5. CONGRESS A. Local

Minutes of the LFA 23rd ordinary elective congress held in the conference room of the SKD Sports Complex in Paynesville on April 14, 2018 beginning at 9:00AM

OPENING PROGRAM The opening program began at 10:00AM with football stakeholders and invited guests in attendance.

WELCOME REMARKS LFA President Musa Hassan Bility welcomed the guests and congressional delegates to the program and reminded them that the gathering is historic because four years ago, they gathered at the same hall and elected him as president along with two vice presidents and executive committee members.

Mr. Bility reminded delegates that the congress was meant to elect new officials after eight years under his leadership. He thanked the stakeholders for showing up and urged them to conduct the election in a free and fair manner, adding “we should do it quietly as a football family.” Mr. Bility said the gathering was meant to make football better. “Let us show leadership and appreciate each other as we go through the process,” he said.

He urged delegates and participants in the electoral process to put behind them the activities from the campaign. “Let the winners accept the fact that we all have won and the losers accept the result and we move ahead with football,” he said.

He informed stakeholders that FIFA will conduct an audit instead of the LFA doing its own audits. Mr. Bility thanked the Ministry of Youth and Sports for being supportive of their programs over the past years.

PRESIDENT’S ACTIVITY REPORT Mr. Bility thanked all those that stride with him during his tenure. He told congress that there was a high hope when he took over but could not do all that were expected. He said his administration scored success in its commercialization process by giving clubs the dispensation not to pay a dime for registration fees for eight years.

Mr. Bility said his leadership negotiated a sponsorship for the leagues and succeeded in getting Orange (then Cellcom) to play that role. He emphasized that it was difficult, but we did all to get football going. He then urged the government to support football by giving its support to the new administration. He revealed that the government only supported the national teams under the supervision of the LFA.

The President apologized to those he may have offended during his tenure and also forgave those that offended him. He urged all to hold together for the good of the game. In closing, he named a transitional team headed by ECMs D. Sheba Brown along with Matthew P. Smith and Dee-Maxwell S. Kemayah, Sr. LFA January - December 2018 Annual Report Page 9

B. International The LFA maintained a cordial and productive tie with FIFA, CAF and WAFU. The LFA was duly represented at all international forums, trainings and seminars. At the CAF ordinary congress in Rabat, Morocco in February 2018, the LFA was represented by Vice President for administration Musa Shannon, Vice President for operations Sekou W. Konneh and SG Emmanuel O. Deah.

The congress was attended by FIFA President Gianni Infantino, FIFA Secretary-General Fatma Samoura, delegates from the 54 national associations, affiliates to CAF and stakeholders. During the congress, CAF President Ahmad Ahmad announced that the African Football governing body will support the second term bid of Infantino, a decision that was welcomed by the FIFA President.

Responding to CAF’s decision for support, Infantino said: “The support from CAF for another term as FIFA President means a lot to me.” President Bility and Vice President Konneh represented the LFA at the FIFA ordinary congress in Russia and also attended the opening match in the World Cup finals between Russia and Saudi Arabia at the Luzhniki Stadium on 14 June.

Liberia was also represented at the CAF extra general assembly in Sharm El-Sheikh, Egypt by President Raji and SG Deah on September 30. At that gathering, Raji discussed with his counterparts for technical cooperation for Liberia.

During the same meeting, he also updated FIFA on the LFA activities, especially in meeting up with the standards set for the FIFA Forward 2.0 Programs, appealed for the lifting of financial restrictions, approval for the headquarters projects and additional artificial turfs in Liberia.

Delegates elected Walter Nyamilandu, President of Malawi Football Association, as its representative to the FIFA Council for the Anglophone countries to replace GFA President Kwesi Nyantakyi, who resigned in June 2018.

Still in September, President Raji held discussion with CAF President Ahmad to settle debts to vendors accrued from the 2018 WAFU Zone A under-20 male tournament and US$100,000 was immediately approved as part payment.

From October 20-23, President Raji held a meeting with the FIFA development office on the usage of the FIFA Forward 2.0 and its applications. He further discussed on the LFA’s pending projects that were suspended due to a lack of supporting documents and payments received by the past administration. Raji also discussed whether the FIFA Forward could be used to provide direct support to clubs, which paved the way for clubs to benefit.

President Raji paid a personal visit to the Qatar Football Association from October 24-26 to seek technical cooperation between the two associations. Key on the agenda was the development of clubs, coaches and referees among others.

In December 2018, executive committee member Jodie Reid-Seton attended FIFA women’s football forum in Zurich, Switzerland.

6. ADMINISTRATION The LFA faced numerous challenges and had difficult task ahead during the period under review. Among those daunting tasks was to set the stage to conduct the 2018 elections as per statutory requirement and to organize the 2018 Orange national league to meet up with the CAF deadline for the submission of candidates for the continental tournaments. Those were important invents that needed to be completed in 2018.

ELECTIONS All processes leading to the conduct of the 2018 elections were satisfied and elections were held on April 14, 2018 at the MYS conference hall. At the end of the elections, the VPA and VPO were elected along with 10 ECMs.

The presidency could not be decided due to an injunction filed by one of the presidential candidates, George Solo, at the Civil Law Court, Temple of Justice in Monrovia. The court ordered was observed and after all legal formalities and with the intervention of FIFA, a new LFA president was elected on September 8, 2018 to complete the leadership structure as required by the statutes.

Mustapha I. Raji and Musa Shannon were the two candidates in the race. Before the day of the election, Mr. Shannon withdrew his candidature, thus leaving Mr. Raji as the lone candidate in the race.

The election was conducted by the LFA elections commission with the casting of a white ballot in favor of Raji on behalf of all LFA stakeholders. With the casting of the white ballot, Mr. Raji was declared winner by the LFA elections commission and he immediately took over from Mr. Bility.

Raji thanked the past LFA leadership for keeping football up and running and promised to take football to another level in the next four years.

Prior to the September 8, 2018 elections, those elected during the first round of the elections in April 2018 immediately took on their respective positions to also work along with Mr. Bility as a caretaker leadership as was agreed upon by the LFA and FIFA.

During the period under review and with the coming in of the new administration, some immediate and necessary decisions were taken to keep the institution viable and functional. The administration enrolled staff into the National Social Security Program enabling them to obtain social security ID Cards.

The president, on his initiative, introduced a motivational program where an employee of the month is selected and given US$50 and every staff is provided a 25kg bag of rice monthly.

During the same period under review, administrative measures were instituted, which affected some staff. James K. Payne was transferred from finance to club licensing department while receptionist Ellen Kumeh and office attendants Anthony Gbor and Ben Sackie (deceased) were retired.

Additionally, with the approval of the executive committee, President Raji appointed Isaac T. Z. Montgomery on December 6, 2018 as general secretary, replacing Emmanuel O. Deah.

Matthew G. Diggs was dismissed as director of competitions and replaced by Atty. Benedict A. Yarsiah, who was reinstated, and given an added portfolio as legal director.

Henry N. Browne was reappointed in December 2018 as technical director, replacing acting director Francis Adrian Tamba, who was reassigned as director of women’s football. Aletha Massaquoi was also transferred from special aide to the president to women’s football desk officer. Accountant Joseph Sheriff was appointed as acting treasurer to replace Jallah D. Corvah, who resigned. Jomo Suah, Dauoda Dulleh and Abraham Dulleh were redundant as drivers for various administrative reasons and paid off.

7. TECHNICAL DEVELOPMENT Several LFA staff, stakeholders, coaches and referees attended trainings during the period. An international FIFA elite referee course was held at the SKD sports complex from May 12-16. A beginner referee course was held from December 27, 2018 to January 3, 2019.

8. NATIONAL LEAGUE The national league is the most important component of the functions of the LFA. Acting President Sekou W. Konneh, Vice President Wilmot Smith, executive committee members and secretariat discussed with stakeholders to determine the way forward for the commencement of the 2018 season.

In series of stakeholders’ meetings, the club presidents agreed to play the 2018 season but with the understanding that there would be no promotion and relegation at the end of the league except for the third division and community leagues where clubs would be promoted to the next division. The LFA also provided a US$500 subsidy to each female club.

They also agreed that the champions from the league and LFA Cup shall participate in CAF Competitions. The season officially commenced on August 25, 2018 at the ATS with all formalities carried out.

Also during this period, the LFA reached a decision to turn over one of the two floors it occupied in the Professional Building on Benson Street to the landlord to save some money while the ATS was under renovation for relocation.

COMPETITIONS DEPARTMENT The league commenced with the traditional Super Cup in which BYC won LISCR FC 2-1 in the male category and Senior Professionals won Earth Angels 4-3 in the female category.

LEAGUE FORMAT A zonal format was used for the league where clubs were paired in zones to play home and away. At the end of the zonal stage, BYC topped Group “A” while LPRC Oilers topped Group “B”. In the play-off final, BYC defeated LPRC Oilers 4-2 on post-match penalties after a 2-2 draw at the ATS on 17 October.

There was no relegation but a promotion from the third division national play-off to the second division occurred.

During the 2018 season, 43 clubs participated: 10 in the first division; 13 in the second division; eight in the female division and 12 from the third division national play-off.

Originally, there were 12 clubs in the first division and 14 clubs in the second division. Before the commencement of the league, FC Fassell and Nimba FC asked to be excused from the first division while Junior Professionals also asked to be excused from the second division due to financial reasons respectively.

For the third division national play-offs, only six of the 15 sub-associations played active league and were allowed to send two clubs each to participate. The sub-associations are:

Thirty-two (32) clubs, which were drawn from the first, second, female and third divisions, participated in the knockout in the male category while eight clubs played in the female version.

In the grand-finale, BYC defeated LISCR FC 4-0 in the male category on 19 October while Earth Angels defeated Senior Professionals 3-1 in the female category on 4 November at the ATS.

OFF-SEASON TOURNAMENTS The Montserrado County district tournament was organized from November 16 to December 14 to enhance clubs’ training capacity in preparation for the 2019 season. It featured 17 electoral districts as a pilot project to include other counties in the future. The tournament ended with District #16 as champion and District #12 as runner-up. In the female category, District #11 emerged as winner and District #4 as runner-up.

An academy tournament was played in November and brought together 17 academy youth clubs in Montserrado. Ambassador Academy emerged winner and Snow Hill Academy as runner-up. Winners and runner-up of these tournaments were awarded medals and cash prizes.
