Authority Monitoring Report Addendum: BE1 Design of Development Part 8: Historic environment, design and advertisements Monitoring Year: 2018/19

This addendum to Part 8 of the Annual Monitoring Report (AMR) 2018/19 provides information on the design of completed residential schemes within 2018/19. Due to restrictions on non-essential travel associated with Covid-19, the data was not able to be collected and included within the AMR published in May 2020. Following the relaxation of travel, site visits and assessments were undertaken in June 2020.

In encouraging high-quality design, the Council makes use of the Building for Life 12 criteria (BfL) as a way of considering the design of completed schemes and identifying those which are exemplar in nature.

There are 12 principles of well-designed developments. A traffic light scoring system is used where a green score reflects that the principle has been fully met; amber is when part of the principle has been met and red is when the scheme fails to comply with the principle. Based on the BfL assessment system, new development should aim to: • Secure as many green scores as possible; • Minimise the number of amber scores; and • Avoid red scores.

The overall score is converted to the following outcomes based upon the number of green scores: 12: very good; 10-11: good; 8-9: average; 7 or less: poor.

The assessment of completed schemes (or completed phases of larger schemes) was undertaken for all residential developments of 10 dwellings or more. The assessment process includes a site visit and an evaluation of schemes against the BfL criteria with all schemes being given an overall rating of either very good, good, average or poor. The assessment has been undertaken on new build schemes and conversions of buildings where new homes are created. The assessment has not been undertaken on refurbishment schemes of existing housing.
