Project Development Objective (from Project Appraisal Document) The project development objectives are to help the Government of Tajikistan (i) strengthen the institutional base for irrigation planning and management in the Zarafshon river basin; and (ii) improve the condition and management of irrigation infrastructure in the Zarafshon river basin and adjacent districts in the Syr-Darya basin. The project will increase food availability for rural people in the project area and as such, contribute to the overarching objective of improving food security.

Implementation Status and Key Decisions

Public Disclosure Authorized In the past six months, the project made a substantial progress towards its development objectives with the following results achieved to date: 1. Public works program for small scale irrigation infrastructure rehabilitation. Public works for manual cleaning of small-scale on-farm canals were completed on the territory of four jamoats of Devashtich, 11 jamoats of Pajnakent and 1 jamoat of Ayni. In total 2,662 participants were offered temporary employment resulting in 745 km of small irrigation network cleaned and rehabilitated to the benefit of 22.2 thousand hectares of irrigated land on the territory of these districts. The project will continue its support to low-income households through generation of temporary employment opportunities in Kuhistoni and Ayni districts during the next construction season.

2. Large-scale irrigation canal rehabilitation program. For implementation of Subcomponent Ib, activities to date had been intensive in most intervention aspects, and corresponding progress had been substantial. Out of 15 planned irrigation system rehabilitation works contracts, 10 had been let, with total contract values corresponding to about 70% of the total planned value of 8.27 million USD. For one of these contracts, corresponding to the cleaning of irrigation canals in district, works were reported as almost 85% complete. Works completion percentages in the order of from 25% to 50% seemed to have been achieved on at least a further 4 of the let contracts, covering irrigation canal, structure and pump station works for several systems in Panjakent and Ayni districts. Meanwhile, for 3 of the 5 remaining planned rehabilitation works contracts, designs and estimates were reported as available for final works scoping and contracts tendering. 3. Institutional support to ALRI: Very little progress was made since the last mission in launching institutional support to the ALRI in Zarafshon basin. The PMU with support of the International Consultant has prepared a draft ToRs for the intended restructuring of the ALRI and further support to turning it into a more sustainable lean irrigation service provider. After several rounds of revisions, the ToRs has been now shared with the Bank for technical review and clearance. Given the very limited timeframe of the project, it is critical to launch this activity in order to be able to introduce critical reforms already during the next season. 4. WUAs strengthening and capacity building. Activities on developing and strengthening WUAs in the project area have been initiated. A local consulting team has been assigned to conduct an initial survey and assessment of existing WUAs in Panjakent, Devashtich and districts. The initial survey and assessment proposed to reduce the existing number of 52 WUAs to 23 WUAs in three selected districts in the Zarafshon basin with the aim at merging small WUAs into larger ones to achieve the economies of scale needed to ensure their financial viability. The restructuring includes: : 25 to 13 WUAs, Devashtich district: 27 to 7 WUAs; and Shahriston district: 3 new WUAs. As one of the tasks under this component, the delineation of irrigation network hydraulic boundaries for WUAs has been initiated and draft schematic maps have been prepared. The training of WUAs has not started yet but is expected to be initiated by July 2019. WUA staff will be trained to cost, manage and supervise maintenance works and to enter into and monitor water service contracts with ALRI. 5. Agriculture productivity. The project is expected to improve irrigation service delivery on approximately 30,000 ha of farm land. Agriculture statistics for the year following the project interventions will need to be collected and analyzed for data triangulation purposes and verification of impact evaluation results. A very tight timeframe has been mandated for implementation of a substantial program of investments envisaged under the project, which also includes a relatively large-scale irrigation system rehabilitation works and an ambitious reform of the institutional set-up of the irrigation sector in the project area. Implementation has been ongoing for one year to date, and the remaining available implementation period duration is 1.5 years only. The Project Implementing Entity is encouraged to immediately launch soft activities envisaged under the project to accelerate the progress towards achieving the PDOs.
