1 Chapter 1 INTRODUCTION 1.1 The Thirteenth Finance Commission has the unique opportunity to review and draw inferences from nearly six decades of federalism in public finance management of the nation. Based on such inferences, a much needed course correction can be initiated, reversing a trend that has been eroding the very concept of fiscal federalism. Government of Kerala would earnestly plead for such a focus in the work of this Commission. 1.2 Articles of the Constitution between 268 and 275 have designed a well-structured system whereby States get benefit from the Centre’s taxation power. The purpose is clear from the wording of Article 275 which is the final residual Article in this structure. Aid to the revenues of States is what the makers of Constitution had in mind. This really gives Finance Commission the authority to deal with the entire area where States’ revenues are applied – not just one part like non-plan revenue account expenditure. But Commissions chose to confine themselves to that area (with only one exception in recent times – Second report of the Ninth Finance Commission covering the period 1990- 95). Over the years, somehow it came to be accepted that Finance Commissions’ main task is to try and balance the non-plan revenue account of Stat es. 1.3 Whenever Commissions chose (or were asked) to look into other aspects, it was either for providing supplementary provisions for developmental expenditure (like special problem grants) or admonish States and guide them out of what was perceived to be their fiscal imprudence. The administration of such condition based grants and debt relief schemes was entrusted with Central Government Ministries. -

It is also under the ambit of the finance commission to define the financial relations between the Union and the States. They also deal with the devolution of unplanned revenue resources. Core Responsibilities of Finance Commission 1. To Evaluate the state of finances of the union and the state government and local governments also. 2. To recommend the sharing of tax revenue among the various levels of governments 3. To Lay down the principles determining the distribution of these taxes among states. 4. Its working is characterized by extensive and intensive consultations with all levels of governments, thus strengthening the principle of cooperative federalism. Its recommendations are also geared towards improving the quality of public spending and promoting fiscal stability. The first Finance Commission was set up in 1951 and there have been fifteen so far. -

Amiya Kumar Bagchi, Professor of Economics and Director Institute of Development Studies Kolkata He has taught, researched and guided research in many institutions and universities including Presidency College, Kolkata, University of Cambridge (UK), University of Bristol (UK), Cornell University (USA), Trent University (Canada), Roskilde University (Denmark), where he was Guest Professor and Danish Research Academy, and Maison de Sciences de l’Homme, where he was Visiting Director of Studies in the Ecole des Haute Etudes en Sciences Sociale, and Curtin University of Technology, Australia, where he was Haydn Williams Fellow for 2005. He was formerly Reserve Bank of India Professor of Economics and Director, Centre for Studies in Social Sciences, Calcutta. Until 2005, he was a member of the State Planning Board, Government of West Bengal and was a Chairman of a committee appointed by the Government of West Bengal to report on the finances of the government during the Tenth Five Year Plan period. He acted as the official historian of State Bank of India until 1997. He was a member of the Governing Body of the Indian Council of World Affairs, New Delhi and of the Institute of the Studies in Industrial Development, New Delhi. He was also a member of the Council of both the Indian Council of Social Science Research and the Indian Council of Historical Research (ICHR). He was the Chairman of the Visiting Committee appointed by the University Grants Commission (UGC) to evaluate the Eleventh Five Year Plan proposals of the University of Calicut and also of the UGC Visiting Committee to evaluate the performance of the Centre for Economic Studies and Planning, Jawaharlal Nehru University, New Delhi. -

The arrangement of Nulias for 24x7 have been made for safety of tourist.200 Disaster Management volunteers have been trained under ―Aapda Mitra Scheme‖ for eleven(11) Blocks,43 nos Multi-Purpose Cyclone Shelters(PMNRF-15,NCRMP-28) have also been constructed to provide shelter for people and cattle during any emergency need. Basic training for selected volunteers(@10 for each Block and @5 for Each GP) have also been started for strengthening the Disaster Management group at each level.A group of 20 nos of Disaster Management volunteers in our district have also been provided modern divers training at Kalyani. -

Democracy and the Politics of Social Citizenship in India by Anil Mathew Varughese A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Graduate Department of Political Science University of Toronto © Copyright by Anil Mathew Varughese (2013) DEMOCRACY AND THE POLITICS OF SOCIAL CITIZENSHIP IN INDIA Anil Mathew Varughese Doctor of Philosophy Graduate Department of Political Science University of Toronto 2013 Abstract Why do some pro-poor democracies in global South enact generous and universal social policies accompanied by empowering outcomes while others, similar in many ways, do not? If lower-class integration and programmatic commitment steers policy outcomes to be more egalitarian, what explains the variance in redistributive commitment within the cluster of radical democracies? These questions are examined in the context of two celebrated cases of pro-poor reform in the developing world: the Indian states of Kerala and West Bengal. Despite a host of similar background conditions (democratic framework, programmatic political parties, strong labor unions, and a high degree of subordinate-class integration), the cases display considerable variation in their redistributive commitment. Using the comparative-historical method, this dissertation seeks to explain the variance. It argues that the welfare divergences of Kerala and West Bengal are a function of their divergent modes of lower-class integration. In Kerala, a radical-mobilizational mode of ii lower-class integration has organized the poorer sections of the working classes—landless laborers and informal sector workers—in autonomous class organizations. This has enabled them to vigorously assert their interests within the working-class movement and harness state power to advance their interests through a wide range of legislative protections and statutory entitlements.
