Local Minutes of the LFA 23rd ordinary elective congress held in the conference room of the SKD Sports Complex in Paynesville on April 14, 2018 beginning at 9:00AM OPENING PROGRAM The opening program began at 10:00AM with football stakeholders and invited guests in attendance. WELCOME REMARKS LFA President Musa Hassan Bility welcomed the guests and congressional delegates to the program and reminded them that the gathering is historic because four years ago, they gathered at the same hall and elected him as president along with two vice presidents and executive committee members. Mr. Bility reminded delegates that the congress was meant to elect new officials after eight years under his leadership. He thanked the stakeholders for showing up and urged them to conduct the election in a free and fair manner, adding “we should do it quietly as a football family.” Mr. Bility said the gathering was meant to make football better. “Let us show leadership and appreciate each other as we go through the process,” he said. He urged delegates and participants in the electoral process to put behind them the activities from the campaign. “Let the winners accept the fact that we all have won and the losers accept the result and we move ahead with football,” he said. He informed stakeholders that FIFA will conduct an audit instead of the LFA doing its own audits. Mr. Bility thanked the Ministry of Youth and Sports for being supportive of their programs over the past years. PRESIDENT’S ACTIVITY REPORT Mr. Bility thanked all those that stride with him during his tenure. He told congress that there was a high hope when he took over but could not do all that were expected. He said his administration scored success in its commercialization process by giving clubs the dispensation not to pay a dime for registration fees for eight years. Mr. Bility said his leadership negotiated a sponsorship for the leagues and succeeded in getting Orange (then Cellcom) to play that role. He emphasized that it was difficult, but we did all to get football going. He then urged the government to support football by giving its support to the new administration. He revealed that the government only supported the national teams under the supervision of the LFA. The President apologized to those he may have offended during his tenure and also forgave those that offended him. He urged all to hold together for the good of the game. In closing, he named a transitional team headed by ECMs D. Sheba Brown along with Matthew P. Smith and Dee-Maxwell S. Kemayah, Sr. LFA January - December 2018 Annual Report Page 9 B. International The LFA maintained a cordial and productive tie with FIFA, CAF and WAFU. The LFA was duly represented at all international forums, trainings and seminars. At the CAF ordinary congress in Rabat, Morocco in February 2018, the LFA was represented by Vice President for administration Musa Shannon, Vice President for operations Sekou W. Konneh and SG Emmanuel O. Deah. The congress was attended by FIFA President Gianni Infantino, FIFA Secretary-General Fatma Samoura, delegates from the 54 national associations, affiliates to CAF and stakeholders. During the congress, CAF President Ahmad Ahmad announced that the African Football governing body will support the second term bid of Infantino, a decision that was welcomed by the FIFA President. Responding to CAF’s decision for support, Infantino said: “The support from CAF for another term as FIFA President means a lot to me.” President Bility and Vice President Konneh represented the LFA at the FIFA ordinary congress in Russia and also attended the opening match in the World Cup finals between Russia and Saudi Arabia at the Luzhniki Stadium on 14 June. Liberia was also represented at the CAF extra general assembly in Sharm El-Sheikh, Egypt by President Raji and SG Deah on September 30. At that
