i - Project Format

Working alongside various local experts we were able to run a quite successful well attended, community workshop, resulting in many great project ideas for inclusion in the plans.

● Local Facilitation:The eTownz team visited on three occasions. In the first two visits they met the local team and visited key locations in the community. The eTownz team was introduced to key people with whom they discussed ideas about the community. On the third visit, the main issue of wastewater was discussed in more detail.

● DCU Expertise: Etownz regularly collaborates with Sean O’Hagain and Liam McCarton from DCU and they specialise in the design of nature-based solutions. Etownz briefed the DCU team to explain the background and they also called down and visited Carrigaholt.

● Community Plan: The Etownz Team compiled all the information and ideas harvested over the course of the project and added to the eTownz dashboard which in turn compiles the plan into four distinct subreports. These reports can be easily updated at any time.

ii - Executive Summary Carrigaholt is situated in West Clare at the mouth of the river, which flows into the estuary of the . It is situated on the beautiful peninsula and is about 10 km from . Historically fishing was an important part of the local economy but this has reduced significantly over the year. At present the village has many challenges, but also can take advantage of some emerging opportunities.

The village has many social amenities and in the summer it is a very busy place. Carrigaholt also has its own community centre or hall and it has various facilities for the local population. However, more facilities are needed to make sure that it caters to the needs of the residents, especially young people. There are sporting clubs in the area which are very important for the young and old and the GAA is central to the village and its identity.

The community is very active in the Tidy Towns competition, having earned 270 and 282 points in 2018 and 2019 respectively Click here. In the winter the village is considerably quiet and there is little for young people to do. Depopulation is an issue in this area with many people moving away. Thus, attracting new residents is critical to the future of the village. Social isolation has also become an issue in recent years as the population ages.

There are problems recruiting new volunteers for community organizations.

The locality has a great beach, great scenery, and many trails and walks. The area around the beach is particularly scenic and is regarded as not just one of the most beautiful beaches in clare but in the entire country. Ramped wheelchair access has recently been reinstalled to allow wheelchair users take advantage of this beautiful amenity. A committee dedicated to the interests of the elderly in Carrigaholt is also needed.

One of the key challenges that are facing Carrigaholt now and for many years has been the lack of adequate wastewater treatment facilities for the village. People in the village have become very frustrated with the lack of improvements in this regard. We recommend that a local team is formed as part of an overall community council which focuses on the wastewater issue. We believe this team should have three primary objectives: ● Liaise with relevant public bodies and service providers to campaign for improved infrastructure for wastewater ● To create a charter for the community and encourage all residents, businesses and organisations in the community to sign up for this charter. An example of this charter has been provided but should be amended to suit the needs of the community click here. The charter should seek to ensure that people understand and improve their habits where required to ensure they have reduced their load and impact to take consideration and amend their habits to ensure they reduce the water they use and the wastewater that’s generated is as low as possible in damaging chemicals and nutriations and is managed in the best possible way given the current infrastructure. ● To continue to investigate alternative options regarding wastewater management, which may include development of a sewage piping infrastructure which may lead to a reedbed solution for polishing before it is released into local environment. Etownz have made introductions to experts in DCU and this team will be encouraged to follow up with the DCU team and any other groups, stakeholders in Ireland including Clean Coasts who maybe able to help find new alternatives. building new wastewater treatment plant from correspondents to date seems a long way due to the costs. It’s worth noting that while public services have told the community it is unlikely they will get new major infrastrastructure its possible that these service providers may be willing to sponsor other initiatives such as grants towards the upgrade of local septic tanks and wastewater treatment facilities, investigation work into alternatives and promotional campaigns to encourage locals to be more away with regards to wastewater management. iii - The Four Top Tiers

● Business & Employment:- To help develop and sustain a diverse and prosperous economy to benefits everyone

● Community Management & Planning:- To strengthen local management capabilities, encourage and support local involvement of everyone

1 - Stakeholders

Good local plans should strive to help all stakeholders within a community, especially the most vulnerable. Sometimes, plans tend to focus on the most obvious stakeholders, such as local hotels, but forget about the small business owner working from home. They acknowledge the local football team, but ignore the local bridge club. By building a register of the various local stakeholders, we aim for the Carrigaholt Smart Community Plan to be inclusive and relevant to the needs of people and organisations throughout Carrigaholt. 2 - Assets

Identifying, understanding and appreciating the assets within a community is an important part of any community plan. This plan takes elements from a popular approach to community planning called Asset Based Community Development (ABCD). ABCD works on the premise that positive and effective community plans are built by leveraging existing assets within a community. Therefore, it is important to properly log all relevant assets in this category.

Local projects can range from things like coaching a youth team to building a hall or organising a clean-up.
