SUMMARY RECOMMENDATION City Staff recommends approval of PGAV Architects bid.

BACKGROUND The Ralph Mitchell Zoo is currently in early stages of pursuing Association of Zoo and Aquariums accreditation, with the application date for submittal projected to occur in March of 2026. One of the AZA accreditation documents that is needed is a Zoo Master Plan, which serves as the cornerstone document that provides a roadmap for all changes to the zoo for the next twenty years. This document will discuss building needs, landscaping, the acquisition and deposition of animals, other secondary plan creation and implementation (such as educational and conservation plans) as well as personnel needs. This document is necessary to pursue accreditation and to further the mission of the zoo. PGAV Architects was one of two firms that submitted a proposal for the Zoo Master Plan for Ralph Mitchell Zoo. Based upon the proposal submitted, PGAV provides the best value for the Zoo Master Plan including site visits, exhibit planning, circulation diagrams, and avenues to improve revenues.

PGAV is pleased to submit this proposal for master planning services to the Independence City Commission and the Ralph Mitchell Zoo. With our diverse experience in planning and design of zoological exhibits around the globe, we will leverage our first-rate team of strategy experts, master planners, exhibit designers, architects, and landscape architects to bring a proven process, and develop big ideas utilizing a strategy and vision that is tailored to fit the needs of the Ralph Mitchell Zoo.

PGAV has completed strategic plans and master plans for institutions big and small, from Busch Gardens to the ten-acre Big Bear Alpine Zoo. Zoological parks around the Midwest are well represented in our portfolio, including the Kansas City Zoo, Brookfield Zoo, St. Louis Zoo, Columbus Zoo and Aquarium, Tulsa Zoo, and the San Antonio Zoo; making us uniquely qualified to prepare a sustainable plan, and position the Ralph Mitchell Zoo to continue its legacy as the “Jewel of Independence” well into the future.

Understanding your history and the unique aspects of your zoo is our starting point! We will work with the Zoo Plan Master Board to understand the legacy assets of the Ralph Mitchell Zoo, your existing infrastructure, and the experiences your visitors value in order to develop new attractions that build upon what you currently have in cost effective ways. We believe the development of a quality master plan is the best way for a zoological park to maximize the value of its capital investments in ways that center upon a focused strategy and cumulative improvements which compliment one another to achieve higher goals. We also believe the foundational strategy of achieving AZA accreditation will benefit the zoo in the long run. It will position the Ralph Mitchell Zoo for proactive collaboration with peer institutions; special temporary exhibits and species loan programs; a focus upon educational experiences and interpretive messaging that will create a richer guest experience; and ultimately will expand the opportunities and accomplishments the Ralph Mitchell Zoo is able to achieve for its guests and the community.

We are industry-leading experts in the creation of compelling storylines and sensory-rich, engaging environments. We strongly believe in rooting these unparalleled guest experiences in strategic thinking with attainable results. The following pages address our unique approach to master planning and how we envision collaborative efforts with the entire team. We truly believe that the best ideas come from a rich, equitable partnership with our clients. We also believe that do not need to be large facilities to provide powerful experiences for their visitors.

Mike’s leadership and thoughtfulness has made the Kansas City Zoo a better place. In addition, Mike has spent nearly two decades working in partnership with Kansas State University on projects in the City of Manhattan including projects with the College of Veterinary Medicine. Through this work, he has come to know the Manhattan community and has developed many successful relationships with local engineering partners. Mike received his Bachelor of Architecture in 1986 from the University of Kansas. He is a LEED Accredited Professional and a member of the American Institute of Architects and past Board President of the Historic Kansas City Foundation.

“It all started with Legos,” said Tom Marschner when Columbus Zoo & Aquarium, Columbus OH discussing his passion for architecture. Thinking up new Heart of Africa ideas and then making them come to life was a daily Georgia Aquarium, Atlanta GA hobby for Tom as a child. He enjoys remodeling his house, collecting unique items, working with stained glass, and watching Cardinal’s baseball. Baseball season is the best time of year for Tom, as he enjoys the smell and spirit of the baseball tradition. While attending Kansas State University for his Bachelors of Architecture degree, Tom remained a truly dedicated fan of the St. Louis Cardinals.

In addition, he has been a guest lecturer at Kansas State University and an adjunct professor at the University of Kansas and currently sits on the K-State Olathe Advisory Board. He holds a BLA from Kansas State University and a Master of Architecture from the University of Kansas.

12 COMPANY INFORMATION PGAV has two offices in Kansas City and St. Louis which house 120 full-time employees, including 3 principals and 12 vice presidents who lead projects for clients in our own backyard and across the globe. We have over 40 years of experience with zoological institutions of all sizes and organizational structures. Our work has ranged from strategic master plans to concept design to full construction documentation and administration for renovations, expansions, and adaptive reuse. During many of these projects, we have engaged the zoo and aquarium’s market and community through public presentations, workshops, interviews, focus groups, and online surveys. We have a dedicated group of illustrators and 3D visualization specialists that can produce a range of supporting documents to meet our clients needs from beautiful point of view renderings, illustrative plans, bird’s eye views, as well as elaborate 3D models with video fly-throughs. We will work with the Ralph Mitchell Zoo to tailor the level of documentation to fit the budget for the work and your needs as it relates to communicating the ideas of the master plan to city leadership, consituents, and potential donors. We have developed proprietary models for calculating park capacities and attendance projections which allow us to accurately plan and design facilities such as parking, ticketing, retail, restrooms, dining, and attractions as well as to predict long-term revenue generation. Our experience in the industry allows us to create operational models that reflect future costs related to new attractions including staffing, utilities, endowment, maintenance, etc. We are a financially stable company that celebrated 55 years of business in 2020. We currently have no impediments to our ability to complete this project. We carry professional liability insurance with $1 million per occurrence / $2 million aggregate limits.

TECHNICAL EXPERTISE We’ve been designing for animals of all kinds for a very long time, and for some very big clients. As such, we understand the complexities of sustaining life in captive environments. Along the way, we’ve been part of the development of new operational technologies, such as the first hippo exhibit pool to also sustain a school of African cichlids; an overhead, continuously flowing freshwater river exhibit supporting multiple species of fish; and the first (and oft repeated) air-conditioned truck bed to encourage face-to-face viewing with large carnivores. PGAV Architects | Ralph Mitchell Zoo Master Plan 15 BUDGET-CONSCIOUS DESIGN We understand the need to make sustainable financial decisions in order to fulfill your institution’s mission. We work with clients all over the world to get the “biggest bang for your buck.” We achieve this by creating realistic schedules and estimates throughout the design process. Our design teams are experienced at estimating, and continuously develop in-house estimates from conceptual design phase onward. Our estimates are detailed and accurate based on years of collective experience and knowledge. We maintain a cost database from every PGAV project across the country and around the world to ensure our accuracy, and because of this, we are on time and on budget, every time.

LEED CERTIFICATION With over 20 projects designed to LEED standards, PGAV is a leader in the design, construction and commissioning of sustainable architecture. Our most recent destinations work at Columbus Zoo and Kennedy Space Center are both anticipated LEED Silver projects. However, sustainable design innovation does not always mean achieving LEED certification. All of our projects begin with a discussion about about operational and sustainability goals, and throughout the design process, we strive to incorporate new and innovative means to incorporate new and innovative means to achieve operational efficiency which reduce the use of energy and water resources and also reduce your operational budget benefiting the bottom line.

PGAV Architects | Ralph Mitchell Zoo Master Plan 17 BIG BEAR ALPINE ZOO MASTER PLAN big bear alpine zoo big bear, california

For over 50 years, the Big Bear Alpine Zoo has been serving as a rescue and rehabilitation center for the San Bernardino Mountains of California. The very small zoo, currently located on a 2 acre site in the parking lot of a local ski resort, is home to over 85 species of native animals, all of whom could not be returned to the wild due to injury or imprinting. Despite its small size, the Big Bear Alpine Zoo currently hosts over 85,000 guests annually.

PGAV teamed with the Zoo and San Bernardino County to plan the relocation of the small zoo from its original site to a larger 10 acre site nearby. The plan includes naturalistic enclosures meeting the specialized needs of the zoo’s inhabitants, a modernized medical facility, large rehabilitation yards, and an improved guest experience focused on telling the amazing stories of the animals. Big Bear Alpine Zoo is highly successful in their rehabilitation of wildlife, with over 90% of the animals brought in being successfully released back into their native habitats.

18 KANSAS CITY ZOO MASTER PLAN kansas city, missouri

PGAV has partnered with the Kansas City Zoo through a period of unprecedented growth and continued improvement to this important community asset. The firm’s initial projects, beginning in 2006, reimagined the guest entry experience by celebrating the visitor arrival with new ticketing, entry gateway, premier animal exhibits, retail, food service, state of the art classrooms, meeting and presentation rooms at the Zoo’s front door. PGAV’s thought leadership and focus on the guest experience has helped the Zoo to further its mission of conservation and education, increasing annual attendance from 387,000 in 2006 to over 950,000 as of November 1st, 2016.

After its initial work in 2006, PGAV was commissioned to provide master planning services for the century old, 202-acre complex. Working collaboratively with Zoo staff, PGAV developed a 10 year master plan strategically focused upon leveraging a unique asset of the Zoo – its size – with a creative strategy for changing the public perception that the “Zoo is too big” to “The Zoo is just right for me.” Through the development of strategically located “Enterprise Zones” which become active hubs of visitor experiences and amenities, the 2020 Master Plan provides the framework of ideas and implementation strategies that will set the Zoo on a steady course for its second century of success.

Located in Mohawk Park, one of the largest municipal parks in the , the 85-acre Tulsa Zoo is home to more than 2,500 animals representing 435 species. The Zoo is very well known for its conservation efforts, working to reduce the use of palm oil, participating in FrogWatch USA, ocean conservation, and supports more than 200 projects both locally and globally. More than 600,000 annual visitors enjoy a variety of exhibits, including the Robert J. LaFortune Wild Life Trek, Lost Kingdom: Elephant, Tropical American Rain Forest, Connection, Helmerich Sea Lion Cove, Penguin Habitat, African Plains, Asian Arena, the Children’s Zoo, and the Dave Zucconi Conservation Center.

PGAV Destinations was hired by the Tulsa Zoo to assist with a 20-year master plan. By combining renovation projects with charismatic species in major capital projects, the Zoo will both build community support while resolving facility deferred maintenance issues. The master plan addresses strengthening brand, developing connection and relationships with guests and the community, and creating a financially sustainable institution.

PGAV worked closely with Saint Louis Zoo staff and stakeholders to develop a long-term vision for the zoo that expresses and compliments fundamental strategies identified during a strategic planning process. The master plan efforts emphasized aspects of the strategic plan associated with animal care, guest experience, attendance, financial performance, and conservation messaging. Planning work flowed in three phases. Phase one consisted of analyzing existing conditions related to site, earned revenue, guest/service circulation, and messaging. Phase two consisted of developing new products to implement the strategies, with an emphasis on product marketability. Phase three prioritized the implementation sequence based on animal care requirements, construction cost estimates, marketing impact, funding feasibility, and disruption of operations. The plan provides a vision for the zoo for many years to come.

With over 1,200 acres of property, the Living Desert is a unique destination merging dedicated botanical gardens and live animal exhibits to represent the world’s deserts. The beautiful zoo, surrounded by mountains, is home to a wide variety of desert animals including , giraffe, jaguar, and Mexican wolves, and over 50 themed desert gardens. The Living Desert preserves over 1000 acres of the Colorado Desert as private hiking trails on-site, and actively rescues and rehabilitates native wildlife in their state-of-the-art veterinary hospital. PGAV teamed with the Zoo to create a plan for market and attendance growth over the next 10 years and beyond. The master plan includes a relocated and enlarged entry experience including multiple innovative exhibits and related banquet facilities. Also included in the plan are renovations to existing African savanna exhibits, new Australia and Madagascar zones, a major splash play area, and an aquarium. The Living Desert is a leader in of the world’s desert species. They played a critical role in the breeding and re-introduction of the scimitar-horned oryx and addax in Tunisia.

22 BROOKFIELD ZOO MASTER PLAN brookfield zoo chicago, illinois

The historic and beloved Brookfield Zoo in Chicago, Illinois enlisted PGAV to complete a plan for the park’s redevelopment and growth over a 15 year period. As part of the planning, PGAV conceptualized several new exhibit areas, including an innovative string of yards for elephants, a celebratory entry experience, and a greatly enhanced habitat.

Opened September 2009 as the first of the master plan projects, the Brookfield Zoo’s Great Wild North is an exploration of the wilderness from the western United States, north into Canada. On the trek, guests will encounter bald eagles nesting in the trees, bison roaming an open plain, brown bears wrestling in a shallow stream, and polar bears diving through deep, chilly water. PGAV faced a particular challenge in this project due to the destructive nature of the animal species and the desire to maintain natural, green grass throughout the exhibits. In-depth research into soil quality allowed the designers to recommend the optimal soil profile for these challenging conditions.

Set in San Antonio’s beautiful and historic Brackenridge Park, San Antonio Zoo hosts over 1,000,000 guests annually on its 56 acres. The Zoo’s unique character is defined by the limestone cliffs of the quarry once housed there, the dramatic historic live oaks draped in Spanish moss, and the intricate stonework of the walls and buildings constructed by the WPA. The Zoo features a portion of the worldfamous Riverwalk, and is home to over 750 species of animals, including a robust bird and reptile collection. The Zoo is considered the foremost world leaders in cave ecology and conservation. Under new leadership, the San Antonio Zoo hired PGAV to help guide a vision for the next 20 years of improvement and development. After thorough analysis of the site, conservation programming, animal collection, competition, and revenues, the master plan identified goals for becoming the leading conservation organization in Texas, being recognized as a ‘world best zoo,’ and continuing to grow profits through attendance growth and revenue diversification. The master plan identified a major renovation for the entry of the Zoo that not only improves efficiency, allows increased attendance growth, but also is a defining experience of the Zoo brand—family fun with a nod to the history of San Antonio. To fulfill its mission, the Ralph Mitchell Zoo must thrive as an organization. Strategic and master plans are the solid foundation for successful growth and development at all levels. In simplest terms, the strategic plan will determine the direction and create the filters for establishing the master plan, which will further define the Zoo, where it should go, and how to get there. During the development of each plan, we will build on your own strong foundation of operation, understand the complexities of your organization and your unique situation. Not only will we address the physical attributes of the Zoo, but because we believe only a financially sustainable plan will support ongoing success, our process often includes business analysis and planning as well. We will familiarize ourselves with your financial conditions and incorporate that knowledge into our master plan approach. PGAV Destinations proposes a three-phase approach to master plan development: Phase One: Analysis and Strategy Phase Two: Product Development Phase Three: Implementation PLANNING OBJECTIVES The Strategic & Master Plans will provide a vision for the next two decades, to fulfill your mission through new exhibits, new programs, visitor amenities, operations, marketing, attendance growth, and financial sustainability. At the conclusion of the planning process, the Zoo will have a clear strategic direction and key insights into critical success factors, including: 1. Understanding of Ralph Mitchell Zoo’s potential visitor base and the impact of projected attendance. Specifics include: a. Definition of target market with segmentation, perceptions, & motivations b. Visitor demand on resources c. Capacity analysis / project right-sizing d. Potential for attendance growth 2. Analysis and strategies for the brand, mission, and differentiators. 3. Development of story and experience zones. 4. Development of high level strategies for wayfinding and visitor understanding of place within the buildings and site. This will relate closely to the branding and story zone tasks. 5. Development of a timeline and roll-out plan for new products. 6. A master plan for the next 20 years. In order to complete the master planning process, we expect to have on-going, open dialogue with the Zoo (including decision-makers as well as support staff) with timely responses and thoughtful, critical feedback. Documents that will ensure an efficient and insightful master plan include, but are not limited to: visitor and market surveys (optional service), building evaluations, past business plans, past master plans, tourism data (often from the Convention Bureau), population demographic and growth data, attendance statistics (including daily attendance) from the last five years, current revenue and/or funding data, site survey (including parking lot, utilities, and topography), collections list, and special events data. Gathering these documents, to the extent you have them, will help to inform the master planning process

30 PHASE ONE ANALYSIS & STRATEGY

PGAV will generate and compile data into a holistic picture of the project potential and determine strategies for further development. PGAV will participate in meetings with stakeholders, including staff and key community members, in order to develop sufficient understanding of issues and perceptions as a foundation for planning. During Phase One, the team will visit the zoo, meet with stakeholders, review information about finances and market, review drawings of planned facilities, generally become familiar with the site, story and its market potential, and draw initial observations and conclusions. Phase One allows the planning team to develop strategies for management and new products based on analysis of potential. During this phase, PGAV will perform the following tasks: Stakeholder Interviews The PGAV Destinations team will work with the Ralph Mitchell Zoo and associated stakeholders to form a steering committee composed of the appropriate staff and interested parties (including members of the City of Independence, Park and Zoo Department and Zoo Plan Master Board as appropriate). We will meet with the stakeholders to articulate the goals and key issues of the overall master plan for the Zoo and the strategic business plan components of the study. It is likely that these meetings will take the form of interviews (based on questionnaires sent earlier) with individual stakeholders, staff, board members, including telephone interviews. The intent of all conversations during these meetings will be to discuss project goals and strategies and the implications on facilities, education, operations, food service, retail, finance and marketing to determine planning parameters. These interviews will be conducted via written questionnaires followed up with two 1 hour in-person meetings and/or phone calls. Assess Site and Facilities PGAV will visit the site and use existing site drawings and related documents to observe conditions, study potential vehicular and pedestrian traffic flow, understand the relationship of the site to surrounding sites, and assess potential. Review of existing documents would include reports pertaining to: • Site conditions and issues, including, but not limited to environmental sustainability, wayfinding, guest circulation, service circulation, and accessibility • Facility conditions, deferred maintenance, and pressing issues • Potential locations for guest experience products and facilities • Development regulations PGAV will also review all current animal facilities to assess condition, size, efficiency, guest experience, aesthetics, and ability to optimize husbandry. During the exhibits analysis, we will discuss design innovation and establish goals for the animal habitats and support facilities including any that are falling short currently. Develop Goals and Strategies for the Master Plan Following the Analysis phase, we will develop a succinct set of goals and strategies supporting those goals that will serve to guide the development of the master plan. Strategies will range from implementation of physical improvements to staffing and marketing recommendations.

PGAV Architects | Ralph Mitchell Zoo Master Plan 31 Compile a Strategic Plan Report This report will capture and summarize the efforts of the initial phase, suggest a compelling vision to guide and inspire the destination’s constituencies, and create a “working platform” for the product development phase. This report will be in the form of a Power Point with added text, will be presented and reviewed in a meeting with the Zoo. PHASE TWO PRODUCT DEVELOPMENT

PGAV will explore a range of guest experience products based on key strategies. “Product development” describes our strategic approach to the creative process to develop potential guest experiences based on business goals, targeted to specific customer segments, developed along brand architecture, and resulting from a storyline-based thematic concept. “Product” could describe exhibits, rides, theatres, gated entrances, shops, restaurants, gardens, animal experiences, transportation systems, or other capital projects—new, or reworked—that maximize revenue, offer a mix of activities, and collectively form a seamless visitor experience. Our process typically involves testing product concepts with potential target audiences to provide insight into effectiveness of each concept and the potential impact of the combined experience. Testing becomes most informative when based on strong visitor experience concepts presented clearly via graphics and narratives by a professional research firm. Although we highly recommend this concept testing, it is not included in the base scope of this master plan. In response to analysis and specific strategies, PGAV will develop site usage concepts and new products to comprise an initial plan and phased additions. We will work with the Ralph Mitchell Zoo leadership and staff to prioritize projects for further development. Once developed with image boards and narrative descriptions, we recommend testing the concepts with consumers, and then refining them based on test results. PGAV would also develop capital cost estimates at this time. During this phase, PGAV will perform the following tasks: Facilitate a Product Development Workshop PGAV will lead a day-long creative workshop with staff, steering committee, and other stakeholders as appropriate to generate ideas and set priorities for subsequent product development. Develop Guest Experience Concepts PGAV will develop guest experience concepts as new products to fulfill the strategies identified in previous steps. The process will consider the site, special event facilities, exhibits, retail, food service, shows, demonstrations, or any other guest experiences. Marketability will be a primary concern for new products. Following optional testing and validation, PGAV will refine the concepts. Establish a Program The foundation for long-term physical planning lies in a solid program. We will create a program document that outlines the animal exhibits and holding buildings, guest service buildings, entry functions, revenue opportunities, rides, shows, etc. to be included in future developments.

32 The document will specify the size of each element, list functional spaces, capacity needed, special needs for that element (including barriers, enrichment, pools, etc. for animal-related spaces) among other information that will allow us to create a feasible physical plan and educated project estimate. Develop Preliminary Illustrative Site plan The plan will indicate location and proximity of products, and aid in developing cost estimates. The Illustrative Site Plan will include the following: • Visitor and service circulation • Plan for best usage of site and facilities including thematic zones • Parking strategies Prepare Consumer Testing Presentation Materials (optional additional service) PGAV will develop artist’s renderings (5) and narrative descriptions of new product concepts for testing with potential visitors. The words and pictures convey what people will experience and learn in each concept. Guided by a skilled moderator or written guide, guests will also be invited to offer open-ended opinions of the concepts and suggest improvements. Conduct Consumer Testing of New Products (optional additional service) PGAV does not conduct the consumer testing. We work with third party organizations that specialize in consumer research. We can recommend testing agencies (for example, H2R Market Research) or work with a firm preferred by the Zoo. PGAV will work closely with the firm to create recruiting narratives and survey questionnaires. Testing methods vary, but can include focus groups and internet surveys. Prepare Construction Cost Estimates of New Products PGAV will use our extensive experience with design and construction of projects to develop realistic, informed estimates of all construction costs. We will use our extensive experience and history for Kansas projects to augment the estimates with local market factors. Present New Product Concepts PGAV will present the concepts developed and tested during Phase Two for discussion of priorities as a foundation for phasing and implementation planning. PHASE THREE IMPLEMENTATION PLAN

PGAV provides a roadmap for execution of the plan. Once product concepts are refined and estimated, PGAV will work with staff and stakeholders to develop priorities and reflect them in a phased implementation plan. Phasing considerations generally include market impact, funding, planning time, construction disruption, attendance growth strategies, revenue generation, and a phasing plan. During this phase, PGAV will perform the following tasks: Final Illustrative Site Plan The final plan will visually convey the interrelationship of products that comprise the master plan, including keys to phased implementation.

Following review, a revised final report incorporating responses to questions and comments will be issued. Final Presentation of Master Plan PGAV will present the full master plan for the zoo, steering committee, and any additional stakeholders in order to generate staff and community buy-in, generate excitement, and potentially kick-off fundraising efforts.

We measure success by our clients’ satisfaction; that is to say, we want to be your partner today and into tomorrow. An important part of PGAVs’ cultural heritage is the cultivation of long-term relationship with our clients, and we realize the only way to do that, is to deliver amazing project, on time and on budget. We want you to be happy. We want your guests to be happy, and we want your animals and staff to be happy, too. That is the true definition of success to us! In order to ensure our accuracy of drawings, budget and schedule, we utilize a mixture of specialists and generalists for our teams. Although it varies a little for strategic and master planning, our core team is comprised of a highly experienced project manager overseeing the overall flow of the project and interaction with our client; a project architect, who manages the day-to-day work of our team of architects, is the key point of contact for our consultants, and is often the manager during construction administration; a project designer, who manages the creation of story, overall experience, and look and character, and who works closely with the project architect to ensure constructability and cost remain in check; an interpretive and graphics designer, who oversees the development of educational messages and methods of delivery, and works closely with the project designer to ensure the story and messaging are deeply interconnected; and a team of architects, landscape architects, and designers who advance the project from concept to construction documents. Specialists such as graphic designers, show designers, cost estimators, sculptors, illustrators, etc. may be brought in to efficiently and expertly expedite specific aspects of the project at different points in the process. Some of the tools at our disposal include: • Digital library of animal husbandry standards, regulations, and recommendations from various agencies and organizations from around the world • Digital library of animal exhibits and statistics from around the world to use as benchmarks • Quality Assurance through an internal Fundamentals Review at each design phase • Database of costs collected from recent projects around the U.S. • Ability to illustrate projects in digital 3D via multiple programs (Revit, Sketch-Up, 3ds Max, Unreal Engine, Z-Brush) • Dedicated physical model shop on-site • Character Reference Guide for delivery of non-traditional forms of construction • Proprietary operations and planning models Additionally, each project undergoes an in-depth Quality Control review with a group of experts from our office at key milestones beginning with Schematic Design. The timeline shown here represents our initial thoughts on how to structure the effort and activities (in terms of both time and fee allocation) in a way that will result in the highest level of exploration and provide the greatest return on investment for the Ralph Mitchell Zoo and the community it services. If we are fortunate to have the opportunity to work with you, we will finalize the timeline and project plan seeking input from your key stakeholders. We take budgets seriously! Whether they are budgets for construction of capital improvement projects or design service fees, we know that our clients’ resources are limited and that every dollar spent must return value. Seneca Park Zoo: Master Plan

Monroe County, Rochester, New York

The master plan and concept study assessed the long-term viability of the existing main building for housing animals. The condition and usefulness of the zoo entry and operations facilities were also assessed. While the original plan had options for renovations or replacement of the main buildings, the scope was expanded to include study of the entire front portion of the zoo to evaluate the potential for improving the zoo experience. Following the initial master planning effort, the design team was engaged to provide programming, conceptual design and economic feasibility of the proposed revitalization plan. This work effort was completed through a collaborative and cooperative effort between WDM Architects, a local architect liaison and Zoo Advisors as the business planning consultants. The community was engaged through a series of open-houses and presentations.

Proposal Fees

Based on our understanding of the project and the proposed project schedule we have proposed a base fee that would include all deliverables from our collective master planning team included within the Discovery, Genesis, Synthesis, and Culminate phases described in the Project Understanding. The Zoo Advisors team can offer a Comprehensive Business Plan for additional fee. We did not include the full business plan in our case fee as it did not specifically ask for it in the RFP but we feel it could be very valuable to the zoo’s future growth. Please see the Optional Business Planning line item below for a more detailed description of this additional service. If these services are desired, we are happy to update our Base Fee to include them during scope negotiations.

We have broken this fee out per project to give you maximum flexibility to add projects as you see fit.

While improvements to the physical Zoo site, animal habitats, and guest amenities will help build a foundation towards an economically sustainable future, this represents only one half of the equation. A complimentary business plan would also chart a path towards success for the Zoo’s economic well-being. Should the Zoo elect to proceed with this work, we would conduct a complete historical evaluation of its revenue operations, including:

ƒ Admissions and membership programming; ƒ Special events and programming; ƒ Up-charged on site experiences; and, ƒ Other peripheral revenue generating activities.

In the context of this historical analysis and the Zoo’s master plan, we would develop a business plan to ensure that the organization is able to capitalize on the growth and momentum of changes to the physical site in order to maximize its revenue potential.

New Entry The parking lot is terraced in three sections which traverse the hill. The previous entry was positioned at the upper terrace off one of the smaller lots. Guests had to go up stairs and through a small building. This sequence was not highly visible, not handicapped accessible, not welcoming, and congested.

Red Panda Exhibit While most of the zoo collection are animals native to Western North Carolina, Red Panda is unique to their collection. Master Planning Process

Design is a process. It takes time, focus, and experimentation to create a successful plan. We believe that because each zoo is unique, the process used to achieve it must be flexible. While we don’t have a one-size-fits-all process, our team’s vast experience master planning has allowed us to put together an initial framework we feel will deliver the most successful Master Plan for the Ralph Mitchell Zoo.

Overall, our approach is to build on the work WDM and the zoo have already accomplished. The following pages will explore the process we would like to use.
