LFA January - December 2018 Annual Report Page 8 5. CONGRESS A. Local Minutes of the LFA 23rd ordinary elective congress held in the conference room of the SKD Sports Complex in Paynesville on April 14, 2018 beginning at 9:00AM OPENING PROGRAM The opening program began at 10:00AM with football stakeholders and invited guests in attendance. WELCOME REMARKS LFA President Musa Hassan Bility welcomed the guests and congressional delegates to the program and reminded them that the gathering is historic because four years ago, they gathered at the same hall and elected him as president along with two vice presidents and executive committee members. Mr. Bility reminded delegates that the congress was meant to elect new officials after eight years under his leadership. He thanked the stakeholders for showing up and urged them to conduct the election in a free and fair manner, adding “we should do it quietly as a football family.” Mr. Bility said the gathering was meant to make football better. “Let us show leadership and appreciate each other as we go through the process,” he said. He urged delegates and participants in the electoral process to put behind them the activities from the campaign. “Let the winners accept the fact that we all have won and the losers accept the result and we move ahead with football,” he said. He informed stakeholders that FIFA will conduct an audit instead of the LFA doing its own audits. Mr. Bility thanked the Ministry of Youth and Sports for being supportive of their programs over the past years. PRESIDENT’S ACTIVITY REPORT Mr. Bility thanked all those that stride with him during his tenure. He told congress that there was a high hope when he took over but could not do all that were expected. He said his administration scored success in its commercialization process by giving clubs the dispensation not to pay a dime for registration fees for eight years. Mr. Bility said his leadership negotiated a sponsorship for the leagues and succeeded in getting Orange (then Cellcom) to play that role. He emphasized that it was difficult, but we did all to get football going. He then urged the government to support football by giving its support to the new administration. He revealed that the government only supported the national teams under the supervision of the LFA. The President apologized to those he may have offended during his tenure and also forgave those that offended him. He urged all to hold together for the good of the game. In closing, he named a transitional team headed by ECMs D. Sheba Brown along with Matthew P. Smith and Dee-Maxwell S. Kemayah, Sr. LFA January - December 2018 Annual Report Page 9 B. International The LFA maintained a cordial and productive tie with FIFA, CAF and WAFU. The LFA was duly represented at all international forums, trainings and seminars. At the CAF ordinary congress in Rabat, Morocco in February 2018, the LFA was represented by Vice President for administration Musa Shannon, Vice President for operations Sekou W. Konneh and SG Emmanuel O. Deah. The congress was attended by FIFA President Gianni Infantino, FIFA Secretary-General Fatma Samoura, delegates from the 54 national associations, affiliates to CAF and stakeholders. During the congress, CAF President Ahmad Ahmad announced that the African Football governing body will support the second term bid of Infantino, a decision that was welcomed by the FIFA President. Responding to CAF’s decision for support, Infantino said: “The support from CAF for another term as FIFA President means a lot to me.” President Bility and Vice President Konneh represented the LFA at the FIFA ordinary congress in Russia and also attended the opening match in the World Cup finals between Russia and Saudi Arabia at the Luzhniki Stadium on 14 June. Liberia was also represented at the CAF extra general assembly in Sharm El-Sheikh, Egypt by President Raji and SG Deah on September 30. At that

    Working Paper Series n˚1: Sport, Conflict and Reconciliation Kicking around in Liberia: a case study of Millennium Stars FC By Ged Naughton University of Newcastle June 2012 ABSTRACT This is a case study of a 15-year project involving a grassroots football team from Liberia, Millennium Stars FC. Formed in 1997, during the Liberian civil war, football allowed them to distance themselves from and deal with their recent past. On a three-week tour to the UK in 1999, it gave them an opportunity to make connections to another part of the world. It continues to give them a sense of worth and a way to contribute to rebuilding. Football helped them not only rebuild their own lives, but to contribute to shaping a vision for Liberia’s new peace-time identity. Grassroots football has been in increasing use in the last three decades as a component of DDR (Disarmament, Demobilization and Reintegration) programmes with child soldiers in civil conflicts. Non-governmental organisations particularly have found that football more than other sports appears successful when applied in a variety of cultures and contexts. While empirical research is still scant, within the environment of SDP (Sport for Development and Peace) it is also acknowledged that ‘football for peace’ has shortfalls, limitations and negative as well as positive results. Benefits include factors such as increasing individual self-confidence and team spirit, appreciation of the ‘other’ and allowing children to re-claim their lost childhoods; while disadvantages include reinforcement of destructive macho stereotypes, creation of unrealistic expectations and the risk of isolating crucial peace-building work from the mainstream.

    The Seduction of Football Youth and Sport for Development and Peace in Post-Conflict Liberia A thesis submitted for the degree of Doctor of Philosophy By Holly Lindsay Collison School of Social Sciences Brunel University October 2013 Abstract This thesis considers Liberian youth and the concept of Sport for Development and Peace (SDP). Since the early 2000s the notion of SDP has been strongly advocated, accepted and inserted into UN led policies and intervention strategies for uniting societies divided by violent conflict. Whilst little has been done to monitor and evaluate such programmes the notion has grown at an unprecedented pace and has been adopted by the development and humanitarian industry with real vigour. In many ways football has become the face of development in post-conflict societies. However, this fashionable intervention remains a development assumption rather than a tested method of programming. Liberia is a post-conflict society with a large youth population, an active large UN peacekeeping force and a long footballing heritage with a plethora of local NGO’s using SDP initiatives. My intention in this thesis is to question the assumptions of SDP advocates as they are applied in Liberia, in order to provide a better understanding of the social effects of football for Liberia’s youth population. I pursue this goal through an ethnography of one Liberian youth football team, Zatti FC, the community from which the players are drawn and the Catholic youth centre where they play. This thesis is significant as, despite its popularity, SDP has rarely been subjected to academic scrutiny, especially using the detailed qualitative methods I apply here.

Author Gerard Naughton Advisor Dr Roman David Submitted in partial fulfilment of the requirements for the degree of Master of Arts in International Politics (Globalization, Poverty and Development) School of Geography, Politics and Sociology, University of Newcastle upon Tyne Submitted September 2011 1 Abstract Football is increasingly put forward as a solution to Africa’s problems. The recent growth of the Sport, Development and Peace (SDP) sector in the last 20 to 30 years has begun to make use of the possibilities presented by football to deal with Africa’s social problems, notably in regard to peace- building and reconciliation. However, the sector has not matched its enthusiasm for football-based SDP projects with action to analyse impact of such projects. It has become accepted that football is good for peace- building, with little empirical evidence offered to prove it. Millennium Stars FC is a grassroots football team from Liberia, West Africa, who have been together for 15 years. They were promoted as an example of how to solve the problems for child combatants during the Liberian civil war up to 1996, and taken to the UK for a once-in-a-lifetime three-week tour. Now the team is training young payers using their own lives as an example. While football can be seen as a solution to conflict, Millennium Stars are aiming to use it as a way to tackle endemic extreme poverty. This stage of their career has been more difficult as they have been largely without outside support.
