To receive a report from County Councillor Dr Kirsten Johnson: Email report sent to Clerk and Cllrs by Cllr Kirsten Johnson as she was unable to attend the meeting. 14. To receive a report from District Councillor John Walsh: A new version of the Local Plan will be available around the end of October 2018. It is likely that another site will be included in place of Airfield, Grenoble Road is most likely but Wick Farm/Lower

possible. Cooking oil can now be collected along with the weekly food waste collections by SODC. 15. To receive updates on The Oxford to Cambridge Expressway: Cllr Rust commended the campaigners for their impressive community effort to fight off the Expressway. The southern area, near Wheatley, could receive some of the 320,000 extra houses. The exact route of the Expressway is unknown and could depend on where the houses are built? There will be an Expressway Action Group meeting at Horton-cum-Studley on Monday 8th October. 16. To receive an update on the Neighbourhood Development Plan for Beckley and Stowood from Cllr Ginette Camps-Walsh: The NDP group have had a meeting with the Planning Consultant. Cllr Camps-Walsh feels everyone else is defining where our village is apart from us and this needs to be sorted out, this could be a significant problem if not addressed and could make development too dense. Currently the Track is outside the village boundary but the new houses in Appletree curtilage are in the village boundary. There is a lot more work to do but Cllr Camps-Walsh is not convinced SODC will take it on board as the proposed NDP’s Planning Policy was criticised. 17. To consider arrangements for Bonfire Night on Saturday 3rd November 2018: a. Signs – Clerk and Cllr Cox to organise. b. FOBS and catering and drinks – not heard back from FOBS. Cllrs Cox/Soanes to source burger vans. BVHMC to provide and sell drinks. c. Fireworks – booked by Clerk. d. Bonfire – Cllrs Cox and Soanes to organise. e. First Aid – booked by Clerk. f. Insurance and Risk Assessments for the event - Clerk g. Car Parking and Fencing – Cllrs Cox, Soanes and Rust h. Admission Fee - £5 per adult and children over 4 years – Clerk to organise float. 18. To receive a Visual Playground Inspection Report from Cllr Michael Soanes: a. Ced Barbour Memorial Bench – email from Mrs Barbour – Clerk/Chairman to ask local person to repair. b. Playdale Quote – received – Clerk to circulate to Cllrs for November meeting. c. Playground fencing – starting to rot and will need replacing. Action: Precept decision. 19.
