Figures and/or pictures may be missing from this format of the document. *** Abstract: This article uses the multiple and contradictory realities of Melilla, a pene-enclave and -exclave of Spain in North Africa, to draw out the contemporary practice of Spanish, European Union, and Moroccan immigration enforcement policies. The city is many things at once: a piece of Europe in North Africa and a symbol of Spain’s colonial history; an example of the contemporary narrative of a cosmopolitan and multicultural Europe; a place where extraterritorial and intraterritorial dynamics demonstrate territory’s continuing allure despite the security challenges and the lack of economic or strategic value; a metaphorical island of contrasting geopolitical and biopolitical practices; and a place of regional flows and cross-border cooperation between Spain, the EU, and Morocco. It is a border where the immunitary logic of sovereign territorial spaces is exposed through the biopolitical practices of the state to ‘protect’ the community from outsiders. -

Down and Out: Founding Elections and Disillusionment with Democracy in Egypt and Tunisia Sharan Grewal and Steve L. Monroe Forthcoming, Comparative Politics Which electoral losers become the most disillusioned with democracy following the first free and fair elections? Exploiting surveys before and after founding elections in post-Arab Spring Egypt and Tunisia, we find that the most disillusioned losers were those residing in areas where the losing parties were strongest. We argue that expectations matter. Losers whose parties are strong locally tend to overestimate their popularity nationally and thus become more disillusioned after the first elections. Beyond these attitudinal results, we find that these areas witnessed a greater increase in support for candidates from former autocratic regimes in subsequent elections. These findings clarify subnational variation in electoral losers’ attitudes towards democracy. They suggest that decentralization may keep otherwise disillusioned losers invested in democracy. 1 “She was in a state of shock and confusion. In the south, the governorate is made up of a vast desert plain, intersected by the Shatt Al-Arab waterway which is formed by the confluence of the Tigris and Euphrates rivers at Al-Qurnah and empties into the Persian Gulf. Around Al-Qurnah and Al-Medina a number of lakes can be found, while marshland stretches from the north of the governorate into the neighboring governorates of Thi-Qar and Missan. The governorate is Iraq’s only access to the sea. Similar to the surrounding region, the governorate of Basrah has a hot and arid climate. The temperatures in summer are among the highest recorded in the world. Due to the vicinity of the Persian Gulf, humidity and rainfall are however relatively high. The governorate receives an average amount of 152mm of rainfall a year between the months of October and May. Population and Administrative Division The governorate of Basrah is subdivided into seven districts: Abu Al-Khaseeb, Al-Midaina, Al-Qurna, Al- Zubair, Basrah, Fao, and Shatt Al-Arab. The city of Basrah, the governorate’s capital, is Iraq’s third largest urban center. -

1961] THE CONCEPT OF STATEHOOD IN UNITED NATIONS PRACTICE * ROSALYN COHEN t The topic of "statehood under international law" has long been a favorite with jurists. The problem of what constitutes a "state" has been extensively examined and discussed, but all too often in absolutist terms confined to drawing up lists of criteria which must be met before an entity may be deemed a "state." The very rigidity of this approach implies that the term "state" has a fixed meaning which provides an unambiguous yardstick for measuring without serious fear of error, the existence of international personality. The framework of examination being thus constricted, traditional inquiry has endeavored to meet some of its inadequacies by ancillary discussions on the possi- bility of a "dependent state" in international law, of the desirability of universality in certain organizations set up by the international com- munity, and of the rights of peoples to national self-determination. It would appear, however, that these questions, far from being ancillary, are integral to any discussion of "statehood." Even the language of the law-or perhaps especially the language of the law-contains ambiguities which are inherent in any language system, and the diffi- culties presented by this fact can only be resolved by an analysis which takes full cognizance of the contextual background. Thus, when ex- amining what is meant by the word "state," an appraisal of the com- munity interests which will be affected by the decision to interpret it in one way rather than in another is necessary. Discussions, for example, of whether a "dependent state" can exist under international law become meaningless unless there is first an examination of whether the community of nations would find it appropriate, in the light of its long range objectives, to afford the rights which follow from "state- hood" to entities fettered by restrictions which impair their independ- ence. -

Island Studies Journal, 15(1), 2020, 151-168 The sovereignty of the Crown Dependencies and the British Overseas Territories in the Brexit era Maria Mut Bosque School of Law, Universitat Internacional de Catalunya, Spain MINECO DER 2017-86138, Ministry of Economic Affairs & Digital Transformation, Spain Institute of Commonwealth Studies, University of London, UK [email protected] (corresponding author) Abstract: This paper focuses on an analysis of the sovereignty of two territorial entities that have unique relations with the United Kingdom: the Crown Dependencies and the British Overseas Territories (BOTs). Each of these entities includes very different territories, with different legal statuses and varying forms of self-administration and constitutional linkages with the UK. However, they also share similarities and challenges that enable an analysis of these territories as a complete set. The incomplete sovereignty of the Crown Dependencies and BOTs has entailed that all these territories (except Gibraltar) have not been allowed to participate in the 2016 Brexit referendum or in the withdrawal negotiations with the EU. Moreover, it is reasonable to assume that Brexit is not an exceptional situation. In the future there will be more and more relevant international issues for these territories which will remain outside of their direct control, but will have a direct impact on them. Thus, if no adjustments are made to their statuses, these territories will have to keep trusting that the UK will be able to represent their interests at the same level as its own interests. He’d been in the cold water for four agonizing hours. His body temperature had plummeted dangerously low. Now, to his horror, he found himself trapped in the water by a wall of razor-sharp barbed wire. Precious seconds ticked by. The area was crawling with guards carrying machine guns. Some had snarling dogs at their sides. If they caught Hartmut, he could be thrown in prison—or worse. These men were trained to shoot on sight. Hartmut grabbed the wire with his bare hands. He began pulling it apart, hoping he could make a hole large enough to squeeze through. Hartmut Richter was not a criminal escaping from jail. He was not a bank robber on the run. He was simply an 18-year-old kid who wanted nothing more than to be free—to listen to the music he wanted to listen to, to say what he wanted to say and think what he wanted to think. And right now, Hartmut was risking everything to escape from his country and start a new life. A Bleak Time Hartmut was born in Germany in 1948. He lived near the capital city of Berlin with his parents and younger sister. This was a bleak time for his country. Only three years earlier, Germany had been defeated in World War II. During the war, Germany had invaded nearly every other country in Europe. -
The Psychological Province of the Reader in Hamlet Ali
THE PSYCHOLOGICAL PROVINCE OF THE READER IN HAMLET ALI SALAMI1 Introduction The baffling diversity of responses to Hamlet, tainted by philosophy, psychology, religion, politics, history and ethics, only conduces to the ever-increasing complications of the play. In Hamlet, the imagination runs wild and travels far beyond the text, to the extent that the reader perceives things that stand not within but utterly without the text. In reading the play, the reader finds in themselves hidden meanings and pent-up feelings and relates them to the play. In the process of reading Hamlet, the reader’s imagination fails to grasp the logic of events. Therefore, instead of relating the events to their world, the reader relates their own world to the text. As a result, the world perceived by the reader is not Hamlet’s but the reader’s. In other words, every reader brings their own world to the play. This study seeks to show how the reader can detach themselves from Hamlet and let their imagination run free. It also shows that the reality achieved by the reader in the course of reading the play is only the reality that dwells in the innermost recesses of their own mind. Hamlet the Character By general consent, Hamlet is one of the most complicated characters in the history of Western literature. With the development of psychoanalysis, Hamlet the character has been widely treated as a real person, rather than one created by a human mind. Even the greatest scholars have taken Hamlet out of the text and analysed and psychoanalysed him as a human personality, albeit with little success as to the discovery of the real motivations of the character.
