1. CHAIR'S ANNOUNCEMENTS The Dutch Council Presidency is invited to an extraordinary coordinators’ meeting on 9 June in Strasbourg to report on the conclusions of the Transport, Telecommunications & Energy Council of 6-7 June as regards real-driving emissions.

2. POINTS FOR DECISION

2.1 Interim report The coordinators considered the Rapporteurs’ draft interim report. They reiterated their agreement that the report should keep a formal/methodological nature, and may possibly suggest revisions limited to factual elements. The coordinators also agreed on the general principle not to support any further amendments to the interim report.

2.2 Mission to Luxembourg and German car test facility The coordinators decided that the two-day mission will take place on 21 and 22 September 2016 and will combine a visit to the Luxembourgish type-approval authority SNCH, to the TÜV Rheinland test facility in Lambsheim, and to the Umicore catalyst plant in Florange, France. They also requested to organise a meeting with the current and the previous minister for Sustainable Development and infrastructure of Luxembourg during the mission.

2.3 Cooperation with IMCO on type-approval proposal The coordinators mandated the Chair to explore with the IMCO Chair possible ways to cooperate on the ongoing work on the new EU type-approval framework, along the following lines:

 EMIS will try to organise the calendar of its hearings in such a way that the type-approval authorities of the Member States are heard as early in October as possible, so that the outcome of the hearings can be of support to the IMCO work on the legislative proposal;

 once relevant findings are available, EMIS will send a set of suggestions on behalf of the committee to IMCO in the form of a letter, so that IMCO Members can take them into account while drafting their amendments;  in connection to the above, EMIS would ask IMCO to consider adjusting their deadline for amendments to allow for proper consideration of the EMIS suggestions.

2.4 Working plan: hearings of witnesses and experts

2.4.1 First part of the year – open issues The coordinators took decisions on some outstanding issues concerning the following committee meetings:  21 June: a single hearing lasting 3 hours will be organised with the Commission’s representatives on the Type-Approval Authorities Expert Group and the Technical Committee on Motor Vehicles, with the following structure: o a 20-minute presentation from the Commission; o two rounds of 10 questions each (5-minute slots), asked by the rapporteurs and by one representative per political group; o one round of 18 questions (3-minute slots) allotted to the groups according to the D’Hondt method;

 27 June: an official invitation will be sent to Faurecia;  13 July: the coordinators took note of the opinion to the EP Legal Service as regards inviting guests who may be subject to legal proceedings and decided to invite representatives of Volskwagen;  14 July (am): an official invitation will be sent to Mitsubishi;

 14 July (pm): given their unanimous view that it is unacceptable for a former Commissioner to refuse to cooperate with the ongoing inquiry by declining the invitation to an EMIS hearing, the coordinators decided to ask President Schulz to intervene to support the invitation of Günter Verheugen;

2  30 August: invitations will be sent to former Commissioners Margot Wallström and Erkki Liikanen.

2.4.2 Second part of the year The coordinators agreed on the following sequence of invitations to the hearings after the summer break: 1. United States bodies; 2. type approval authorities; 3. national technical services; 4. Member States / government representatives; 5. European Commission The programme of hearings will be discussed in more detail at subsequent meetings.

2.5 Possible further questionnaires The coordinators decided to send written questionnaires to car manufacturers and automotive suppliers.

2.6 Follow-up to the hearing of the JRC The coordinators decided to reiterate to the JRC the previous request of documents, including also some additional documents, and to send additional written questions.

2.7 Transparency policy on EMIS official letters The coordinators decided to publish all EMIS official correspondence on the committee’s website.

2.8 Demonstration of remote sensing technology The coordinators decided to sponsor the application by Opus Inspection to the Belgian authorities to organise a demonstration of the remote sensing technology in Brussels.
