Focusing on the development of the functions and capacities of the municipal state, it examines three sets of interrelated political changes: the triumph of “municipal reform” over the institutions and practices of the Tammany Hall political machine and its outer-borough counterparts; the incorporation of hundreds of thousands of new voters into the electorate and into urban political life more broadly; and the development of an ambitious and capacious public sector—what Joshua Freeman has recently described as a “social democratic polity.” It places these developments within the context of the national New Deal, showing how national officials, responding to the limitations of the American central state, utilized the planning and operational capacities of local governments to meet their own imperatives; and how national initiatives fed back into subnational politics, redrawing the bounds of what was possible in local government as well as altering the strength and orientation of local political organizations. The dissertation thus seeks not only to provide a more robust account of this crucial passage in the political history of America’s largest city, but also to shed new light on the history of the national New Deal—in particular, its relation to the urban social reform movements of the Progressive Era, the long-term effects of short-lived programs such as work relief and price control, and the roles of federalism and localism in New Deal statecraft.

Missouri Congressman Emanuel Cleaver II is credited with pioneering the initiative, which was overseen for five years by the Kansas City metropolitan-area regional planning organization, the Mid-America Regional Council. During those five years, the Green Impact Zone directed about $166 million dollars into a 150-square block area from 39th Street to 51st Street, including Troost and Prospect avenues as well as Emanuel Cleaver II Boulevard. The money came largely from federal funding made available in response to the American Recovery and Reinvestment Act of 2009 and went towards neighborhood infrastructure and investments in human capital, with an emphasis on environmental sustainability. The Green Impact Zone was designed to be highly visible, and it benefited to this end from public support from then-President Barack Obama and other White House personnel. When the initiative ultimately shut down in 2014 due to a lack of funding, it did so quietly, receiving much less fanfare in its final days than it did in its early days.

User-Friendly Licensing for a User-Generated World: The Future of the Video-Content Market ABSTRACT A picture may say a thousand words, but in today's artistic culture, video is the true king. User-generated remix and mashup videos have become a central way for people to communicate their ideas, to be a part of popular culture, and to bring life to their own artistic visions. Digital technology and the rise of user-generated Internet platforms have enabled professionals and amateurs alike to participate in the creation of web videos, which often incorporate popular content. But this has led to a growing tension between amateur sampling artists and copyright rightsholders. The current video-content- licensing scheme requires individually negotiated contracts for authorized use of copyrighted material, but amateur artists frequently lack the bargaining power and understanding of copyright law to comply with licensing requirements.

Received 9 December, 2008; Accepted 1 September, 2009 In August 2008 the 47-year-old Barack Hussein Obama was elected by the U.S. Democratic National Convention as its nominee for President of the United States. This was the first time an African- American had ever been nominated to this office. It was a momentous and revolutionary event. The bright African-American orphan son of a bright but tragic Kenyan father, who had died in a tragic car accident in 1982 in Kenya, after losing his career and his legs and struggling with alcoholism, and of a bright white mother who had died of cancer in 1995, was nominated for the highest office in the world’s mightiest country. Soon Obama was leading in most public-opinion polls as the candidate most likely to become President, with a 10-point lead over John McCain, the Republican candidate. On November 4 he was elected President of the United States, the first African-American president in U.S. history. There had been nothing quite like this in U.S. history.     Michael O’Hanlon Obama’s Weak and Failing States Agenda Barack Obama has been a disciplined, pragmatic, and effective president on the urgent national security challenges of the day. His record is generally solid on matters such as managing the nation’s major wars, pressuring rogue states, rebalancing the U.S. national security focus toward East Asia, and carrying out the reset policy with Russia. On balance, I would personally rate his foreign policy record through most of his first term as much better than average, with perhaps only George H.W. Bush having done clearly better at this stage among all presidents of the last half century. But those glowing words aside, Obama has had difficulty measuring up to the standards he set for himself on the big visions and transformational issues of the dayÑsubjects ranging from addressing global warming and climate change to bridging the divide with the Muslim world to moving toward a nuclear-free planet (what might be called the Prague Agenda, named for the site of Obama’s big speech on the subject in 2009).1 Leaving aside the top-tier security issues of Iraq, Afghanistan, Pakistan, and now Syria that merit their own attention (and generally receive it), he has also had considerable trouble with the chronic problems of weak, failing, or otherwise challenged states. This article briefly summarizes his record toward five disparate but important countries facing internal conflicts of one type or anotherÑthe African states of the Democratic Republic of the Congo (DRC), Somalia, and Sudan, as well as the Latin American states of Colombia and Mexico.
