Nr. 35 2004 109 - 121 PRESENT STATE OF THE ROMANIAN BLACK SEA BATHING WATERS QUALITY Elena STOICA, Adriana COCIASU, Valentina COATU, Andra OROS, Victoria PIESCU National Institute for Marine Research and Development Grigore Antipa Constantza E-mail: [email protected] ABSTRACT The paper analyses the present state of the bathing waters quality along the Romanian Black Sea sector in comparison with the previously period (1970-2000), using the microbiological and physico-chemical parameters provided by the national and European water quality standards. The monitoring data obtained between 1970-2000 showed frequently an unacceptable situation of the bathing waters quality along the important Romanian coastal areas mainly as a consequence of the wastewater discharges from four treatment plants (Constantza North, Constantza South, Eforie South and Mangalia) situated near the most important seaside resorts. Beginning with 2001, a real improvement of the bathing waters quality was observed, particularly in most popular beaches of the Romanian Black Sea coast, due to reconstruction and rehabilitation of the sewerage and wastewater treatment system and by provision of the modern beaches facilities in the recreational zone. Most of the large cities located in the coastal area of the world prefer to discharge their sewage into the sea through marine outfall systems for convenient and economic reason (YANG and CHANG, 1998). However, such discharges constitute a threat to public health and in some cases pose a barrier to the development of sustainable tourism and aquaculture.

Based on this approach, economic operators calculate different economic indicators, according to the requirements of the national legislation and European directives, whereby they express the volume and in some cases the structure of their economic activity. This study analyzes the size and dynamics of the activity carried out by the economic agents that operated in the main towns of Constanta County, in 2016 and 2017. This study is particularly important because, by processing a database containing values of several microeconomic indicators, we obtained a dynamic analysis on the evolution of the main economic performances of the companies that operate in the towns of Constanta county, during 2016 – 2017. Abstract: During the past decades, more and more governments have admitted the importance of tourism as catalyst of economic and social development. Therefore tourism has been praised for its rapid and sustained development, although not even its’ most optimistic advocates couldn’t foresee such growth and resistance during global economic recession periods, when tourism has maintained or even strengthened its position. After a period during which has had a fluctuating evolution, influenced by the general economic, social and political situation, Romanian tourism seems to have taken an ascendant trajectory during the past years. Supporting this statement is the WTTC report “Romania – The impact of travel and tourism on jobs and the economy” which presents optimistic forecasts regarding Romanian tourism. Moreover, the growth of some new, modern types of tourism in our country such as business tourism, rural tourism, urban tourism, etc., sustain the idea of a positive trend in the evolution of Romanian tourism. These new types of tourism have recorded real growth during the past few years and the premises for their development strengthen the idea of tourism becoming an important sector of the national economy. Located in the littoral region of the Black Sea, Techirghiol Lake is the most hypersaline lake of Romania—well-known for the therapeutic properties of the saline water and sapropelic mud. Long-term time series of salinity and water level were investigated in relation to the lake water inputs (precipitation, overland flow and groundwater), to chemical parameters (pH, DO and BOD5) and also to the hydraulic works designed and built in the region. The obtained results reveal a degradation of this ecosystem in the period of 1970–1998, when the extensive irrigation practice in the proximity of the lake had a negative effect on the water budget of Techirghiol Lake (an increased freshwater input through runoff and seepage), followed by a major decrease of the lake’s salinity.

The main indicators taken into account have been: number of units with function for tourist accommodation, number of places (beds), number of beds-days, number of tourist arrivals and overnight stays. The index method, structure index, correlation coefficient and regression analysis allowed to analyze the dynamics of these indicators and the relationships existing among them. The results pointed out an increase by 31.8 % of the arrivals, by 6.4 % of the overnight stays, but also a decrease by 16.7 % of the accommodation units and by 31.7 % of the number of beds. This unbalanced demand/offer ratio was confirmed by the weak correlation and regression analysis as well. The seaside tourism represents 9.8 % in the total accommodation tourism structures, 23.4% in the total number of places and 10.5 % in the total beds-days in Romania's tourism. About 77.7 % of tourism accommodation units and number of beds is represented by hotels, bungalows and tourist villas in Romania's tourism.
