• Department of Transport Statement of Strategy high level goal in regards to maritime “to facilitate safe and sustainable maritime transport and the delivery of emergency management services”

• Coast Guard is a division within the Department of Transport with responsibility for Maritime and Ship Casualty response to minimise damage to the marine environment from pollution;

We provide – a marine radio distress listening service and broadcast marine safety information

– Monitor maritime traffic within our Traffic Separation Schemes (Tuskar/Fastnet),

– Coordinate Search and Rescue in the Irish Search and rescue region, along the coasts and cliffs of Ireland and in support of An Garda Siochana on major inland lakes and remote areas.

– Monitor the Irish EEZ and intervene as necessary in marine casualties to prevent or minimise damage to the marine environment by oil and Hazardous and Noxious Substances' (HNS) from ships and offshore installations and coordinate the at sea response to maritime pollution from ships and offshore installations.

– Provide a national Marine Assistance Service and respond to vessels in need of assistance and/or requesting a Place of Refuge

Coast Guard responds to approximately 2,800 incidents per year

Type of incidents Incidents include persons in distress at sea, medical evacuations off vessels and islands, emergency medical transfers for the National Ambulance Service, support to An Garda Siochana for inland and mountain rescue and managing the response to ship sourced pollution events or vessels of all types that get into difficulty or distress

Marine Rescue Coordination Centres The above functions are managed and co-ordinated by Coast Guard operations through the Marine Rescue Coordination Centre and Sub Centres at MRCC Dublin, MRSC Valentia & MRSC Malin Head

Search and Rescue Units Response on the coast is provided by Search and Rescue Units (SRUs) which include Coast Guard SAR Helicopters 4, Coast Guard Units 44 and declared resources such as the RNLI, Community inshore rescue boats, merchant vessels, State resources (Naval Service & Air Corps) on an as available basis.

• Core Objective: To achieve value for money for significant state investment - ensuring new contract contributes optimally to the delivery of the IRCG’s remit for Maritime SAR and pollution prevention • Secondary Objective – To optimise the potential within that core service capacity to meet other additional aviation requirements of the state on an “as available” basis • Current service costs between €50 and €60m annually • New contract likely to be of similar tenure i.e. 10 years with option to extend for period(s) up to 3 additional years

• SAR Aviation Programme – represents a significant state investment in a critical state service • PSC requires us to evaluate and justify in terms of its rationale, relevance, effectiveness, efficiency and impact of the programme – • Critical question here is whether we can deliver a more effective service with similar resources next time around • Preliminary strategic assessment including initial appraisal of options – Government – July • Considered how the programme delivers / aligns with core Government policy and what potential exists to further complement other interventions in this policy space given significant state investment and built-in contingency required of a SAR service

• Next step - development of detailed business case for Government approval– including economic and financial appraisal and seeking approval to proceed to tender • Business case will address, inter alia: – Objectives and requirements of the programme – COSTS AND AFFORDABILITY using Cost Effectiveness Analysis – PROCUREMENT STRATEGY – assessment of all options but given nature of this service it is likely to be competitive procedure with negotiation (subject approval as part of the business case ) – GOVERNANCE AND IMPLEMENTATION - consideration of the appropriate governance structures and implementation mechanism for the new programme

Principles underpinning procurement

• "whole of Government" approach to optimise the potential benefits in meeting existing and anticipated needs for SAR in the first instance and then identify how value for money can be achieved for other ancillary state aviation needs within financial and regulatory parameters • “Outcome-based” approach that enables bidders to exploit all available technologies to deliver optimal solution and avoids over-prescribing inputs or outputs which could inhibit innovation or drive up costs unintentionally. • “Iterative” approach through the competitive procedure with negotiation (subject to final Government approval) which enables state to engage with and refine solutions on offer which best meet its requirements

• Objective is to capture service requirements – existing and in the future – and to more explicitly identify “value” of the SAR aviation service to stakeholders • Initial engagement through National SAR / Pollution Plan structures – National SAR Committee, SAR Consultative Committee, SAR Coordinators and SAR assets • Bilateral engagement with key state stakeholders including Departments of Health (HSE/NAS/Medico), Housing (MEM / Fire Service), Islands, Justice / AGS, Defence (Air Corps / Naval service) • To be completed as part of the detailed business case and specification of requirements
