MOTION FOR A RESOLUTION OF PARLIAMENT

INQUIRY INTO THE ALLEGED MISMANAGEMENT AND tr I o I\n P MEANT FOR THE RELOCATION, REHABILITATION AND OF LANDSLIDE VICTIMS IN DISTRICT AND IDPS IN OTHER AFFECTED DISTRICTS IN THE ELGON SUB REGION/ZONE. (MOVED UNDER RULES 55 & 56 OF THE RU,ES OF PROCEDURE OF PARLIAMENT, 2017)

WHEREAS the landslide which occurred in Bududa District 11ft October 2018 resulted into the death of more than 50 people and displacement of hundreds of households is the latest landslide occurrence among many in the Mt. Elgon sub region including;

a) One on lst March 2OlO in Bududa District left more than 350 people dead and over 8,020 displaced with 603 households(IDPS) resettled in ; b) Another landslide occurrence from 28ft to 30ft August 201 1 in led to the death of 8 people and 31 people died rn Srsryr; c) Yet another landslide which occurred in 2Ol2 in Bududa and Sironko Districts in2Ol2 and led to the death of 16 and 18 people respectively; d) More recently, landslide occurrences in Busai, Bukirimwa and Bukibino parishes of Bududa sub-county, Bududa District in May 2Ol8 which resulted into the death of 1 person and displacement of 300 families;

WHEREAS Bukalasi and Bushika sub counties in Bududa District are currently the most affected areas with the largest number of Internally Displaced Persons because of a very deep crack in the land that is threateningly broadened with each landslide occurrence causing the continuous sinking of the land and endangering the lives of the people living in the area who require immediate evacuation;

RECALLING that Parliament in the financial year 2OL3l2Ol4 approved UGX 8bn (eight billion Shiltings) for relocation resettlement and rehabilitation of landslide victims and these monies were supposed to be released in batches of 8bn per annum for a period of 5 years but this was only done for 3 financial years and prematurely stopped;

RECOGNISING that there are allegations of the past relocation programmes, procurement and supply of emergency relief for the landslide victims was marred with irregularities, corruptiort, embezzlement, abuse of office, extortion, inflation of numbers of displaced persons and conflicts over land ownership;

ACKNOWLEDGING that up to date, the Government has not embarked on the evacuation and relocation of landslide affected persons, and that more money has been appropriated by Cabinet for the same programme despite lack of accountability for earlier releases of 2Ol3l14,2Ol4l15 and 2OL5l16 financial years;

CONSIDERING that a comprehensive and forensic investigation by Parliament into the mismanagement and abuse of funds meant for acquisition of land, procurement and supply of relief items for Bududa landslide victims will not only serve to bring the perpetrators to book, but also curb against further abuses, laxity, impunity, corruption and also restore citizenry confidence and trust in Government;

NOW THEREFORE be it resolved by Parliament that:

A Select Committee of Parliament be instituted in accordance with Rule 186 of the Rules of Procedure of Parliament to investigate: ,.

a) Allegations of corruption, mismanagement and abuse of funds for the relocation programmes of landslide victims in Bududa and IDPs in other affected districts in the Elgon sub region. b) The circumstances under which Parliament made provision for the resettlement budget of the Office of the OPRIME Minister for the financial year 2OL6 I 2Ol7 c) The allegations of mismanagement of the Kiryandongo resettlement exercise with a view to determine the beneficiaries.
