Public Forum: • Martin Allen asked the council if there was S106 money available to resurface the area between the play area and the MUGA. He was informed this would be passed to the R&S Committee.

2. Declarations of interests on items on the agenda • Kevin Viney declared an interest in item 4 as he has signed the petition. • Desmond Eley declared an interest in item 4 as he has signed the petition. • Joanne Eley declared an interest in item 4 as he has signed the petition, and also in item 19 • Chris Tennant declared a personal interest on item 17 as his daughter plays for Olney Town Colts FC • The Mayor said that he had taken advice about item 19 on the agenda, and has been advised that Desmond Eley should also declare an interest in that item, and that Joanne Eley should also declare an interest in some of the matters to be discussed in item 18. Both Joanne Eley and Desmond Eley declined to add to their declarations.

3. To approve the minutes of the meeting held on 05 November 2018 RESOLVED: To approve the minutes of the meeting held on 05 November 2018 with the amendment to item 10, 3rd line to be amended to “may be prepared…”.

4. To receive a petition regarding problems encountered by mobility impaired residents (approx. 230 signatures) Peter Geary went today with the MKC Head of Highways to look at the parking, lines and dropped kerbs. They will look into altering the line of the pavement outside the chemists and installing bollards. They agreed that the lines are not clear enough. RESOLVED: Peter Geary and Jeremy Rawlings to present the petition to MKC meeting on 23rd January. Town Clerk to inform MKC that a petition will be presented.

5. To discuss and agree actions to be taken following the unauthorised fireworks display on Goosey. The council discussed the events on 17th November regarding the unauthorised fireworks display on Goosey. The land is owned by the town council and leased to Brian Reynolds for agricultural purposes. Neither party were asked by Joseph Wheeler, the organiser of the event, for permission. The fireworks company were Illusion Fireworks. On the evening of the event, Brian Reynolds reluctantly gave permission for the event to go ahead to avoid a conflict with Joseph Wheeler. RESOLVED: to write to the Fireworks company, Mr Wheeler and the tenant farmer to say they were not given permission to use private land for this purpose. To also write to the complainant to let them know what actions are being taken.

6. Purchase of replacement Chipper Town Clerk submitted a report on options for the purchase of a replacement chipper. RESOLVED: to purchase the chipper as per the recommendation

7. To note that the Deed of Surrender of the Football Clubhouse building has been agreed by the Football Club. The deed of surrender has been finalised and the required signatures were expected to complete the document.

8. Standing Orders – To agree a process for reviewing changes, and request that a schedule of proposed changes and reasons be supplied by the working group. They need further consideration, everyone, particularly the chairmen of each committee to review changes. RESOLVED: Town Clerk to obtain a tracked changes version of the proposed changes from Cllr Des Eley for distribution and comment by councillors.

9. To receive minutes, or reports from chairman, of committees that have met since the last council meeting: a. Planning – 12 November - noted b. 11. List of outstanding actions Town Clerk submitted a report and elaborated on the following points: • Market Electrics, clerk to put in a formal complaint about the outstanding works. • To add Deputy Mayors chain to list • To combine the communication and social media policies. • To inform the person who requested the disabled parking space at Cattlemarket Car Park of the MKC response

13. To receive reports from Representatives to Outside Bodies • Des Eley stated that he and Graham Harrison attended the Oxford- Cambridge Arc in MK. They have the detail of the expected traffic increase on the A509 and will forward this on when they have it. • Peter Geary update on the HIF bid, MKC have signed a housing deal giving away rights, one bid has been declined, the government will be scrutinising them before awarding any money. • Joanne Eley attended the Community Forum in , it was agreed to change to name to Olney Ward NAG, all have issues with speeding, some are purchasing ANPR’s. • Kevin Viney met with David (MKC) and agreed the environmental monitoring was outdated, new equipment is being installed in January. With 17,000 vehicles per day through Olney the pollution is low, being half way towards the threshold. Air pollution is significantly better. • Colin Rodden met with ‘Men in Sheds’ and are looking for a meeting location.

15. Members Matters • Tony Evans mentioned the Yardley Road closure seemed unnecessary, it appeared passable and asked why traffic lights were not in place. • Desmond Eley requested that dog bins were upgraded to larger capacity to avoid the need for a second empty, this will be discussed at R&S’s. Had Anglian Water been written to about their inaccurate signage, which resulted in additional costs at the tennis club works. He asked about S106 carbon neutral money, Chris Tennant has the updated full list of spend and will take it to the Development Group Committee. • Kevin Viney informed that a group of people had attempted to steal a lot of goods and one brave member of staff confronted them. • Peter Geary informed the zebra crossing solution is coming forward and will probably be illuminated poles. He had a constructive meeting with John Boardman and 2 MKC highways officials about East Street, feels sure there will be some progress. A small stakeholder group of John Boardman, Chris Tennant and Kevin Viney to meet January/February at MKC for a full consultation and report back.

17. Football Club building The council considered the proposals from interested parties. RESOLVED: Tony Evans, Deirdre Bethune and Paul Collins to meet with interested parties to discuss proposals and see if there is scope for joint working.

Liam Costello and Jane Brushwood left the meeting at this point 18. To consider any recommendations from HR Ctte regarding Job Evaluations The council considered recommendation from the HR Committee regarding Job Evaluations. Dr Sally Pezaro left the meeting during the discussion of this item. RESOLVED: to approve the recommendations as set out in the confidential minutes.

Public Forum: • Sue Warren addressed regarding Oakdown Crescent. She was disappointed that not one Cllr replied to her email. (Cllr Harrison said that he had responded). She referred to a newspaper article regarding funding secured from MKC to deal with parking issues in . She commented on the proposed Traffic Regulation Order for Oakdown Crescent regarding the provision of an ambulance bay, which she felt would not help, and circulated a plan showing the distance of the bay from properties • Ian Stokes, Olney Town Colts FC, addressed the council regarding the Football Clubhouse. He spoke about the number of teams and players in his club. He passed on a petition of 390 members of his club, supporting his proposal to take on the lease of the clubhouse. He spoke of his proposal which would maintain the status quo, and questioned whether the building should go to a profit-making organisation, and if there would be public support for that.

3. To approve the minutes of the meeting held on 03 December 2018 • Des Eley questioned the minute of item 8 and requested to hear the audio recording of the meeting. • Paul Collins said that the list of payments was different to that presented at the meeting. He noted that a revised schedule had been emailed the day after the previous meeting, but queried why the totals were different. The Town Clerk said that he had nothing to add to that circulated in the email, and said that the list in the minutes was the correct list, and invited Paul Collins to inspect the accounts. RESOLVED: To defer approval of the minutes.

4. Traffic Regulation Orders – Market Place and Oakdown Crescent The council considered correspondence regarding the proposed orders for Oakdown Crescent and Market Place. RESOLVED: To support the proposals.

5. Standing Orders – To consider proposed changes. Des Eley introduced the item and work carried out by the working group, and proposed adoption of the Standing Orders as submitted. Following discussion, it was felt that they needed to be gone through line by line, and that it would take a long time. Kevin Viney proposed that the item be deferred and considered at a special meeting called for just that purpose. Upon a vote the motion was carried with the chairman’s casting vote. RESOLVED: • To hold a special meeting on 14 January after the planning committee to consider the Standing Orders, Financial Regulations and Scheme of Delegation. • Des Eley to provide tracked versions of the Financial Regulations and Scheme of Delegation

6. To receive minutes, or reports from chairman, of committees that have met since the last council meeting: a. Planning – 10 December Reference was made that the committee had asked MKC planning enforcement to look at the new signage at the ‘Smart Gents’ barbers on Market Place. b. Recs and Services – 17 December Stephen Clark spoke of the group of councillors that had met at the Market to discuss possible locations for the silent soldier benches. A way forward had been agreed, subject to the agreement of the families of existing memorial benches.

7. Request to use Nursery Field for overflow parking (weather permitting) and consideration of sponsorship The council considered a request from the rugby club for the use of the Nursery Field football pitch for parking for the Olney 7’s tournament, and an invitation to be a sponsor for the event. RESOLVED: • To approve the use of the Nursery Field for the Olney 7’s tournament • To delegate authority to the Town Clerk to cancel the arrangement if the ground condition is not suitable due to bad weather • Not to take up the invitation to be a sponsor.

8. Request from MK Libraries for funding to put on event in May/June at Olney Centre The council considered a request to contribute £375 towards the costs of putting on a show at the Olney Centre in May/June. The production has a dementia theme and will include a post event discussion with the audience. RESOLVED: • To approve the payment of £375 towards the event. • To ask Cobbs Garden and the church Memory Club to support and publicise the event.

List of outstanding actions The Town Clerk submitted a report on outstanding actions and elaborated thereon. • Market Electrics – complaint submitted to Eon. • CCTV – system is now working and stable. Will now be able to progress moving control to MKC • Desmond Eley asked if progress had been made on getting Anglian Water to contributes to the costs of the tennis track as their existing pipes were not to the correct depth. • Colin Rodden asked if we had received any donations towards the Silent Soldier benches. • Colin Rodden asked what was happening with the play equipment and reported on email exchange with Phil Snell. • Peter Geary suggested that we respond to the MKC budget consultation regarding the play equipment budget • Joanne Eley asked what OTC were doing to follow up the request for a bus bay at the Olney Middle School. It was suggested that it be raised with Penny Fletcher. • Graham Harrison asked if there was an update on works to trees in the High St. Proposal expected soon from Nick Hannon

13. Members Matters • Tony Evans reported some serious potholes on the market place. The plan was to fill them in, but he felt the time had come for the council to consider the following options (i) Continue to patch the potholes as they appear: (ii) Resurface the worst strip from the entrance to the memorial; or (iii) Resurface the whole market. He suggested that option 2 was his preferred approach. Price to be obtained from Phoenix. Suggestion made to apply to Community Parking Fund. • Kevin Viney reported concerns that suggested that Barclays will not be re- opening the local branch, which would be a breach of the “last bank standing” policy. He would be writing to the local MP to raise concerns about the issue. • Colin Rodden suggested that the Wicker Hare statues should be removed as they are in a poor state.

He welcomed news that the hedges along the Weston Road had been cut back, but suggested that the footpaths could do with widening • Malcolm Messenger raised concerns about the position of the baby changing station in the lady’s toilets at the Olney Centre, and that there was nowhere for mothers to feed babies. • Peter Geary reported that there will be road closures on the Warrington Road for gas works and suggested that the Town Clerk meet with officers from MKC to discuss the works. • Chris Tennant informed council that he would be attending the MKC Development Control Committee meeting on Thursday to speak against 18/00799/REM, the 33 dwelling phase 2 application on the employment site. • Peter Geary suggested that the council write to MKC planning regarding the Moores Hill planning appeal. The planning inspector wrote to MKC asking for further comment on a specific issue, and MKC had not responded.

I would like to give you notice of a change Barclays is making.

We want to let you know that Olney branch, which is currently closed following an incident in the summer of last year that caused significant damage to the building, will not be reopening.

The decision to close a branch is never an easy one; however, we are finding that customers are increasingly using other ways to do their everyday banking and the number of transactions taking place at the branch continues to decline (-20%). In addition, 79% of our customers are already using telephone and online banking.

This closure means our nearest branch will be at 9 Midsummer Place, Central MK9 3GB.

Everyday transactions, typically carried out over branch counters (including paying in a cheque or depositing cash), can also be completed at the Post Office at 18 Market Place, Olney MK46 4BA.

In terms of what the change means in practical terms, customers that currently use the branch will not need to take any action as all account details, sort code, account number, direct debits will remain the same. If a customer is registered for Barclays Mobile Banking, Online Banking and Telephone Banking they are also exactly the same, and customers can carry on using existing cards, PIN and chequebooks as normal.

Letters to customers regarding this matter have been arriving over the last few days. However, as the local council I felt it was important to update you regarding our decision so that you are prepared for any questions this may raise among your residents. I also wanted to seek your views on how we can help smooth the transition to a new way of banking for local people post-closure – particularly for a small number of customers that we have identified as being more dependent on the branch than others. In particular I would be interested to hear your thoughts on the following questions:

• What do you believe will be the biggest impact of the closure of the Olney branch on the local community?

• What do you believe will be the biggest impact of the closure of the Olney branch on customers of the branch?

• What alternative ways to bank do you believe need to be provided to help customers and the community adapt to this change?

Consultation Proposal to close Emberton School

This eight week consultation seeks to gather opinions on a proposal to close Emberton School. This is the first stage in a five stage statutory process:

What is the current position? Emberton School is a community infant school with an admission number of 12 in each of its three year groups. It is therefore able to accommodate up to 36 children. The catchment area of the school is Emberton, Filgrave, Petsoe and . Children attending Emberton School in Year 2 usually transfer to Olney Middle School. Emberton School is part of the Village Schools Federation. The federation consists of Emberton School, C of E School, North C of E School, C of E School, C of E First School and St Andrew’s C of E School. In recent years the school has become less popular and numbers have declined, to the extent that with effect from September 2018, no children are on roll at the school. The school, as an organisation, is no- longer viable, so the Governing Board have asked Milton Keynes Council to consult on closing the school.

What is this consultation proposing? Birth data indicates that whilst a small number of children are due to start school in 2019 that live in the catchment area of Emberton School, there are sufficient places at other local infant schools to accommodate these children. In addition, parental preference in recent years shows that the school is not a popular choice for these parents. There is currently no demand expected from new housing in the local area.

As the school is a designated ‘rural’ school, national legislation determines there is a presumption against the closure of rural schools. This does not mean that a rural school shouldn’t close, but the case for closure should be strong and a proposal must clearly be in the best interests of educational provision in the area. When producing a proposal, the proposer must carefully consider:

The likely effect of the closure of the school on the local community Pupil numbers have steadily reduced over recent years and there have been no pupils on roll since September 2018, so there is likely to be little impact on the local community. If the school closes, the governors can consider alternative uses for the site to support education within the local community and across the other federated village schools. The proportion of pupils attending the school from within the local community There are currently no pupils attending the school. Educational standards at the school and the likely effect on standards at neighbouring schools

The school was last inspected by Ofsted in February 2016 and was found to be offering a ‘Good’ standard of education. The next nearest school, Olney Infant Academy, was last judged by Ofsted as ‘Outstanding’. The other local schools were also all last judged to be ‘Good’ or ‘Outstanding’. Closure of Emberton School is not likely to have a negative impact on the standards at Olney Infant Academy or any other local school. The availability and likely cost to the LA of transport to other schools The school has not been a popular choice with parents for a number of years, and there are currently no pupils on roll. The nearest school to the village of Emberton is Olney Infant Academy. The walking distance from Emberton School to Olney Infant Academy is 1.6 miles and is therefore within the statutory walking distance of two miles for children under the age of eight years. Any pupils who cannot access a school place within two miles walking distance would be eligible for Home to School Transport assistance, although this is estimated to be minimal. Whether the school is now surplus to requirements Emberton School is part of the Ousedale Liaison Group which is projected to have a surplus of over 140 places in Reception for the next three years. The minimal future demand expected from Emberton can be accommodated elsewhere in the local area. This is what is currently happening. Any increase in the use of motor vehicles which is likely to result from the closure of the school, and the likely effects of any such increase Emberton School has not been a popular choice for a number of years and parents are already choosing to access neighbouring schools. Closure of the school is unlikely to have any further impact on the use of motor vehicles within the village. The Village Schools Federation will be able to consider alternative uses for the site to support education across the federation following the outcome of this process. Any alternatives to the closure of the school Governors previously ran a significant marketing campaign, but this did not generate an increase in pupil numbers. Emberton School recently federated with a number of other local village schools. Whilst this has helped to reduce costs, it has had no impact on pupil numbers at the school, and viability remains an issue. Next Steps This consultation will end on 17 March 2019 and seeks views from those directly involved with Emberton School to determine whether the council should progress to the next stage to publish a statutory notice and proposal to progress the closure of the school.

Feedback from this consultation will be considered by the Cabinet Member for Children and Families in May 2019. If the decision is taken to proceed to the next stage, a relevant statutory notice would be published in June 2019 and would provide a 4 week period for people to make representations, as is prescribed by law. Subject to these statutory processes, the final decision could take place in September 2019, to enable the school to close during the 2019/20 academic year.

How can I find out more and contribute to this consultation? The council and Village Schools Federation have arranged drop in sessions at the school for people to find out more and give their views: Emberton School – 4 February 2019, 3.00pm to 4.30pm and 7 February 2019, 6.30pm to 8.00pm These are open to anyone to attend. This consultation seeks views from parents, staff, the local community and any other interested parties. We are keen to hear as many views as possible about this proposal. Graham Harrison – the parking at Lily Hill was not good, could cones be put out? Phil Geach – there was good feedback although the Christmas spirit was a little lost due to few people dressing up. Concerned about the letter to High Street residents as ad hock stalls do not show liability. Letter to reflect this. Paul Collins – the Farmers Market end seemed quieter than last year but it went well. Joanne Eley – has a visit from the licencing authority and wanted an update. Licencing had contacted the office and were now happy. Neale Bowdidge – although the waste system worked well, some stalls left their rubbish and we need to consider getting a skip. Andy Stewart – all went very well and the electric points were a bonus. Graham Daniel – went well and had the best Dickens in 5 years Colin Dooley – asked about the incident with the fairground worker, the person was fired by the fair owner and no further action would be taken. Jeremy Rawlings – thanked the museum for another superb guided tour. Tony Evans – a tremendous atmosphere, the church didn’t do so well at the hall. Waste needs to be a decision by management, not committee. The parking worked well, possibly write to sports clubs asking that no major events are held on the same day. Roger Mann – read notes from a member of the TOG tech team who supply the PA system for the event; parking an issue, maybe have marshalled park & ride from the recreation ground, better signage and advertising and an additional bus to encourage more use of P&R facilities. To publish the time of the last bus of the day. Printed timetable of entertainment. Have a visual presence from the organisers. Minutes of the meeting of Olney Town Council Finance Committee held on Monday 28 January 2019 at 7.30 pm at the Olney Centre

Present: Paul Collins, Deirdre Bethune, John Boardman, Tony Evans, Jeremy Rawlings, Colin Rodden In attendance: Liam Costello (Town Clerk)

1. To receive apologies for absence. Apologies were received from Desmond Eley

2. To receive any declarations of interests. None declared

3. To approve the minutes of the meeting held on 22 October 2018 The chairman reported that he had carried out a sample check on one month’s payroll and found everything to be in order. RESOLVED: Subject to adding reference to item 5, last bullet that the Town Clerk to contact Anglian Water regarding extra costs, the minutes of the previous meeting were agreed.

4. Budget Monitoring – To review accounts to Q3 2018/19 The committee reviewed the budget report to the end of Q3. Items discussed included: • Misc income of £27K – predominantly S106 grants and sale of mower • Market Expense > Projects – extra drainage costs. Offset by S106 grant. • Olney Centre Rates – backdated bill covering 2.5 years. • Machinery & Tools – Cost of new chipper. RESOLVED: To note the report.

5. Budget and precept for 2019-20 The committee considered a draft budget for 2019-20. Members discussed the budget line by line and made a number of alterations, including adding a contingent liability of £16,000: The Council Tax Base was rising from 2,539.73 to 2,550.39, an increase of 0.42% RESOLVED: To recommend that the council: • Approve the draft budget • To set the precept for 2019/20 at £229,000.00, a 19.66% increase on the Band D Council charge.

6. Schedule of Fees for 2019-20 The committee reviewed the current schedule of fees and discussed changes for 2019/20. CPI at Dec 2018 was noted at 2.0% RESOLVED: that the following changes be recommended: • Cemetery fees to rise by 5% • Allotment fees up to £3.40 per pole • Recreation Ground and Olney Centre fees to rise by CPI • Dickens fees to rise by 5%
