundry rooms, game room, perhaps a theater. Could include rustic cabins. Would be close to the Confluence wildlife sanctuary, Bissel Mansion, the Great River Road in Illinois, Historic Alton, Grafton, Historic Florissant, Historic St. Charles, Forest Park, Raging Rivers Waterpark. Not far from downtown St. Louis arch grounds etc.

It would bring in people who want to camp, enjoy the outdoors, but be close to stores and to St. Louis city, and historic areas.

Anither possibility is an indoor and outdoor farmer's market. DO NOT WANT a casino, strip mall, bar, liquor store, apt. complex.

My suggestion incrementally remove the asphalt and "improvements". Improve drainage and take site back to green space. Don't blind businesses or homes just so we can watch them stay empty and deteriorate or J. Mall is currently doing; more building is not the answer unless it houses structures that support parks, fitness trails/hiking trails, dog parks or green areas.

The senior community, which is the largest age group (50-60) could serve as mentorship group, while Gen Z could pass their information and efforts to younger children at this hub. It could also provide a needed opportunity to keep "NOCO" dollars circulating in North County."

In example: McBride Homes is building homes in Behlmann Farms subdivision that's predominately black and they do not have a black person on the construction crew, hired companies etc. Unacceptable! Multi-purpose - amphitheater, convention space, retail space and some residential create an opportunity to keep our retail dollars in this community so we dont have to travel to St. Charles to go shopping. The amphitheater and convention halls will attract other business to the community to spend their money. 1. How do I become part of the Port Authority? 2. Who is the real estate company that will handle the real estate sale/leases? 3. Will there be grants offered to have businesses on site? 4. Where did the statistics come from? 5. Who is the marketing company that marketed this event and future information? Please include a recreation center for out youth that will also teach our youth.

• I live 2.4 miles north of the mall on 4 acres that includes a sinkhole! we have lived there for 12 years and do not plan on leaving. no more houses are needed in n. county, we have plenty now and nobody wants to build here. A costco would be really nice!

• Mark value housing. No subsidized housing! Costco would be good the other costcos are 30 miles away. South and West retail or sporting sites like West County. Bring North County to the 21st century,

• I do not want to see any low income apartments or houses. Please develop market rate apartments or houses. BLOCK LOW INCOME RESIDENTIAL HOUSINGS

• This was a beautiful parcel of land before J. Mall was built pasture land and ag me. People are not moving to N. County, businesses are not moving to N. County. Your own statistics cite empty homes; empty stores fronts are obvious (e.g. former Barnes and Noble, empty 3 years, in shoppes of cross (illegible). My suggestion incrementally remove the asphalt and "improvements". Improve drainage and take site back to green space. Don't blind businesses or homes just so we can watch them stay empty and deteriorate or J. Mall is currently doing; more building is not the answer unless it houses structures that support parks, fitness trails/hiking trails, dog parks or green areas.

• No subsidized housing (Hud) (illegible) housing has already taken a hit and we can not afford another one and (illegible) like something like Nothwest Plaza - but we would need a Menards, Q-Trip, and (illegible) building. I would also like the Police Dept. from 367 to move over there.

• The last thing we need is additional subsidized housing-since we live in the small subdivision next to Jamestown that is a major concern. Senior housing many times leads to more crime. Our main concern is if the county is unable to take care of/address the existing problem properties how can we trust they will be able to manage and make sure whatever is built is finished correctly. Remember the small subdivision.

• Since North County has the highest density of section 8 housing, no more section 8 housing for this site. save the art work in the mall i.e. sculptures no low income housing!

• Section 8 or low income housing should not be considered for this site. Low density housing is much preferable to high density housing.

• The area should be developed for more business high enough pay to be sustained. Not to be develope for residential. We need to bring big businesses to this area.

• Need something new to the area. Don't steal business from cross keys. Lite industrial. Still too many unsold homes in area. Apartments have been fought in the past because North County had a higher percentage than rest of St. Louis County and it hurts schools. Maybe like Riverport which is a mix of office space and retail. Have other area as park or farm land that cannot support large buildings.

• As a lifetime resident of the area, I request that the 1 land not be used for residential property. Residential properties have not been selling and there are already too many vacant houses. Would be close to the Confluence wildlife sanctuary, Bissel Mansion, the Great River Road in Illinois, Historic Alton, Grafton, Historic Florissant, Historic St. Charles, Forest Park, Raging Rivers Waterpark. Not far from downtown St. Louis arch grounds etc.

It would bring in people who want to camp, enjoy the outdoors, but be close to stores and to St. Louis city, and historic areas.

Anither possibility is an indoor and outdoor farmer's market. DO NOT WANT a casino, strip mall, bar, liquor store, apt. complex.

The residents especially the elderly have to drive (illegible) transportation to mall 50m or more miles west (illegible) of north county our tax dollars should stay in north county. no more residential areas are needed.

Why would developers want to build in an area that they are unsure they can get a return on their investments? Must make the people feel safe Try and focus on > 5mi w/n Jamestown Mall. I live in North Co and shop outside of my radius b/c certain stores arent north. If you expand the radius, you can atract other people from other surrounding areas n North co to shop, eat, etc.

• I think about the senior citizens that can not drive long distance to a shopping mall. I know there will not be another mall but it would be nice if you had stores that they could go shopping in. Maybe a stand alone sears or JC Pennys to be one of the stores. Please think about that.

• This site would be great for store front shops. Outdoor mall shopping for residents esamples of store fronts are Owasso OK. They developed two areas with a main store and add in smaller shops that would add value to the area. Also allow resident to add tax revenue to their area.

It bothers me that in St. Louis, having a mall is part of the systemic oppression. When the areas diversity population goes up, having a mall is no longer an option and we are made to drive out of our way to shop. Malls are moving further west. I will shop online if out of my proximity.

• Would like to see small manufacturing or a shipping company built on the site. Also retail stores that would be affordable for middle class families.

• North County needs a revenue generator like Costco that will bring the money in from north county, north city, and Illinois because of the juncture of US 67 and MO 367. But minority participation in construction and jobs are key. This area definitely lacks a tax revenue generator.

• I feel the space should be utilized for jobs for area residents. Small businesses could also benefit from this location. Anchor stores are needed, not just trendy stores. Stores that would have some longevity. Public safety is also a huge concern.

Possible a winery restaurant like Coopers Hawk. Upscale destination. Is what this area needs. We leave to go to Chesterfield, Clayton, Town and Country to spend money, why not provide options to spend in North County?

• Would like to see a park and Community Center. There are still a lot of seniors that live in the area and we must pay out of area fees to use any Florissant recreation facility. Also it would benefit the younger families. Also recreation center could include a water park, walking path or skating ring. We no longer have any retail shops in north county. Bringing back some retail businesses. I know we have Sam`s but maybe a Costco. Would bring jobs to the area. Would like to definitely keep the green space and common ground that many of us enjoy as well as watching the deer.

My suggestion incrementally remove the asphalt and "improvements". Improve drainage and take site back to green space. Mall is currently doing; more building is not the answer unless it houses structures that support parks, fitness trails/hiking trails, dog parks or green areas.

Would be close to the Confluence wildlife sanctuary, Bissel Mansion, the Great River Road in Illinois, Historic Alton, Grafton, Historic Florissant, Historic St. Charles, Forest Park, Raging Rivers Waterpark. Not far from downtown St. Louis arch grounds etc.

Lets get started now. Our property values are steadily declining and bring in the Hazelwood School superintendent.

• The mall can be use as mixed-use, where there will be different services- incorporated with what the mall has being used for for example, schools, day care. The sub-shop should be affordable to encourage retailer. Consider the people that would be patronizing the mall. Their incomes and the various kind of services the people need.

• Propose a plan for development of affordable senior living, skilled nursing facility for diverse populations. A non-religious affiliation. Would not use all of the land (illegible) would leave room for multi use development. This facility would generate potentially 600 plus jobs for the community. With many of the residents in the area being baby boomers this type of facility is needed. There are also many healthcare workers who live in this area and this would be convenient for them.

• I would like to see mixed use development on this sight. Especially retail and family friendly development for the area.

• The RFPs MUST include minority (specific black companies). This is a predominately black community. In example: McBride Homes is building homes in Behlmann Farms subdivision that's predominately black and they do not have a black person on the construction crew, hired companies etc. Unacceptable! Tonight we did not see a black representation. Multi-purpose - amphitheater, convention space, retail space and some residential create an opportunity to keep our retail dollars in this community so we dont have to travel to St. Charles to go shopping. The amphitheater and convention halls will attract other business to the community to spend their money. 1. How do I become part of the Port Authority? 2. Who is the real estate company that will handle the real estate sale/leases? 3. Will there be grants offered to have businesses on site? 4. Where did the statistics come from? 5. Who is the marketing company that marketed this event and future information? Please include a recreation center for out youth that will also teach our youth.

• Any development there needs to be innovative, to support economic development, while also stabilizing North County. I'd like to see mixed-use that incorporates the ARTs cultural opportunities and would attract more young professionals to the area.

• After attending the first meeting, we discussed a multi-business site as opposed to traditional mall setting. Some businesses that I would like to see on site would be hotel, hospital (urgent care), Gold gym or YMCA (relocation from W. Florissant), Costco (no walmart or dollar stores) and other businesses. Lets get started now. Our property values are steadily declining and bring in the Hazelwood School superintendent.

We want senior residences, a mixed-use complex! "This" was such a disappointment!!! A mixed-use pedestrian friendly complex like at the Branson Landing would be ideal for Jamestown Mall. Where's Stenger? Where's Rochelle Gray?

• "Prefer mixed use development. Residential single family homes, condominiums, senior housing, similar to riverwood peace; Commercial property is important, need services for the area. Mall owner let it go down, lack of utilities and improvement were a lounge factor. Northwest plaza redevelopment is a great use of outdoor spaces.

• I would like to see senior villas or connect homes for senior living. Residential or mixed use. Senior living is a must.

• The North County area has no fine dining or boutique shopping. Wholesale Clubs

• North County needs a revenue generator like Costco that will bring the money in from north county, north city, and Illinois because of the juncture of US 67 and MO 367. But minority participation in construction and jobs are key. This area definitely lacks a tax revenue generator.

• Community based development for the "whole person, Basic - grocery (ie costco) recreation (ie recreation center) clothing/shoes (ie retail) education (ie job training) and everything or anything that will keep revenue in the city and boost the real estate prices. We need better transportation, a better flow for n already (illegible) area on Lindbergh. No more residential needed!@

• I live 2.4 miles north of the mall on 4 acres that includes a sinkhole! we have lived there for 12 years and do not plan on leaving. no more houses are needed in n. county, we have plenty now and nobody wants to build here. A costco would be really nice!

Anything. As a Florissant native, this mall holds major nostalgic value for me. As a Florissant resident for 60 years I am most interested in the re-purposing of the Jamestown Mall land into a useful property! Author of "Old Jamestown Across the Ages: Highlights and Stories of Old Jamestown, Missouri." Lived on Old Jamestown Road until 2012. Been waiting on a long time for something to happen!!! How about adding the Metro-Link to the project! They added trolley tracks in the loop for a trolley not yet running!! Make it happen at Jamestown along with the other (talked about) things to happen from the past!!! From past to present project!!!! I am so happy this is being taken over and there are plans to make this eyesore into something prosperous. I do miss the mall it was very nice in it's prime and I was hopeful that it would stay around . I am very concerned about the future use for the Jamestown Mall property. Yes, this eyesore must be removed I am very interested in Jamestown s future I AM VERY SAD ABOUT THIS MALL. I HAD A LOT OF GREAT TIMES THERE I am willing to serve on citizen committee. I basically grew up inside that mall. It hurts to see it so shabby. I remember the fountains and sculptures so well- please save them! I feel that if this had of been in a white neighborhood it would have been taken care of long ago (re-development) I grew up in north county and lived about 2 miles form the mall on old Jamestown Rd. The best job I ever had was at Sears. I truly hate to see the mall looking the way it does. It truly is sad and I do hope that something can be done very soon. North County deserves better! I grew up near Jamestown mall and still have family in the are in the area. Looking forward to seeing what happens with the property. I have ideas on what we could do with the mall or area the mall resides in. Would love to have input or be involved.

I was so disappointed with the decline of the Mall and then the final closing. I wish this could one day become a community assess again, like Northwest Plaza. I did major amounts of ACM inspection on Crestwood Mall and and believe I can assist the company that won the award. I hope that the plans are moving forward for that once beautiful mall. I shopped there for 25 years. I miss having a Dillard's and Macy's in the area. I live in the area and would be interested in see what could be done to improve Jamestown Mall. It is making out neighborhood look run down. I live not a mile away from this area, Baucom's services did the memorial for my sister back in 2013, the mall was a mess than and is still a mess. When is the demolition going to happen, and the new plan started? I'VE. attended all the meetings in the pass under our previous county executive, all come to in action. Northwest Plaza was not allowed to sit derelict for too long after closing their anchor stores and is now vibrant again and providing resources for that community and school district. I would like to know the reason why Jamestown, at the very least, can't be torn down. This looks intentional to me. Please don't rush to develope the Jamestown Mall site. Residents and government appear too focused on what color the people will be that develope and use the property to make a logical decision. Demolish the building, and turn the property into a smooth grassy plain. Curb appeal to developers. Market the property to the direct competition of Walmart/Sam's.

Why is this something that is not up for vote by the public it a large amount of money and how could the port authority have this large amount of money where it comes from. Monies from or to the port authority is to be used for the improvement of St. Louis County only by a county vote? What is Stanger up to there has to be something that is not being said.

The pedestrian accidents have significantly increased on Highway 67 between Jamestown mall and new halls ferry.... Check your records. This is, in part due to dark streets. But the larger problem is residents don'tseem to realize it's a highway... no sidewalks, etc. I am ddefinitelynot advocating making it more accessible for pedestrian traffic. I'm advocating for tighter restrictions that would reduce foot traffic. Finally, do not offer Metro light rail into the area since it seems to attract trouble in other areas of the city/County.

The mall declined due to the type of items available in the stores. What was once a high class mall turned into a low class, low income mall with outlet and other junk stores. t's a shame because there are very expensive homes in the area. I would suggest an outdoor amphitheater as a part of whatever happens to the site. This has the potential to be great please let me know what I can do to assist in the effort. This is awesome Very interested was a great mall. Shopped there from the 70's until it had nothing to offer. Was President of the Greater North County Chamber for 25 years and have been a resident of Florissant for over 70 years. Was glad when the Mall was opened and happy to see the county move forward with demolition. What are the plans what are the plans for this place another mall I hope? When I moved into North County we had Jamestown Mall and Northwest Plaza. It was great. When they enclosed NW Plaza we hardly ever went there. It was too hard to find your way around it. Jamestown Mall was great. We had so many good times there. The theater was great. A lot of kids from Hazelwood like school district worked there. My son was a scout and we had him race his car there and he won so we had to come back later for him to race other cars. He got second. I think the TV stations worked at making it sound like no one went there. They showed an area of he mall that was closed. Like the old Stix, Baer & Fuller which had part of its ceiling collapse and never fixed it. It was owned by 3 people. We went to Macy's even when other stores were closed. Went there a lot. Now we need to get new clothes, drive 20 miles to the closest shopping mall. When we used to have 2 not far away. Plus now my husband had his leg amputated so we don't want to be around a lot of people. No one even knew that Jamestown theater was there anymore. They didn't advertise it. Even when the other theaters sold out a midnight movie like the Twilight movies. Hardly anyone showed up at Jamestown. They didn't advertise, people didn't know about it or even think that it was open anymore. The last one of the trilogy had more people but not anything like what the other theaters that sold out. Older people would walk the mall and then maybe eat and then go to the show. They had stores there that people didn't even know were there. After my daughter's wedding, there was a location where you could get rental tuxedos. We didn't even know there was a location at Jamestown until the place where we got one from showed on their info that there was one at Jamestown. I took them back there and there were a lot of people coming in and going out returning their tux. People did not feel totally safe there.

When will this eye sore be taken care of… it continues to get worse. Perhaps Steve Stanger should live near the ugly site and have to view this on a daily basis…then perhaps SOMETHING WILL BE DONE.

I use to ride Jamestown Shuttle to the mall all the time. I use to go to Jamestown mall as a kid with my family. It is so sad that it has gone down hill the way that it has. Saint Louis county has a real problem with sustaining malls. I have gone to other city's that have malls that are basically sister malls of some of the ones we have here in Missouri and they are flourishing and are filled with stores that are doing well. Missouri does not pay a liveable minimum wage. I am not sure what we need to do but Jamestown needs to be utilized so that we have some tax income not to mention remove the eye soar and send the property values in the surrounding areas up?

They are very modern, up to date, nice looking structures, as they were only built in 1994.Those buildings can easily fit into any new development on the site. They could be turned into office space, new retail, warehouses, and even more. Take a look at the former JCPenney at Military Cirlce Mall in Norfolk, Virginia. It was completely gutted and turned into modern office space. Also take a look at the former Sears in West Hartford, CT. The existing building was gutted and is being converted into new smaller retail space. I'd really appreciate if you could consider retaining the Macy's and JCPenney buildings, as they are new and could be saved for a wide variety of uses. General/ Family Friendly I have seen many places where open air malls are successful. There are no movie theaters or entertainment venues in North County. I know these are retail jobs, but having a place to go and it is close by to attend movies or listen to live music or comedy would be exciting. I am not a recent resident of Florissant. I have been here since Clock tower was vibrant, CrossKeys had a Service Merchandise, and Jamestown mall was a best kept secret. I would envision that there would be something added to the jamestown site to make Florissant and north county a destination not just a residential area on the decline.

Something like in St. Charles. A place to go for entertainment and dining. I'm from Pittsburgh and we love the Waterfront, www.waterfrontpgh.com/entertainment, even if not on water

We have our own curriculum and activities. We also are involved in different youth organizations that are geared towards educational and leadership development. This would include vendors who present innovative employment and internship opportunities for ages 16 and up regarding tech., education, career development, retail, community advocacy, agriculture, financial management, and business development. The location can provide activities like skating, movie theater, food court, skate park, go karts, bumper cars, bowling, and laser tag. The youth over in this area have absolutely no fun activities in this area. All of the youth friendly business have been closed down or relocated. We need something in our community that would. Locate the Legacy Ice hockey building in Jamestown Mall site, not in Creve Coeur Park Please check this place out. It was a shopping center in Branson, MO. Turned sports complex. Http://www.ballparksofamerica.com/ I know teams from Joplin, MO. Traveled to this Complex for their tournament. You build it and they will come! Please do not cater entirely to the youth as they are fickle. This is why the Mills has fallen off. I don't necessarily believe that the Mills has lost out because of its location. I know many patrons that travel great distance to get to both the West County Mall and the Chesterfield outlets. My suggestion would be to bring in high end stores like the Chesterfield outlets. A good model to look at is also The Galleria. A dine-in theater would also add a touch of elegance to the mall, like the AMC dine-in theater on Olive. Highly sought after retailer suggestions would be stores like the Apple store, the Microsoft store, Dillard's, etc. Not only higher end stores, but high end restaurants would be great. Federal grants should be applied for in order to cover the cost for either veteran housing, job training or healthcare. The closure & pending demolishment of Jamestown Mall has created a very unique opportunity for St. Louis County, the state of Missouri, and our Nation to make a monumental difference for our veterans and their families that have sacrificed so much for all of the citizens of these United States.

I feel that we have a unique opportunity to: 1. take exceptional care of our veterans 2. spark dramatic economic development, and 3. provide meaningful job growth & opportunities near the nationally notorious Ferguson, MO.

We have West Point. We have the Naval Academy. We have the Air Force Academy. It is time for this great nation to build the U.S. Veterans’ Academy! The Veteran’s Academy could become a hub for Veterans and their families to come together to expand their skills, utilize resources, share their experiences, and rebuild a struggling region. The Veterans’ Academy could provide a centralized location for Trade Schools, Traditional College education, Military Non-profits, G.I. Bill counseling, VetBiz/SBA counseling and Entrepreneurship training, and veteran & veteran family housing. I believe that cooperation between St. Louis County, the State of Missouri & Gov. Greitens, and the Trump/Pence Administration, could make a historical impact for the veterans of this great nation. I also feel that there is no better location in the State of Missouri than at and around the shuttered Jamestown Mall in North St. Louis County. I believe that there is enough infrastructure currently in place that could be re-purposed for Trade Schools, Offices, Restaurants, and Apartments. I also believe that there is more than enough farm land surrounding Jamestown Mall to allow for significant restaurant and hotel expansion. Furthermore, a national project of this scale would bring such economic development and expansion to the North County region that has not been seen in several decades. There are few projects significant enough to reverse the, so called, Ferguson effect in North County or the 20+ year economic decline. This project at this location could stabilize the area. Not only would this project bring much needed jobs to the area but it could also bring patriotic, hard working veteran families to reside in the area even after they utilize the Academy’s resources & opportunities. Wholesale Clubs Costco I would love to see a COSTCO or IKEA go in on the current Jamestown Mall site! This would be an excellent location for a new Costco. Really like the idea of "small town" set up with combination loft, town home, restaurant (no chains!) and shopping. If looking toward big box stores, Costco would have my vote. Farmers' Markets I used to live in North County. have you considered creating an agricultural zone out of the mall. The previous owners planted corn in the green space in the parking lot. The inside could be cleared out and the mall was a very light and airy space. Since water is hooked up, hydroponics is possible. Dark areas of the mall could be used for plants that prefer a dark environment. The old Sears store could be used for a farmers market. Food trucks could be in the parking lot, with the possibility of locations in old part of the mall. Urban Harvest could be helpful.Trying to return the mall to retail space is pointless, retailers are dying left and right. There is already enough housing in North County, so tearing down the mall and putting in housing is a waste that will only lower real estate prices. If the mall just started evolving into a less scary place, other uses could be found. I WOULD LIKE A FARMERS MARKET AND OPEN TO VENDORS.. I WANT TO SELL MY AVON AGAIN. An open mall concept with stores like Ross, Burlington, etc. would be a great idea. I am certainly in favor of spending money in my own community. so taxes can go towards supporting the Hazelwood School District. Better & Improved Mall/Shopping Area I am interested in seeing stores like a Kohls or Target I really am disappointed with the plans you are making for our Mall Instead of trying to make this BACK to a very lovely area with very good stores to shop at ALL you seem to want to do is bring ???? in the LIKES of WAL MART Do you not think the people in the Florissant area would like to return to shopping ????? DO you not think WE are sick of the internet ???? I really hope we get more retail stores where our Jamestown used to be. Returning the property to a full service shopping mall would be both nice and profitable for north county. Shopping facilities is needed in North County. No more food places PLEASE. Some form of retail would still be great. A strip mall with some restaurants, movie theater. Sort of how they are building the streets of St. Charles. I would like to see a Kohl's or a Best Buy.. Apple Store. A few Nice restaurants (I.e. Olive Garden..TGIFridays etc.).. Those places we have to drive a ways to get too…Another Theater…a SAM'S??? Costco??? I hope we can do something with it …. I would love to see an open concept of small shops, restaurants, a MOVIE theater, high-end apartments. Something similar to what they did on 5th Street in St. Charles, MO. It was completely gutted and turned into modern office space. Also take a look at the former Sears in West Hartford, CT. The existing building was gutted and is being converted into new smaller retail space. I'd really appreciate if you could consider retaining the Macy's and JCPenney buildings, as they are new and could be saved for a wide variety of uses. It would really be a shame for such nice, new buildings to go to waste. Educational Institutions Lets make jamestown mall a school mall where u c an go and get everything you need for school like Trinity Catholic High School could use a new school. Is it an option to partner with the Archdiocese and build a campus? Costco, that would be great! I don't think a mall or outdoor shopping is the answer because N. County has The Mills that is empty. When you build something nice; after a while it goes down and is no longer a desirable to visit. Housing... Not the best an option, we have brand new subdivisions that are empty. The question you have to consider is, who is going to buy into N. County? There is a stigma attached to N. County and it is a pity. Honestly, our end of N. County is dead for a lack of better words. No motels. Perhaps, some type of manufacturing (not good for remaining homeowners). Costco, that would be great!

North County deserves and needs UPSCALE commercial devolpment including medical, retail, entertainment, groceries, restaurants and recreational facilities. 50 years ago, theses social amenities were located in several areas of North County. North County residents want the benefits and convenience of spending their money in North County. Really like the idea of "small town" set up with combination loft, town home, restaurant (no chains!) and shopping. If looking toward big box stores, Costco would have my vote. Sad. It was a beautiful mall years ago. But it's definitely pastime to repurpose and redevelop. Mixed use retail, restaurants with condos above would be great. Something similar to what they did in St Charles at the old Ark location. I would like a mixed use development. I would like to stay informed on the Jamestown Mall project. I am a Walk/Bike Ambassador with Trailnet, a Walking College Fellow with America Walks, and an advocate for walkable communities for GirlTrek. If there are any committees being formed for this project, I am interested in being a part of this project. I would like to see Jamestown Mall become a mixed use space with businesses and retail space. The 2011 plan for mixed use was really good but if the need is for job generation, I think the land should be pitched as a site for some of the biotech research firms who need semi-rural spaces for their activities. This might be greenhouse, small farming plots, test centers. This is a low density commercial or light industrial use consistent with the nature of the area which still has beautiful open spaces as the 2011 study pointed out. I believe high traffic uses like distribution centers should be avoided since this far north corner of the county really has limited traffic routes. Keep the warehouses at the airport/Haxelwood area/NorthPoint. These areas are doing well. While I would like to see the site remediated and returned to a more natural state as a park I realize the idea is to get it back to a tax generating state. I think the best way to do this would be something similar to the New Town development in St Charles where you have housing built around a Town square commercial area. The commercial area would include shops that provide services to the nearby residents and the housing should include a mix of reasonably priced homes and apartments instead of the large higher priced houses that are built in the new subdivisions.

Ideas for a large space: banquet center, farmer's market, bank, cafes, bookstore, artisan shops, a micro-brewery that can be toured. I would like to see a mixture of offerings at the Jamestown Mall site. That includes some retail, some residential, some restaurants, etc.
