Victorians have worked hard and sacrificed a lot to get to this point. We thank them for their patience and perseverance. Today’s announcement is a reflection of the dedication and effort of Victorians - taking the next step to reopen Victorian society and the state’s economy. After a long winter, there is light at the end of the tunnel for Victorians. As we said yesterday - Victorians have made great progress in reducing the rate of COVID-19 infections from the second wave outbreak in Victoria. The new National Framework to reopen by Christmas is a clear and transparent, three step national plan which provides the Australian community and businesses with a way forward where Australians can live and work in a COVID Normal Australia, ensuring that we maintain strong health protections and minimise job losses and mental health impacts. Under the new ‘National Framework’ released last week, Victoria is now moving towards Step 1 - an important step on the pathway to COVID Normal. Australia has been a world leader in fighting the virus to save lives and to save livelihoods and with today’s announcement, we look forward to Victoria continuing to make progress on the path to reopening and joining the rest of the country at Steps 2 and 3 in the national plan. -

Even serious journalists began referring to the national legislature metaphorically as the “monkey house” to encapsulate the farcical behaviour they were obliged to report. With Tony Abbott being pre-emptively ousted from the prime ministership by Malcolm Turnbull in 2015, Turnbull himself was, in turn, unceremoniously usurped in bizarre circumstances in August 2018, handing over the leadership to his slightly bemused Treasurer Scott Morrison. Reality check: Australia’s China shift came before Trump James Laurenceson February 9 2017 Note: This article appeared in The Diplomat, February 9 2017. Last year, defense hawks in the United States and Australia were handed a rude shock. A poll by the Sydney- based Lowy Institute revealed that 43 percent of Australians thought the country’s most important relationship was with the United States. The very same proportion said that it was with China. Another poll by the U.S. Studies Center at the University of Sydney found that 48 percent of Australians thought the relationship with China should be stronger, compared with 32 percent who said the same about the United States. It is against this background that new U.S. President Donald Trump spoke to Australian Prime Minister Malcolm Turnbull last week. After having had conversations with several other world leaders, including Russia’s Vladimir Putin, Trump reportedly told Turnbull that his was the “worst phone call by far.” As part of a discussion over a U.S.-Australia refugee resettlement plan, Trump accused Turnbull of trying to send the “next Boston bombers” to the United States. Trump counsellor Kellyanne Conway then blamed Australia for leaking details of the conversation, despite the earliest reports citing White House sources, only later confirmed by Australian ones. In any case, Trump himself had fired off a tweet calling the refugee resettlement plan Turnbull had struck with the former Obama administration “a dumb deal.” Many commentators declared China to be the big winner from the episode. But to focus only on the fallout of the phone call would be to miss a shift that was already underway. -

Australian Institute of International Affairs AIIA 80th Anniversary National Conference Foreign Policy Priorities for Australia Outcomes Report The Australian Institute of International Affairs’ 80th Anniversary National Conference on “Foreign Policy Priorities for Australia” was held in Canberra on 21 November 2013 at the Hyatt Hotel. The conference focused on the key issues for Australia’s foreign policy priorities in light of the federal elections in September 2013 and the resulting change of government. Highlights included: • The expertise and insight of leading Australian government, diplomatic, academic and business figures. • Involvement of more than 150 participants from key government departments and policy institutes, universities and academic centres, international organisations and the media. • Eloquent and insightful speeches offering diverse perspectives on Australia’s engagement within the international community, including contributions from prominent members of current and former government. • Outreach to the Australian community through significant media coverage including local press and broadcast by Australia’s Public Affairs Channel (A-PAC). Allan Gyngell AO FAIIA, former Director-General of the Office of National Assessments, addresses the AIIA’s National Conference. Australian Institute of International Affairs Objectives The National Conference celebrated the AIIA’s 80th Anniversary as an independent national institution. The theme of the conference, Foreign Policy Priorities for Australia, was designed to bring together leading diplomatic, government, academic and business figures to engage in a debate that covered the topics central to Australia’s course in foreign policy. Specific objectives of the Forum included: • To bring together Australian experts in the fields of security, economics and global issues. • To look at issues which will affect the foreign policy of the new Australian government following the September 2013 election. -

SIEVX & The DFAT Cable: The Conspiracy Of Silence Marg Hutton On 23 October 2001, the day Australians first became aware of the horrific sinking of the asylum seeker vessel we now know as ‘SIEVX’1 with the loss of over 350 lives, an official government cable was read out in the Prime Minister’s People Smuggling Taskforce (PST) causing the high level group to conclude that the ‘vessel [was] likely to have been in international waters’ when it foundered, placing the tragedy firmly in the Australian ‘Operation Relex’ border protection surveillance and interception zone. One would reasonably expect that there would have been an immediate call for an inquiry into an incident of this magnitude, the ‘largest Australian-related civilian catastrophe in the history of this country’.2 This did not occur. In contrast, a ‘state of play brief’ was prepared for the Prime Minister by his Department on the next day, 24 October, confirming what he had already been erroneously claiming – that the boat had sunk in Indonesian waters, and therefore was not Australia’s responsibility. So began a pattern of withholding and misrepresenting vital evidence that spanned the life of the Select Committee on A Certain Maritime Incident (CMI) and continues to the time of writing. This paper traces the disturbing history of the Department of Foreign Affairs and Trade (DFAT) cable3 of 23 October 2001, how it was suppressed for an inordinate period and how it eventually came to light. The release in February this year of this long sought after4 key item of evidence pertaining to SIEVX reveals that the Howard Government and its agencies knew much more about the doomed asylum-seeker vessel and its sinking in October 2001 than ever was revealed to the CMI Inquiry. -

Australia evoked the treaty to offer assistance to the United States after the attacks of September 11, 2001, in which 22 Australians were among the dead. Australia was one of the first countries to commit troops to U.S. military operations in Afghanistan and Iraq. In October 2002, a terrorist attack on Western tourists in Bali, Indonesia, killed more than 200, including 88 Australians and seven Americans. A second terrorist bombing, which killed 23, including four Australians, was carried out in Bali in October 2005. The Australian Embassy in Jakarta, Indonesia, was also bombed by members of Jemaah Islamiya (JI) in September 2004. The Howard Government’s strong commitment to the United States in Afghanistan and Iraq and the recently negotiated bilateral Free Trade Agreement (FTA) between Australia and the United States have strengthened what were already close ties between the two long-term allies. Despite the strong strategic ties between the United States and Australia, there have been some signs that the growing economic importance of China to Australia may influence Australia’s external posture on issues such as Taiwan. Australia plays a key role in promoting regional stability in Southeast Asia and the Southwest Pacific. -

This is most needed when it relates to the private (often private, foreign tax haven based entities with zero transparency or accountability), use of public assets. IEEFA works in the public interest analysis relating to the energy-fmance-climate space, and so we regularly see the impact of the fossil fuel sector in particular as one that thrives on the ability to privatise the gains for utilising one-time use public assets and in doing so, externalising the costs onto the NSW community. This process is constantly repeated. The community costs, be they in relation to air, particulate and carbon pollution, plus the use of public water, and failure to rehabilitate sites post mining, brings a lasting community cost, particularly in the area of public health costs. The cost-benefit analysis presented to the IPC is prepared by the proponent, who has an ability to present biased self-serving analysis that understates the costs and overstates the benefits. To my understanding, the revolving door of regulators, politicians, fossil fuel companies and their lobbyists is corrosive to our democracy, undermining integrity and fairness.
