2020 Pipeline Services Survey

The Canada Energy Regulator (CER) strives to promote an efficient pipeline transportation system and regulatory processes. Towards this end, the CER conducts an annual Pipeline Services Survey (Survey) to obtain direct feedback from the shippers on the quality of service provided by CER-regulated pipeline companies and on the CER’s processes with respect to tolls and tariffs.

This year’s Survey contains twenty one (21) questions. The results of the survey will feed into the CER’s Departmental Results Framework. The feedback also informs the type of information the CER seeks from companies, including through the CER’s financial audit program. Further information on the CER and the Survey can be found in Attachment A.

Active shippers on each pipeline identified in Table 1 will receive an invitation to participate in the Survey. Only one contact at each shipper company will receive the invitation. However, the Survey link can be shared within the organization, or the contact can coordinate responses from throughout the organization. Active shippers are those shippers who have shipped any product regardless of volumes (within the last 2 years) with the pipeline and would, therefore, be able to respond to the various questions on the Survey. This includes marketers or agents that transact on behalf of the parties who hold transportation capacity and can include regulatory or commercial representatives as appropriate. The Canada Energy Regulator (CER) requires the pipeline companies listed in Table 1, to provide CER staff with an accurate and up-to-date verified list of active shippers in comma separated value (*.csv) or Excel format by close of business, 30 January 2020, to facilitate the issuance of the Survey. The list shall contain for each shipper: the company name, the name of a single contact, and the current e-mail address for the contact. The CER requests companies to provide the shipper lists by email to [email protected] to protect the sensitive commercial and personal information contained within.

The contact person for each shipper or marketer provided to the CER should ideally be an individual that participates in the toll task force or shipper working group, if one exists, or the senior executive responsible for regulatory or commercial matters. The CER understands the importance of timely and accurate communication between a pipeline company and its shippers and requires each pipeline company to maintain an accurate and up-to-date list of contacts for its shippers.

The CER will distribute the Survey by 10 February 2020 with the subject heading “Canada Energy Regulator Pipeline Services Survey”. When the Survey launches the contact provided by the pipeline company will receive an invitation with further instructions. Pipeline companies are encouraged to discuss the Survey with their shippers prior to, and during the Survey at any shipper meetings. Responses are to be submitted no later than 31 March 2020.

2020 Pipeline Services Survey Background

The Pipeline Services Survey (Survey) is a means to obtain direct feedback from the shippers of the Canada Energy Regulator (CER)-regulated pipeline companies on the quality of service provided by those pipelines and on the CER’s processes with respect to tolls and tariffs. The CER intends to complete the survey annually. Every three years the full survey of approximately 20 questions will be issued. In the intervening years a short survey of five (5) questions will be conducted. The full Survey will be conducted for the current year.

The CER will use a web-based survey tool to distribute the survey to shippers via e-mail. Instructions will be provided with the Survey along with a PDF of all 21 questions, should the contact person wish to distribute the questions within their organization.

The CER considers the Survey results as an input when deciding which pipeline companies to audit as part of its financial regulatory audit program; and in focusing the audit objectives and scope. The CER also uses the results to obtain direct feedback on the quality of service provided by major CER- regulated pipeline companies from the shippers on those pipelines. The results of the survey will also feed into the CER’s Departmental Results Framework. The CER’s objective is to facilitate continual improvement in pipeline services and the 2020 survey is in keeping with this objective. The CER encourages pipeline companies to discuss Survey results with shippers.

After analyzing the Survey responses, the CER will publish a summary of the results in aggregate for the surveyed companies. The aggregate results will include the industry average and distribution of responses for each question and, where appropriate, a summary of major themes. These results will include the pipeline company’s average rating and distribution of responses for each question, as well as the verbatim comments received from shippers. The CER will include other analysis of the data as appropriate.
