F. Response/Concerns by Cluster

Health, WASH and Nutrition • The medical mission “CARAVAN” which was launched last September 4, 2008 will initially serve conflict-affected municipalities of Linamon, Kauswagan, Bacolod and , all in the province of Lanao del Norte

2 • DOH set up toilet facilities in Buisan evacuation center in Pikit, North Cotabato and sent psychosocial team to conduct stress debriefing in the evacuation centers • Medical, WATSAN and IEC team conducted IEC on sanitation and hygiene in all evacuation centers in Region XII • WASH Cluster conducted a meeting initiated by DOH ARMM to discuss water sanitation issues in the different evacuation centers; ICRC to cover Talayan evacuation centers while Action Against Famine (ACF) conducted assessment in Guindulungan. Likewise, the Oxford Foundation Against Famine (OXFAM) will also conduct an assessment and will provide WATSAN needs • Intensification of health education campaign on WATSAN and preventive and control measures especially against food and water-borne diseases • DOH CO, UNICEF and WHO to provide additional resources in terms of jerry cans and sodium hypochlorite and toilet facilities • BFP ARMM committed their fire trucks in the delivery of potable water in the evacuation centers as the need arises • The ARMM Regional Government (ARG) agencies and I/NGOs are still to discuss integrate approach to address the psychosocial concerns of the IDPs/evacuees • DOH continuously conducts disease surveillance, needs assessment and validation of data and allocation of drugs and medicines based on the leading causes of consultation and identified needs • With the reported cases of measles and mumps, local health officials have conducted vaccination in evacuation centers and further intensified their health surveillance systems and had vaccinated 350 children from 6 months to 5 years old as of August 27

and further plan for immunization of children with ages 16 months to 12 years old

Concerns • Inadequacy on psychosocial service providers and security of health service providers shall be brought to the attention of DOH, Health Cluster Lead • Volunteer Service Office and P.E.A.C.E. Mindanao Health Point Person reported cases of acute respiratory infections and urinary tract infections in Kolambugan evacuation center. This will also be brought to the attention of the Health Cluster • There is still a need for medical supplies and medicines for cough, fever, diarrhea and water borne ailments at the evacuation centers in ARMM. DOH will be providing appropriate action for this concern

Food and Non Food Items (NFIs) • NFA ensures the availability of rice stocks in the affected areas; • Mindanao Working Group to provide relief assistance directly through their project management officers at the LGU level; • DSWD is ready to deliver 68,000 lbs of relief supplies to Mindanao awaiting for the availability of transport arranged by DOTC; • DSWD prepositioned Php4.6 M consisting of Php2.6 M standby funds and Php2 M worth of relief commodities (family food packs, canned goods, clothing packs, others), ready for release to affected families/ persons in Regions X and XII;

3 Concerns • There is a need for additional food such as rice, canned goods, noodles, coffee, sugar, milk and dried fish and NFIs such as tents, sanitary facilities, water containers and kitchen and cooking utensils at the evacuation centers in ARMM. This will be addressed by DSWD to transport more food and NFIs to Mindanao;

Shelter • Construction of the 12 houses which were totally burned down in Kolambugan, Lanao Del Norte is ongoing through the PNRC’s shelter assistance project. The lot for the said project was donated by Mr. Tony Laboro;

Education • Classes are still suspended in the Provinces of Maguindanao, Shariff Kabunsuan, Lanao del Sur and Del Norte (barangays Tingin-Tingin, Baraason, Delabayan, Kayontor and Palton, all of Kauswagan) since last week due to schools have been abandoned while other schools are used as evacuation centers. DOH, DSWD and DepEd are providing psychosocial intervention; • Classes have resumed at the Central school in , and Kolambugan;

Camp Coordination and Management • DPWH and DSWD in coordination with concerned LGUs in Region X have identified a relocation site for the construction of bunk houses as temporary shelter for the Kolambugan and Kauswagan residents whose houses were burned down during the MILF attack. DPWH has started building the bunk houses intended for the residents of Kolambugan who are presently staying at the Riverside High School; • Decongestion of IDPs in various ECs is still priority in Tambo, Munai in Lanao Del Norte as the incidence of acute respiratory infections is increasing. OCD X coordinated with the AFP to facilitate safe access in the affected areas for the DOH and other health workers who will conduct treatment and implement other disease control measures;

Livelihood and Early Recovery • An Indicative Rehabilitation Plan for Lanao Del Norte has been submitted by DSWD X to DSWD CO for approval / implementation. The following are the components of the Rehabilitation Plan: Shelter for the conflict-affected families in Kauswagan and Kolambugan whose houses burned down by MILF; Restoration / Repair of damaged infrastructure; Supplemental Feeding to the underweight children and to establish “Tindahan Natin Outlet” (TNO) in four municipalities, namely, Kausawagan, Linamon, Maigo and Kolambugan with 10 TNOs each. The project has total estimated amount of Php6,199,000.00 which will be shared by DSWD-Php5,674,000.00 & LGU-Php525,000.00; • The Department of Agriculture (DA) recommends the replacement of livestock losses and provision of certified seeds in the areas where agriculture was affected;

4 • TESDA has started conducting income-generating skills training under its Balik-Buhay sa Mindanao Program which includes training on hairdressing (40 hours), Galing Masahista (100 hours) and Galing Mekaniko (100 hours);

Logistics • DOTC is coordinating for the availability of land, air and water assets to deliver relief supplies from DSWD;

Enhancement of Reporting Mechanism • To avoid lapses/gaps on the consolidation of information/data on the coordination, relief and rehabilitation efforts by the AFP, UN Agencies, and I/NGOs, humanitarian partners/agencies should coordinate all actions with the following OCDRCs Directors who were designated as principal coordinator:
