    Annex SCHEMES TO BE PROGRESSED IF DEVELOPER FUNDING IS SECURED March 2009 Background This document is called “Schemes to be progressed if developer funding is secured” and is also known as the “Blue Book”. In line with latest national guidance (see below), County and District Councils have developed a structured approach to the identification of transport needs related to development proposals. This aims, in particular, to improve the link between meeting the needs of development and the aims of the Local Transport Plan. The County Council’s Works Programme and Forward Programme are produced annually to list the highways and transport schemes to be progressed with the funds available. This year, the Forward Programme has been extended to include schemes that have been identified, in liaison with the Local Planning Authorities, as meeting LTP objectives but that cannot be progressed within available funding. Developer contributions will be sought towards these schemes, where they are seen to meet the needs of development proposals. This extended Forward Programme has been subject to consultation and will be supported by District Councils and used to assist the development control process. The programme will be updated each year and it is intended to engage wider community interests in developing and updating the programme in future years. Planning Context Planning Policy Guidance Note 13 : Transport requires authorities to demonstrate a linkage between land use planning and transport policies and objectives. PPG13 recognises that: • Local Transport Plans have a central role in co-ordinating and improving local transport provision and should relate to measures which form part of the local approach to the integration of planning and transport.

    Steyning Wiston, Ashurst and Bramber (SWAB) Neighbourhood Plan Vision Paper January 2015 Introduction The four parishes of Steyning, Wiston, Ashurst and Bramber (SWAB) have decided to prepare a joint Neighbourhood Plan (SWABNP). Although they each have distinct identities and different characteristics, the four parishes share a physical context, setting and amenities such that their futures are linked and interdependent. The Neighbourhood Plan will provide the opportunity to safeguard these shared assets in order to ensure a positive and sustainable future. The purpose of this paper is to capture the outcome of the SWABNP Visioning Workshop held with the Steering Group on 22nd October 2014, and to raise issues for the consideration of the Steering Group. These issues relate to: The vision, key objectives and land use planning policy scope of the SWABNP Further community engagement activities and evidence analysis The project plan through to the submission of the SWABNP The issues raised reflect not just the outcome of the workshop but also provide initial insights into the national and local planning policy context of the SWABNP. Specifically, the SWABNP must meet a series of ‘basic conditions’ relating to its general conformity with that policy context. The examination of the SWABNP in due course will focus on how those conditions have been met, before it goes to referendum. The context indicates very clear environmental – natural, heritage and sustainability - parameters that should be used to guide growth and change within the four parishes and prevent isolated growth. The Draft SWABNP (the Draft Plan) will provide an outline of the policy context and the environmental parameters as a justification for its emerging policies.

Existing Priorities • Henfield - Installation of a speed indication device on London Road. • Ashington - Install a VAS at the entrance to the village on Billingshurst Rd. plus anti skid surfacing on the bend at Spears Hill. • Amberley – Extension of 40mph speed limit eastwards on The Turnpike to approximately the far side of the football field and install 'Gateways'. • Bramber - The Street (o/s St Marys House) and near car park access. Traffic Management (Alternations) - Removal of two speed bumps (out of six humps, plus a chicane) with raised road surface level and a narrowed road entrance together with a smoothing of the other bumps considered too high with traffic vibrations from buses. • Henfield - Gateway Features and road safety points on the B2116 at Backlands. • Steyning - improvements to improve safety at the junction of A283 Steyning Bypass with Horsham Road, going into/from Steyning and into/from Ashurst. • Thakeham – New footpath – Storrington Road B2139, eastside between, just north of the southern junction with Crescent Rise – new section of footway by shop frontages to provide continuous north/south pedestrian link. • Pulborough – Lower Street Regeneration Scheme – Support the delivery of highway associated works, including the potential introduction of revised waiting restrictions.
