The Regional Elections of 2010: Much Ado About Nothing?
Bulletin of Italian Politics Vol. 2, No. 1, 2010, 137-45 The Regional Elections of 2010: Much Ado about Nothing? Antonio Floridia Electoral Observatory of the Region of Tuscany Abstract: This article, taking its point of departure from the research presented at the annual workshop of the Italian Society for Electoral Studies, analyses the principal outcomes of the elections held in 13 Italian regions on 27 and 28 March 2010. One of the most significant features of these elections is that they do not appear to have resulted in any major changes with respect to the electoral cycle initiated in Italy by the parliamentary elections of 2008. Featuring a very low level of turnout, typical of “second-order” elections and affecting all the parties, the only winners were the parties (the Northern League and Italy of Values) which managed to consolidate their support or limit their losses. The article then analyses in more detail the result obtained by the Democratic Party and dwells on the fact that the success of the centre right, despite winning four of the regions previously governed by the centre left, does not seem, however, to have reinforced the Berlusconi government due to the growing political significance of the League and the conflicts this produces. Ultimately, the regional elections have highlighted all of the dillemmas affecting Italian politics without resolving any of them. The Italian decision of joining the EMS: Exchange rate commitment as a political argument in favour of institutional reforms* Anna Solé University Pompeu Fabra May, 7th, 2018 Abstract: During the negotiations about the European Monetary System (EMS), the Italian government consistently held the position that Italy was not going to join a “re-edited Snake”. However, when it became clear that the EMS would work under the hegemony of the German mark, just as the previous system did, the Italian government surprisingly changed position and decided to adhere to the new monetary arrangement, although this decision imposed unpopular reforms and threatened with provoking a government crisis. The debate on the convenience for Italy of participating in the EMS shows that besides the discussion on the new monetary system, other important discussions, concerning institutional reforms, were also taking place. In many occasions, EMS membership was used to justify the need for other institutional reforms that did not enjoy enough political support to be implemented. In particular, the reform of the wage indexation mechanism and the change in the status of the Banca d’Italia are examples of how the exchange rate commitment and the European compromises were used to impose measures that were very unpopular and, otherwise, would have been very difficult to carry out. Introduction: On the 5th of December 1978, the agreement of the European Monetary System (EMS) was signed by six of the nine members of the EEC. The United Kingdom decided to stay out, whereas Italy and Ireland were given some additional time to take their final decision. -

UNISCI Discussion Papers, Nº 25 (January / Enero 2011) ISSN 1696-2206 DEFENCE POLICY IN THE ITALIAN REPUBLIC: FRAMES AND ISSUES Nicola Labanca 1 University of Siena Abstract: The article focuses on the civil-military relations in Republican Italy. The new democratic model of relations between the political authorities and the military had a strong continuity in the past. Also, in the new Republic the Armed Forces enjoyed a large degree of autonomy. Different phases can be identified in the history of Italian defence policy. In the reconstruction phase (1945-48), the General Staff decided to have again a big Army, based more on quantity than quality. The membership of NATO and the hardest period of the Cold War (1949-53) greatly accelerated the transformation of Italian Armed Forces. Some scepticism against limitations that NATO posed to national autonomy were overcome by the consciousness that the Alliance provided conspicuous means and allowed to abolish the military limitations of the 1947 Peace Treaty. In the years 1954-62, the Armed Forces had to scale down previous expectations, but at the same time, modernized quickly thanks to US aid. The Army was the first beneficiary, then the Air Force and finally (in 1958) the Navy. This was for two reasons: the Navy was the service in best conditions at the end of the war, while Soviet threat in the Mediterranean was at a low level. However, the Army still relied mainly on numbers, with a low number of armoured and motorized units. In these years, Italy also inaugurated its nuclear military policy. From the mid 1960s to the mid 1970s, the Armed Forces started a “ristrutturazione” (“restructuration”) required by the new NATO strategy of flexible response, which accelerated in the years 1975-78. -

1 FOREWORD More has been said about the writing of lawyers and judges than of any other group, except, of course, poets and novelists. The difference is that while the latter has usually been admired for their writing, the public has almost always damned lawyers and judges for theirs. If this state of affairs has changed in recent times, it is only in that many lawyers and judges have now joined the rest of the world is complaining about the quality of legal prose. Research Assistant at Universität Siegen/ Ph.D Student at Ludwig- Maximilians-Universität München First Draft – please do not cite or quote, comments are welcome Abstract With his irresponsible simplifications and unsustainable political demands, populist Beppe Grillo poses a serious danger for the Italian democracy and its institutions, as the widespread opinion goes. However, this negative interpretation falls short of taking into account two crucial aspects: Firstly, Grillo and his MoVimento 5 Stelle are caused by, respond to and intend to change the political system’s and its actors’ uncontested inefficiencies and encrusted structures, woes that the established political elite – so far unsuccessfully – has been trying to change for decades. Secondly, populism as a neutral analytical concept indeed allows for its potential to positively influence the political system, namely by addressing taboo subjects and putting them on the political agenda. As argued in this paper, Beppe Grillo’s populist approach provides Italy with a variety of well-founded stimuli for political and institutional change as he and his movement openly address, expose and criticize structures and procedures that lie at the very heart of the Italian political system’s difficulties. I. Introduction: Beppe Grillo - political clown and democratic catastrophe? This year’s Italian national parliament’s election provided the political system with a clear and unexpected winner: Beppe Grillo’s MoVimento Cinque Stelle (M5S), campaigning for the first time on the national level and founded just around three and a half years before (2009), from scratch achieved 23.79 per cent of the votes in the Senato and 25.55 per cent in the Camera, by this becoming the most successful single party (cf.
