(ii) the importer has been permitted credit entries in the said Duty Entitlement Pass Book by the Licensing Authority at the rates notified by the Government of India in the Ministry of Commerce for the products exported; (iii) the said Duty Entitlement Pass Book is produced before the proper officer of Customs for debit of the duties leviable on the goods but for exemption contained herein : Provided that exemption from duty shall not be admissible if there is insufficient credit in the said Duty Entitlement Pass Book for debiting the duty leviable on the goods but for this exemption.

    Azad Hossain: A Case Study from Chanchal, Malda. The Background, 16th December 2008 Azad Hossain, a permanent resident of Galimpur Village, Motiharpur Gram Panchayat, of Chanchal Block-I, had a long standing issues with regards to the industrial connection that he had applied for his husking mill. He had first approached the Chanchal Group Electricity Supply for his connection and deposited an amount of Rs.1,55,893/- as quotation on 16.12.2008, as per inspection and estimates submitted by the staff of the local office. His connection needed extension of HT line and installation of a 25 KVA transformer. The local supply office issued a work order on 30.01.09 and an erection order on 10.02.09. However no work was started. RESA starts, Baseline Survey in May 2008 and 1st GIM on 30th November 2008 The RESA activities had already started in the Chanchal Block of Malda by that time. The first phase of the Grassroots Interface Meetings was organised on 30.11.08 by Chanchal Janakalyan Samity, the RESA district partner for Malda. Azad Hossain came to know of the activities under the project through the Samity and got in touch with them and explained his case. They suggested him to talk to the station manager and he accordingly did that. He was however informed that no transformer was available at that point in time. His case therefore, remained pending. Further action taken by Azad, 24th September to 29th October, 2009 The next set of developments started when the local Station Manager received an objection from local people on 24.

    Regional Policy Dialogue on Strengthening Transport Connectivity in Southern and Central Asia. 7-8 Feb 2018 Bangkok, Thailand Ministry of Railways Government of India TAR Routes • UN ESCAP study identified three broader routes: • Northern corridor: passing through China, Kazakhstan, Mangolia, Russian federation and Korean peninsula; • TAR on Indo- China: starting from Chinese border to Laos, Thailand, Malaysia; • Southern corridor: connecting Turkey through Iran, Pakistan, India, Bangladesh, Myanmar and with Sri Lanka also part of the corridor, South Asia -An Overview • In South Asian Region, inadequate infrastructure increases costs of logistics and hampering trade promotion & regional integration • Missing links and lack of uniform technical standards are main challenges . • TAR – a major UN-ESCAP initiative to strengthen rail connectivity between Asia and Europe. Southern corridor extends through South Asian Region. • For integration with South West Asia the main constraint is inter-operability of gauge and with South East Asia, mainly the missing links. Because in the medieval period the capital of Bengal was Pandua and Gaur (Lambourn 1819). Not only that, presently pandua and gaur in the Malda district are an important historical tourism centre. Malda district is famous for the mango fruits in India. Also, the Kaliachak region of the Malda district is famous for the cultivation of silk (sericulture). The day of independence of India is 15th August 1947. But the Independence Day of Malda district is 17th August 1947 (Mondal 2016). Because the Malda district was under East Pakistan (Bangladesh) from 15th August 1947 to 17th August 1947 (Gosh 2004). Malda district is an important district in West Bengal. Because Malda district is called the gateway of North Bengal. The Physical, cultural and socio-economic conditions of the Malda district are very diverse. So, the following are discussed below about the physical, cultural and socio-economic conditions of the Malda district. 2.2 Origin of the Name of Malda District There are different opinions about the origin of the name of ‘Malda’ district because different philosophers have expressed different opinions. An opinion is that derived from the Arabic word 'Mal' comes to the word Maldah. The word "Mal" is an Arabic word its means wealth and the origin of the name "Maldah” probably signifies that it was an important centre of trade (Roy 2001). Another opinion is the origin of the word Maldah from the community of the local 'Maladh' name.
