The mind can only boggle at what he would write now. For 250 years, the enlightenment has shaped and formed us. In the words of Immanuel Kant, “humankind’s emergence from self-incurred immaturity” began to shape how we thought and lived, and Scotland was at the forefront. Much good has been accomplished and medical science has made breakthroughs that we thought impossible,

    PROPOSED FAIR RENTS (SCOTLAND) BILL – PAULINE MCNEILL MSP SUMMARY OF CONSULTATION RESPONSES This document summarises and analyses the responses to a consultation exercise carried out on the above proposal. The background to the proposal is set out in section 1, while section 2 gives an overview of the results. A detailed analysis of the responses to the consultation questions is given in section 3. These three sections have been prepared by the Scottish Parliament’s Non-Government Bills Unit (NGBU). Section 4 has been prepared by Pauline McNeill MSP and includes her commentary on the results of the consultation. Where respondents have requested that certain information be treated as “not for publication”, or that the response remain anonymous, these requests have been respected in this summary. In some places, the summary includes quantitative data about responses, including numbers and proportions of respondents who have indicated support for, or opposition to, the proposal (or particular aspects of it). In interpreting this data, it should be borne in mind that respondents are self-selecting, and it should not be assumed that their individual or collective views are representative of wider stakeholder or public opinion. The principal aim of the document is to identify the main points made by respondents, giving weight in particular to those supported by arguments and evidence and those from respondents with relevant experience and expertise. A consultation is not an opinion poll, and the best arguments may not be those that obtain majority support.     Mary Barbour law – Motion dealt with, after division. 15 Councillor McDougall, seconded by Bailie Kane, moved that “Council notes the announcement by Richard Leonard MSP, Leader of the Scottish Labour Party, and Pauline McNeill MSP, an elected representative of this city, for a ‘Mary Barbour Law’ to help solve Scotland’s Housing Crisis. Such a law would empower residents in the ever expanding Private Rented Sector and help to control unaffordable rent increases by linking increases in rents to improvements in standards. Council further notes that Mary Barbour, a former Bailie of this city, was a leader of the famous Rent Strikes in 1915 which led to the Rents and Mortgage Interest Restriction Act of that same year. Council believes that a Mary Barbour Law is necessary given the increase in the Private Rented Sector in Glasgow, which has more than doubled since 2001, and that increases in rents have outstripped increases in wages, pushing higher the cost of living for young adults and families with children, who constitute the majority of tenants in the Private Rented Sector. Council welcomes recent increases in funding available for house building in Glasgow in future years, after successive budgets which constrained the ability to meet demand for new socially rented and mid-market rent housing. However, it also recognises that this increase in funding is a response to the emerging housing crisis that is taking place in the country. Council therefore resolves to support calls for a Mary Barbour Law and Pauline McNeill MSP’s proposed Members’ Bill, and instructs the Chief Executive to write to Ms McNeill outlining the Council’s support for her Members’ Bill.” Councillor McLean, seconded by Councillor Kelly, moved as an amendment that:- “Council notes Glasgow’s history of fighting for the right to decent housing and recognises the contribution of Mary Barbour, a former Bailie of this city, leader of the rent strikes of 1915 and campaigner for improved housing and social conditions for working people.

I appreciate your welcome for the additional funding, totalling £1.6 million, that my colleagues and I have agreed to give local authorities for this purpose. This is additional to the fact that local government has along with other Scottish Government portfolios benefited from the £54.7 million of EU Exit funding consequentials, including the consequentials from the additional funding for councils announced by the UK Government mentioned in your letter, that were allocated through the 2019-20 Scottish Budget. I acknowledge the concerns that exist in local government and indeed all parts of the devolved public sector, including the Scottish Government, about the possible implications of EU exit and the absorption of additional costs in preparation. The outlook of course remains uncertain.
