Personnel and Staff Development

On February 21st we posted for on call part time staff to replace the two people who retired in 2018. Posting to close on March 8, 2019.

County Involvement

The Branch Services Librarian sits on the Joint Health and Safety Committee for the County. The CEO will act as the alternate on the committee.

Cultural Planning and Recreation- Dysart continues to be very proactive with both Cultural plans and recreation activities. The library branch plays a key role in both these initiatives. I sit on the Cultural Resources Committee for the Municipality.

Sherrill Sherwood, Coordinator of Collections Development sits on the Cultural Resources Committee.

The Branch Services Librarian sits on the Minden Hills Cultural Centre Advisory Committee, and the SIRCH board of directors.

Tourism Stakeholders is part of the Programming and Outreach Coordinator’s position. Haliburton County Public Library is a member of the Chamber of Commerce and we periodically attend their events and they attend ours.

Provincial Involvement

The Board made the decision to participate in E-content advocacy by writing letters to publishers. They have requested that County Council do the same.

Grants

Investigated our eligibility for a hiring incentive from Fleming Crew. If we qualify we will try to make it work with our new hire.

Media

The Library has a regular presence in The Minden Times, The Haliburton Echo, The Highlander, and County Life. The Library also has regular radio spots on CanoeFM and MooseFM. The following are in addition to the scheduled media:

Facilities

Early morning on Feb. 3 a very inebriated young man broke the front window of the Dysart Branch. The OPP requested an invoice for any costs related to the incident. We billed for staff time.

The walkway beside the building at the Dysart Branch has been blocked off for most of the month due to hazardous conditions. The downspouts and eave trough deposit water on the walkway that then freezes and causes a slipping hazard.

We experienced many weather related closures in February. We will be looking at making sure that our closure policy is as comprehensive as possible to aid in decision making.

The renovations in Gooderham prevented staff and public access to the bathrooms. Arrangements were made to access the bathrooms on the municipal side of the building.

Collection Statistics

On Wednesdays and Fridays we receive a delivery from Southern Library Service (SOLS) that is comprised of our new books and what we are being lent from other library systems. We also send out what we are lending.

Materials are circulated throughout our system by our internal courier. The courier runs twice a week, Wednesdays and Saturdays. Material is transported in plastic Rubbermaid bins.

There were 586 items added to the collection in February and 1100 items added to date. There were 604 items discarded in February and 1651 titles discarded to date.

Electronic Services We have had a number of patron requests for e-content including teaching databases such as Lynda.com and Mango, digital news products such as Canadian Newsstream, Flipster, and Zinio, and digital streaming products such as Hoopla and Freegle. Since the provincial defunding of a standard suite of databases was defunded in 2016, we have struggled to keep up with community needs in terms of e-content. Community Involvement I attended Community Economic Development 101 presented by the Ontario Ministry of Agriculture, Food, and Rural Affairs, and hosted by the Haliburton County Development Corporation. Professional Development I am investigating Crisis Prevention Institute Instructor Certification Training which is being brought to Ontario in Spring 2019 through the Library Service. This is a train-the-trainer program which would allow me to provide crisis intervention training to HCPL staff, and potentially County staff. I have an email in to CPI for clarification on pricing.

Re: Targeted fundraising

Recommendation That the Library Board establish a Canada Helps donation button on the library website that can raise funds for items currently outside the scope of the libraries’ operating budget. Background There are two key areas where the Haliburton County Public Library (HCPL) is falling behind due to lack of financial resources. These areas are our ability to provide training in and promote maker culture; and our ability to provide e-content including e-books, databases, and downloadable products. The Community of Making was established in an attempt to bridge the digital divide that is often found in rural communities. It was also established with economic development in mind as it has been found to support local entrepreneurs and impart technology skills necessary for employment. E-content allows HCPL to overcome a number of issues such as weather and geography. It is also becoming some users’ preferred way of accessing the library. Rationale To address the above issues we simply need more funding. The proposal is to allow library staff a low effort way to do some targeted fundraising. An example of what this can look like comes from the Public Library. http://www.orilliapubliclibrary.ca/en/

Budget Implications There are no budget implications as Canada Helps administrates the donations and tax receipts. They retains a small percentage (4%) of the donation to cover their administration costs. They issue receipts on the board’s behalf.

Subject: Dorset Library Transition Plan and Capital Costing Requirements ______

Background:

At their regular meeting of January 18, 2018 Council requested that a transition plan with timeline and capital costing be developed for the Dorset branch of the Haliburton County Public Library.

The intended outcome of this report is to seek input on the proposed renovation and establish a project start date.

Transition Plan and Timeline:

Below is a plan which transitions the space over a five month period.

1. Post information at the branch about the transition plan for patrons for a period of three months. This posting will be in the form of a sign and informational handout.

2. During that three month time frame: a. Finalize furniture quotes and complete orders. b. Complete training for the Recreation Centre staff, provided by HCPL. c. Make contact with existing program groups and establish a transition plan.

3. At the end of the three months, the space will close, with the CAP room remaining open and the book drop starting at the same time.

4. All books and existing furnishings would be removed and renovations begin. HCPL would be responsible for the removal of their property and the Township would complete the renovation upgrades.

5. Receive, assemble and install new furnishings and computers.

6. The new space opens in month 5.

7. A plan would be developed for the renovation of the entranceway to incorporate a check- in/counter space which would be implemented in a future year. Timing of this renovation will depend on the project scope and cost and will require an engineered design approach.

Renovations required:

 Remove shelving and existing furnishings.  Patch and paint walls.  Order, receive assemble and install furniture.  Remove glass at entranceway to allow a check in area at the front entrance.

A diagram of the proposed layout and furnishings is attached in appendix A.

Discussion:

No project funds have been budgeted for 2018. That combined with existing projects and staffing considerations it is recommended that the implementation of this plan begins on April 1, 2019 to coincide with the budget cycle.

Recommendation:

THAT Council acknowledges receipt of Parks Recreation & Trails Report PRT 009-18 Dorset Library Transition Plan and Capital Costing Requirements submitted by Chris Card dated April 19, 2018;
